Housing Minister Meets CMEC Chairman to Discuss Development Projects

Manama: Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, met with Wang Bo, Chairman of China Machinery Engineering Corporation (CMEC), on the sidelines of the Innovation Summit in the Social Housing Sector. The meeting aimed to further develop cooperation following the recent memorandum of understanding to develop over 3,000 housing units in Khalifa City under the Government Land Development Rights Programme. The minister emphasized the programme's importance in enhancing public-private partnerships to improve housing services for citizens. According to Bahrain News Agency, discussions also highlighted the progress of ongoing partnership projects, particularly focusing on CMEC's involvement in executing phases of the Sitra housing development. Additionally, the meeting reviewed the outcomes of the minister's recent visit to the People's Republic of China, which aimed at bolstering bilateral cooperation in housing initiatives. Wang Bo praised the Innovation Summit for its role in creating new partnership opportunities with the government and supporting Bahrain's housing initiatives. This collaboration is expected to significantly contribute to the country's housing development goals.

Deputy Prime Minister inaugurates Social Housing Innovation Conference and Exhibition

TDT | Manama The social housing sector in the Kingdom of Bahrain remains a top national development priority. This was emphasised by the Deputy Prime Minister, His Excellency Shaikh Khalid bin Abdullah Al Khalifa, who was deputised by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to inaugurate the Social Housing Innovation Conference and Exhibition. The event, held under the patronage of HRH the Crown Prince and Prime Minister, will be under the theme 'Towards Innovative and Sustainable Housing Solutions' and will take place from April 23 to 25 at the Exhibition World Bahrain (EWB). Shaikh Khalid bin Abdullah noted that the sector receives continuous support under the leadership of His Majesty King Hamad bin Isa Al Khalifa, who has directed efforts to accelerate housing projects to deliver 50,000 new housing units and improve public services, thereby advancing the Kingdom and enhancing family wellbeing. The Deputy Prime Minister emphasised that the government, under the leadership of HRH Prince Salman, has launched new financing programmes and options aimed at delivering prompt housing services tailored to citizens' needs and preferences. These efforts support the implementation of government priorities for the 2023–2026 programme. Shaikh Khalid bin Abdullah also highlighted the follow-up and directives of HRH the Crown Prince and Prime Minister to expand projects under the Government Land Development Rights Programme, which is currently being implemented across the Kingdom in partnership with the private sector. He commended the Ministry of Housing and Urban Planning and Eskan Bank for organising the conference. The Deputy Prime Minister emphasised that the event serves as a platform for stakeholders from Bahrain and abroad, including those from both the public and private sectors as well as international experts, to discuss the current state of social housing, its challenges, and development opportunities. Commitment Shaikh Khalid bin Abdullah also commended the active participation of government entities, real estate companies, and commercial banks in the accompanying exhibition, noting that their involvement reflects a commitment to providing housing projects and solutions that help citizens access suitable housing as swiftly as possible. He wished the organisers continued success. During the opening ceremony, memorandums of understanding were signed between the Ministry of Housing and Urban Planning and several real estate firms to implement projects under the Government Land Development Rights Programme. The Deputy Prime Minister then honoured the companies supporting the conference and inaugurated the exhibition. Unwavering support On her part, H.E. Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, thanked His Majesty King Hamad for his unwavering support of the social housing sector. She underscored the Ministry's and Eskan Bank's commitment to fulfilling His Majesty's vision by accelerating housing projects and delivering 50,000 housing units. The Minister also thanked HRH the Crown Prince and Prime Minister for supporting the conference and exhibition, which aligns with HRH the Crown Prince and Prime Minister's directives to expand events that promote awareness of housing finance programmes.

The meeting focused on expanding public-private partnerships to provide social housing services, diversifying housing finance options, and introducing the new 'Tas'heel+' programme as part of the Ministry's efforts to broaden choices and enhance service quality. Al Rumaihi emphasised the government's commitment, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to strengthening partnership with the private sector to expand housing solutions in line with the Government Plan (2023–2026). She highlighted the positive outcomes of the Housing Financing Programme and the Government Land Development Rights Programme, which have provided thousands of immediate housing services to citizens. These results reflect the success of involving the private sector in housing programmes, benefiting from its accumulated resources and expertise in both the real estate and banking sectors. The Minister reviewed recent developments in the Housing Finance Programme, including the launch of 'Tas'heel+, which would strengthen private sector partnerships and accelerate service delivery. Solutions She noted that 'Tas'heel+' will diversify financing options provided by the Ministry and Eskan Bank, in cooperation with participating banks, alongside ongoing housing projects by real estate developers through the Government Land Development Rights Programme. These efforts aim to deliver solutions aligned with citizens' financing eligibility. She commended the banking sector for offering competitive and supportive financial solutions that enable citizens to access immediate housing services, noting that the positive results achieved so far reflect the contributions of commercial banks and developers to the housing system.

Bahrain's Ministry of Housing and Urban Planning (MoHUP) has announced the launch of a tender for the construction of 128 apartments in Umm Al Hassam. The project covers over 8,000 sqm and will be built to updated vertical housing standards, featuring modern units of 200 sqm with all key facilities. The entire work will be completed in a 50-month period. This comes following the directives of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister of Bahrain, to expand the Government Land Development Rights Programme, reported BNA. This marks the first project under the programme in the Capital Governorate and the eighth nationwide. The ministry said there was increased interest from both developers and citizens in similar projects, emphasising the programme's role in sustaining long-term housing services. In its notification on Bahrain Tenders site, the ministry stated that all bidders will be competing for a licence to develop the project and the one offering the highest land value and lowest sales rate while meeting all technical criteria will be selected for the project. The winning bidder will be responsible for the design, finance and construction of all 128 housing units in addition to connectivity and the existing infrastructure. Construction will take 20 months from the start of works, with units sold exclusively to beneficiaries of the MoHUP's social housing financing programmes. The deadline for submitting the bids has been set at August 6. Following the project completion and sale of all units, the developer must pay MoHUP the agreed land value, said the ministry in its tender notification. Additionally the ministry will offer a buy-back arrangement for any units that remain unsold 24 months after the projects construction is completed, it added.
