UNHCR Warns: Number of Registered Refugees, Asylum-seekers in Egypt Tops 1M as Funding Falls
Ahmed Emam The UN Refugee Agency (UNHCR) is urgently appealing for international solidarity as the number of registered refugees and asylum seekers in Egypt surpasses a critical milestone- one million refugees and asylum-seekers. This surge is largely driven by Sudanese refugees who fled the conflict in Sudan that erupted in April 2023 and causing the largest displacement crisis in the world. Yet, while the needs have skyrocketed, per capita funding has dropped to just one quarter of previous levels—levels that were already insufficient—forcing UNHCR to cut vital assistance for thousands who need support. Egypt, now the largest host of Sudanese refugees, has received over 1.5 million Sudanese nationals since the conflict began, according to government figures. Sudanese refugees account for 73 percent of all those registered with UNHCR in Egypt, demonstrating both the scale of displacement in Sudan and the solidarity shown by Egypt in providing refuge. 'This devastating milestone is about far more than numbers,' said Dr. Hanan Hamdan, UNHCR Representative to the Government of Egypt and the League of Arab States. 'The 1 million represents the struggle of families forced to flee, children separated from their parents, homes destroyed, and futures lost. It's also about perseverance—the courage of refugees rebuilding their lives and the generosity of Egypt in offering safety and solidarity. However, this cannot be taken for granted. With every passing day, the needs of these refugees grow. No one can afford for this to become another forgotten emergency. We call on donor countries, humanitarian organizations, and the private sector to strengthen their support and ensure that those forced to flee can rebuild their lives with dignity and hope.' Despite the compassion shown by Egyptian host communities and the tireless work of humanitarian partners, UNHCR is currently operating with only 29 percent of its required funding, leaving a gap of $97 million. This shortfall has further limited UNHCR's resources, severely impacting its ability to respond and mitigate the impact of displacement on the most vulnerable, as resources remain critically scarce. As a result, thousands of refugees have already lost the monthly cash assistance they rely on to keep a roof over their heads or food on the table—plunging many into extreme poverty. Access to healthcare has shrunk and up to 50,000 children risk dropping out of school. Protection services have also been scaled back, exposing vulnerable individuals to heightened risks. In the midst of this crisis, Egypt has taken an important step by passing a new asylum law, marking a pivotal transition from a UNHCR-led system to a nationally managed one. At the request of the Ministry of Foreign Affairs, UNHCR has developed a five-year transition plan to help establish a national asylum system aligned with international standards. However, the success of this transition—and the protection of those seeking asylum—depends on significant financial and technical support from the international community. UNHCR remains fully committed to working alongside the Egyptian government, international donors, and local organizations to address this unprecedented displacement crisis. But global solidarity is more urgent than ever—not only to meet immediate humanitarian needs, but also to support Egypt in sustainably managing this responsibility. Finally, UNHCR renews its urgent call for efforts to end the conflict in Sudan, which has already claimed countless lives and forced millions to flee. IOM, Egypt, Japan Join Forces to Support Infrastructure of Southern Egyptian Border Crossing Points
Ahmed Emam On Wednesday, the International Organization for Migration (IOM) in Egypt handed over an electricity generator and 12 air conditioners (ACs) to the General Authority for Land and Dry Ports of the Egyptian Ministry of Transport to support operations at Egypt's Southern Border Crossing Points (BCPs) with Sudan. This initiative is part of the ongoing strategic collaboration between IOM and the Government of Egypt, to facilitate dignified cross-border movements of individuals while ensuring a decent working environment for Egyptian officials, with thanks to the generous funding of the Government of Japan. Since 2023, Egypt has become a key destination for migrants seeking refuge and stability within the MENA region, particularly those fleeing from conflict in Sudan. As movement through Egypt's southern border crossings with Sudan continues, strengthening border infrastructure remains essential; equipment is critical to ensuring support for vulnerable populations on the move. 