Andhra Pradesh to develop India's largest ecosystem for green hydrogen

Amaravati: The Green Hydrogen Valley proposed by the government of Andhra Pradesh aspires to become India's green hydrogen capital by 2030, promoting the country's largest eco-system for production of green hydrogen and its derivatives in partnership with industry and academia. It also aims to accelerate domestic R and D and capacity building in green hydrogen technologies, including testing facilities. Chief Minister N. Chandrababu Naidu on Monday released Green Hydrogen Valley-Amaravati declaration The key targets under Green Hydrogen Valley include establishing Electrolyser manufacturing capacity of 2 GW by 2027 and 5 GW by 2029, 1.50 MMTPA Green Hydrogen production capacity by 2029, achieving cost reduction from ₹460 per Kg to ₹160-170 per Kg by 2029 and creation of transmission infrastructure (Green Energy Corridor) to evacuate 25 GW RE power by 2029. The declaration was finalised based on the deliberations at the Green Hydrogen Summit held last week here in association with the Government of Andhra Pradesh and NREDCAP. The summit focused on green hydrogen production, storage, and distribution; green hydrogen applications in industry, transport, and power generation; policy, standards, and capacity building for a sustainable hydrogen ecosystem. According to the declaration, by 2030 at least 60 per cent of all electrolyser components and storage solutions deployed in the state will be produced locally, reducing import dependency. At least three new production units for electrolyser and hydrogen storage manufacturing will be established, with a combined production capacity of at least 4-5 GW for electrolyser equipment. The Green Hydrogen Valley will establish skilling ecosystem, specialised research Hubs with dedicated green hydrogen research centres, create cross-disciplinary labs, encourage collaborations with premier institutes, promote Public-Private Partnership (PPP) models to fund breakthrough projects, incentivise joint ventures between local start-ups and global hydrogen tech firms and facilitate knowledge exchange forums, workshops, and annual innovation summits. The Green Hydrogen Valley will establish India's first Integrated Green Hydrogen Skilling Eco System in collaboration with reputed Universities and Institutions, to offer engineer upskilling and technician certifications - training 200 specialists in the first year and 2,000 annually by 2030. The declaration says that the Green Hydrogen Valley will spearhead the creation of a robust start-up ecosystem in the green hydrogen sector. To catalyse innovation, the state will support start-ups working across the entire green hydrogen value chain. To catalyse innovation, the state will allocate ₹500 crore over five years to support at least 50 start-ups working across the entire green hydrogen value chain. To support the development of green hydrogen technologies, the Government of Andhra Pradesh will promote world-class Research and Development (R and D) centres and advanced testing facilities involving SRM University-AP as the state nodal agency, to carry out advanced research in green hydrogen technologies, including the testing facilities, with active support from the Nation's Mission. The declaration noted that Andhra Pradesh is richly endowed with solar and wind energy potential, complemented by pumped hydro storage capacity, creating favourable conditions for large-scale development of green hydrogen. The state's long coastline further strengthens its position by offering an ideal ecosystem for exporting green hydrogen and its derivatives to Southeast Asian countries. The state government established the first thematic centre under the World Economic Forum's Centre for the Fourth Industrial Revolution (C4IR) network in collaboration with WEF's Centre for Energy and Materials (CENMAT), which focuses on energy transition and green industries, driving innovation and sustainable growth in the region. --IANS ms/uk

Director of Factories at Government of Andhra Pradesh, D. Chandra Sekhara Varma, on Saturday urged all factories to follow safety protocols and make every employee and worker follow the guidelines strictly in order to prevent accidents in the industries. Mr. Sekhara Varma was speaking as the chief guest during the Swarna Andhra-Swachh Andhra programme organised in Apitoria Pharma Limited (formerly known as Aurobindo Pharma Limited) at Pydibhimavaram in Srikakulam district. Speaking on the occasion, he said that all the companies needed to concentrate on safety training programmes, plantation and cleanliness in their respective premises as per the guidelines of the department. Along with joint-director of Factories, J. Shiva Sankar Reddy, and factories manager S. Madan Kumar, he planted saplings and lauded Apitorio Pharma's initiative to increase greenery in the company premises and surrounding villages. Apitorio Pharma Limited Pydibhimavaram HR and administration head P.N. Rao and the factory's environment, health and safety wing head E. Sampath Reddy, and others were present.

