Salalah – The Government Transformation and Sustainable Leadership Conference, part of Labour Forum 2025, wrapped up on Tuesday in Salalah with a series of recommendations aimed at modernising the labour market, boosting national skills, advancing digital services and improving policy access. Delegates from Oman and other Gulf Cooperation Council countries agreed on four priority areas, including labour market governance. The recommendations called for stronger partnerships with the private sector, employers, sectoral committees and academic institutions to ensure policies reflect a range of perspectives. They urged a review of existing laws to create more flexible and inclusive employment policies that can adapt to changing needs, and the strengthening of governance committees to analyse challenges and propose solutions. Also in focus was developing national competencies and entrepreneurship. The forum urged the creation of specialised training programmes for graduates and jobseekers, particularly in green and digital sectors. It also called for greater support for startups and self-employment initiatives through funding, simpler procedures and innovation-friendly environments. 'Empowering young people and entrepreneurs means giving them the platform to share their success and connect with market,' one participant said. On digital transformation in the government sector, recommendations included investing in infrastructure, expanding the use of electronic authentication and signatures, and training leaders in digital management. The forum also proposed integrating digital skills into human resource development and extending insurance coverage to informal sector workers, including optional protection against occupational injuries and diseases. The final set of recommendations stressed on making the forum's outcomes widely accessible through an interactive online platform, enabling participants and stakeholders to review documents, recommendations and presentations. The aim, officials said, is to promote knowledge-sharing and strengthen expertise exchange. The three-day conference highlighted the fact that implementing proposals will require strategic public-private partnerships, ongoing innovation and capacity building in line with Oman Vision 2040. The concluding session also examined smart management in government. Discussions included the role of artificial intelligence in enhancing transparency, decision-making and digital transformation, with the Ministry of Labour presenting its Smart Management Project as an example of turning technology into opportunities. The forum urged tighter labour-market governance through broader partnerships with employers, sectoral committees and academia, alongside a review of legislation to enable flexible, inclusive employment policies that can adapt to change. It also called for empowering employment-governance committees with clearer mandates and capacity-building to diagnose challenges and propose solutions. On competencies and entrepreneurship, participants recommended specialised training for graduates and Omani talent focused on green and digital transformation, improving the start-up ecosystem, easing procedures and finance for self-employment, and creating platforms to showcase youth success stories linked to labour-market strategies. For digital transformation, the roadmap prioritised investment in digital infrastructure, wider use of electronic authentication and e-signatures, and upskilling leaders and staff in digital fields by embedding these skills in human-resources development. The forum further recommended widening insurance coverage to include optional categories in the informal sector to protect against occupational injuries and diseases. To sustain impact, the outcomes—presentations, documents and recommendations—would be made accessible through an interactive electronic platform to support knowledge sharing and practical application. Participants said delivery will require continued public–private partnership, innovation and investment in national capabilities, aligned with Oman Vision 2040's goal of a diversified, sustainable economy.

SALALAH, AUG 10 The Government Transformation and Sustainable Leadership Conference commenced in Salalah yesterday under the auspices of Shaikh Salim Mustahail Al-Mashani, Advisor at the Royal Court Affairs. The three-day conference, held as part of the 2025 Labour Forum organized by the Ministry of Labour, is attracted broad participation from experts and specialists from within the Sultanate of Oman and the Gulf Cooperation Council (GCC) countries. The conference programme includes a number of panel discussions and workshops focusing on key issues related to labour market transformations and future skills. The first session, entitled Modern Organizational Structures: From Bureaucracy to Institutional Agility, featured working papers addressing: institutional challenges in administrative bodies, tools for organizational restructuring, re-engineering of procedures, in addition to case studies from certain countries. Over the coming days, the conference will feature several sessions on behavioral engineering, governmental leadership, competencies and talent empowerment, smart management, in addition to a number of international experiences. The conference aims to stimulate innovation and professional development, and to showcase the latest modern technologies and innovations in the labour market to increase productivity, open new horizons, enhance social dialogue, and foster professional communication to create constructive cooperation among specialists and those interested in the labour market. During his opening speech, Nasser Salem Al Hadhrami, Director General of Labour in Dhofar Governorate, stated: 'At the Ministry of Labour, and in light of Oman Vision 2040, we believe that change begins from within. We have worked to build an integrated system of innovation and empowerment. We have launched qualitative initiatives that are not merely programs, but rather investments in people – to build a generation of leaders capable of steering transformation. Over the past years, we have developed numerous policies and digital platforms, as well as leadership and capacity-building programs. We have launched pioneering projects that support results-based work and strengthen our partnerships with the private and academic sectors.' The opening also witnessed the signing of a memorandum of cooperation between the Directorate General of Labour in Dhofar Governorate and Salalah Port Services Company, in pursuit of cooperation and partnership between the public and private sectors, and in recognition of the strategic role played by the Ministry of Labour in developing the human resources sector in the State's administrative apparatus and supporting employment in the private sector.

The MoC was inked during the opening of the Government Transformation and Sustainable Leadership Conference, which commenced in Salalah yesterday under the auspices of Shaikh Salim Mustahail Al-Mashani, Advisor at the Royal Court Affairs. The MoC also affirms the strategic role played by the Ministry of Labour in developing the human resources sector in the State's administrative apparatus and supporting employment in the private sector. It also reinforces the active role of Salalah Port Services Company in employing job seekers in the private sector and developing human resources, thereby achieving the principle of partnership in a manner that serves the public interest. Speaking to the Observer, Mohammed Aufait Al Maashani, Director of Corporate Affairs at Salalah Port, said the company's partnership with the Ministry of Labour will open new avenues for training and qualifying national talent, enhancing the port's role in supporting the local economy and improving the labour market in Dhofar Governorate. He affirmed the port's continuous commitment to social responsibility by investing in people and developing their skills, enabling them to become active partners in Oman's sustainable development journey.