'We are delighted to begin this vital partnership with the Ministry of Transport and eager to deepen and further expand it. This initiative complements other joint efforts between IOM and the Government of Egypt, whose commendable efforts in hosting migrants for decades contributes to safe and orderly migration.' said Mr. Carlos Oliver Cruz, Chief of Mission of IOM Egypt. 'I would also like to express IOM's gratitude to the Government of Japan, whose generous support has allowed us to implement several crucial projects spanning different areas of migration governance, in close coordination with our Egyptian counterparts.' The electricity generator will serve as a reliable power source to sustain efficient cross-border operations the Egyptian Southern Border Crossing Points (BCP) with Sudan, while the ACs will help maintain a safe, hygienic, and decent environment for vulnerable migrants crossing the border as well as appropriate working conditions for the Egyptian officials at Egypt's Southern BCPs. Provision of these items aligns with objectives of the Global Compact for Safe, Orderly, and Regular Migration (GCM), of which Egypt is a Champion Country. It particularly contributes to objective 11 "Manage borders in an integrated, secure and coordinated manner." Egypt reaffirms solidarity with India's fight against terrorism

Cairo, Jun 3 (PTI) Egypt's Foreign Minister Badr Abdelatty on Tuesday reiterated Cairo's solidarity with India in its fight against terrorism and welcomed deeper bilateral cooperation on counter-terrorism during a meeting with an all-party Indian delegation. Cairo had condemned the April 22 Pahalgam attack that claimed 26 lives, with Egyptian President Abdel Fattah El-Sisi expressing heartfelt condolences over the loss of lives in the 'ghastly terror attack on Indian soil'. During the meeting with the minister, the delegation also reaffirmed India's collective resolve and steadfast commitment to counter-terrorism. 'FM Abdelatty reiterated Egypt's solidarity to India's fight against terrorism and welcomed further strengthening of bilateral collaboration on counter-terrorism,' the post added. Both sides also acknowledged the growing momentum in the Strategic Partnership between New Delhi and Cairo. The delegation is one of the seven multi-party delegations India had tasked to visit 33 global capitals to reach out to the international community to emphasise Pakistan's links to terrorism. Earlier in the day, the group met Arab League Secretary-General Gheit at the league's headquarters in Cairo. The league is a regional group of 22 Arab countries. In a post on X, the Indian embassy said, 'Two sides reaffirmed strong commitment to counter terrorism in all forms and manifestations!' They discussed 'India's wide-ranging political, economic and cultural engagement with the @arableague_gs,' the embassy said in a separate post. 'Countering terrorism is a priority to both @arableague_gs and India. The delegation underscored India's unified stance and collective determination to combat terrorism,' it added. The group arrived in Cairo after concluding its visit to Ethiopia on Sunday. On Monday, the delegation held 'productive discussions' with Egyptian lawmakers and conveyed India's firm and principled position against terrorism. It also engaged in a wide-ranging discussion with the Egyptian Council of Foreign Affairs. Apart from Sule, the delegation comprises BJP leaders Rajiv Pratap Rudy, Anurag Thakur and V Muraleedharan, Congress leaders Manish Tewari and Anand Sharma, TDP leader Lavu Sri Krishna Devarayalu, AAP leader Vikramjeet Singh Sahney, and former diplomat Syed Akbaruddin. Tensions between India and Pakistan escalated after the Pahalgam terror attack, with India carrying out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir in the early hours of May 7. Pakistan attempted to attack Indian military bases on May 8, 9, and 10. The Indian side responded strongly to the Pakistani actions. The on-ground hostilities ended with an understanding of stopping the military actions following talks between the directors general of military operations of both sides on May 10. Egypt Partners with IFC to Introduce Public Private Partnerships at 11 Airports