In a major market intervention measure aimed at mitigating the crisis that is plaguing the mango farmers, the Government of Andhra Pradesh on Thursday permitted the Director of Horticulture & Sericulture (DoH&S) to procure 6.50 lakh tonnes of the Totapuri variety for the current season to provide the growers a remunerative price. It was stated in G.O. issued by Agriculture & Cooperation Department ex officio Special Chief Secretary B. Rajasekhar, that the move would help the farmers in sustaining mango cultivation in the combined Chittoor district, and preventing distress sales. A sum of ₹260 crore had been sanctioned as the government support price, at the rate of ₹4 per kg, in compliance with the prescribed Standard Operating Procedure (SoP). The government also permitted the DoH&S to procure nearly 2,977 tonnes of unsold cocoa beans as per the SoP for the current season, and sanctioned ₹14.89 crore, at the rate of ₹50 per kg, as the support price from the Price Stabilisation Fund vide G.O This was in response to complaints by the cocoa farmers that they were deprived of remunerative prices, and a request by them to implement international cocoa price to their beans.

Andhra Pradesh Government issues revised guidelines for building permissions under self-certification scheme

In a significant step towards streamlining and accelerating construction activity, the Government of Andhra Pradesh (GoAP) on Sunday (July 13, 2025) released Revised Guidelines for Building Permissions under Self-Certification Scheme (SCS) – 2025. The SCS is aimed at 'revolutionising building permissions' for enhanced Ease and Speed of Doing Business, and boosting the real estate sector, Principal Secretary (Municipal Administration & Urban Development) S. Suresh Kumar stated in G.O. Ms No.120. He mentioned that the core objectives of the SCS 2025 include making the building environment safe, inclusive, environmentally sustainable, and contributing to economic development by enhancing the Ease of Doing Business and cultivating an investment-friendly environment. SCS 2025 facilitates a reduction of compliance burden and deregulation in alignment with efforts being made to avail incentives under the Central Government's Special Assistance to States for Capital Investment (SASCI) 2025-26. The revised guidelines would be integrated as Chapter–XIV with the existing Andhra Pradesh Building Rules of 2017. A fundamental aspect of the SCS is the proactive delegation of enforcement power and responsibilities (with regard to the building permissions) directly to Licensed Technical Persons (LTPs) and citizens on a trust basis. The Online Building Permission System (OBPS) envisioned in the SCS is equipped to scrutinize applications and issue building permission proceedings instantaneously on payment of necessary fees and charges on a trust basis. Mr. Suresh Kumar stated that the applicants would be free to begin constructions immediately upon obtaining permissions through OBPS. Another highlight of the SCS is that supervisory checks of self-certified buildings by Town Planning functionaries is being dispensed with. All building plan applications along with essential documents, fees, and mortgage details, have to be submitted through the OBPS by an LTP. A self-certification proforma has to be signed by both the applicant and the LTP, affirming the authenticity and accuracy of all submitted information and documents. The G.O. says that in the initial phase, the SCS will be applicable to non-high rise residential building plan permissions for plot areas of up to 4,000 square metres, including plots in approved layouts, layouts regularised under the Land Regularisation Schemes of 2008 and 2020, village sites and 'gramakantam', areas with approved circulation patterns, and redevelopment of existing buildings with prior approved plans or the ones existing before 1985. The scheme also covers the establishment of white category industries defined by the Andhra Pradesh Pollution Control Board provided the site area is up to 500 square metres. The revised guidelines under SCS are applicable to all Urban Local Bodies and Gram Panchayats within the jurisdiction of Urban Development Authorities including APCRDA (excluding the capital city area) for sites measuring 300 square metres or above. The building owners have to bear the sole responsibility for adhering to the approved building plan throughout the construction process while the LTPs are mandated to ensure that no misrepresentation of documents or facts occurs and that all plans comply with the master plan and zoning regulations concerned and the Andhra Pradesh Building Rules, 2017.