Basant Ahmed IFC is partnering with the Government of Egypt on introducing public private partnerships (PPP) in the country's airports sector to improve infrastructure, connectivity, and passenger services. Under this engagement, IFC will advise the Ministry of Civil Aviation (MoCA) on preparing a strategy for partnership development with the private sector in 11 airports across Egypt, representing a significant portion of the country's domestic and international air travel. As a pilot project, IFC will act as Lead PPP Transaction Advisor for Hurghada International Airport, Egypt's second busiest in terms of annual passengers and aviation traffic. Airports were identified as a strategic sector for increased partnerships with the private sector as per Egypt's wider Asset Monetization Program (AMP), which was launched by the Government of Egypt in June 2023 and is supported by IFC. According to the Egyptian Holding Company for Airports and Air Navigation (EHCAAN), Egyptian airports served more than 50 million passengers on nearly 400,000 flights in 2024. Improving efficiency and passenger experience in the sector will lead to greater air connectivity, which is key to creating jobs and unlocking sustainable economic growth through both tourism and trade. This program aims to leverage private sector financing for airport upgrades and expansions without burdening the national budget. Private sector innovation and efficiency are expected to maximize revenue generation for the Egyptian government, improve airport infrastructure and efficiency, and attract more passengers. Prime Minister Dr. Mostafa Madbouly stated that the agreement builds on the Government's ongoing collaboration with IFC under the Asset Monetization Program. He highlighted that IFC will provide advisory services to boost private sector participation in Egypt's air transport sector, and reaffirmed his commitment to this strategic partnership, which aims to improve airport services and capacity. He added that the agreement reflects a broader partnership with IFC to attract private investment, deliver technical assistance, and strengthen public-private partnerships across key sectors in Egypt. 'Enhancing Egypt's airport infrastructure through public private partnership will drive economic growth and boost connectivity in the country and across the wider region,' said Sérgio Pimenta, IFC's Vice President for Africa. 'This program will help attract world-class investors to deliver modern, efficient airports that strengthen Egypt's position as a global travel and trade hub.' H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, and Egypt's Governor at the World Bank Group, stated, "Egypt is committed to building a private sector-led economy that drives growth and jobs. Since 2023, the IFC has been our strategic advisor, and today's signing marks the first step in activating this partnership, starting with the inclusion of Egyptian airports in the Asset Monetization Program. This is also part of the government's broader effort to implement structural reforms, attracting foreign direct investment and enhancing the role of both local and international investors in key economy sectors including aviation and tourism." H.E. Dr. Sameh El-Hefny, Minister of Civil Aviation, stated, "The Ministry of Civil Aviation is committed to developing the air transport sector in Egypt, in alignment with the state's vision towards enhancing infrastructure and achieving sustainable development that contributes to supporting the national economy. The partnership with IFC as a strategic partner will help provide advisory services on public private partnerships in a number of Egyptian airports, a crucial step towards improved service quality and operational efficiency in the civil aviation sector.' For Hurghada International Airport, IFC will support the MoCA and EHCAAN to issue a public competitive tender to select an experienced strategic private partner to upgrade, maintain, and operate the airport. Ownership of the airport will remain with EHCAAN. IFC will also help identify the most suitable model for private sector participation for 10 other airports. This includes examining options to potentially bundle more than one airport in the same transaction and developing a recommended roadmap for implementing the program. The 10 other airports are: 1. Sphinx International Airport 2. Sharm El Sheikh International Airport 3. Borg El Arab International Airport 4. Luxor International Airport 5. Aswan International Airport 6. Sohag International Airport 7. Assiut Airport 8. Abu Simbel Airport 9. El Alamein International Airport 10. Marsa Matruh Airport IFC has a robust track record of advising governments around the world in attracting private sector investments in state assets. IFC has structured public-private partnerships for critical infrastructure such as Sofia Airport in Bulgaria, Galeão and Confins Airports in Brazil, Queen Alia International Airport in Jordan and the Prince Mohammed bin Abdulaziz International Airport in Saudi Arabia, for example. In Egypt, IFC helped successfully structure and close the country's first PPP in 2010: the landmark New Cairo wastewater treatment plant. Since beginning operations in Egypt in 1975, IFC has invested and mobilized $9 billion in development projects.
