Partnership aims to revitalize Panama City's downtown breezeway

PANAMA CITY, Fla. (WMBB) – Panama City's rebuild after Hurricane Michael has proven to be a massive undertaking. To accomplish their vision, Panama City officials are working to maximize space downtown. As part of the initiative, the Downtown Breezeway may soon feature a few more amenities. On Tuesday, commissioners entered negotiations for a public-private partnership with a developer with retail plans for the breezeway. The preliminary design plans show the developer will maintain a walkway on the property with access from the parking lot on Grace Avenue to the heart of downtown on Harrison Avenue. 'It's pedestrian friendly, kind of referred to as a third space, a place where people can hang out, will have seating and also some retail and food and beverage concepts,' Virtuous Cycle LLC's Grey Dodge said. Officials hope to lease the space to food and beverage vendors or artisan retailers. And they hope to install public restrooms, a long-awaited amenity in the area. 'The first public restroom opened downtown in McKenzie Park, and now this would cover the northern part of downtown on Harrison Avenue, having some public restrooms there as well. So good benefit to the public while still keeping the ability for small retail spaces. Obviously, downtown is thriving, and we think there's a real need and real desire for more tenants to have small space downtown,' Dodge added. Officials believe the potential project sets an example for the future of downtown development. 'These infill projects are just a telltale sign that you are having authentic revitalization going on downtown. So we already know it. We see it. To have people to be able to come in and have that creative vision, to be able to work with this in an old historic space, a challenging space at that. It's just a heartwarming sign of what's happening downtown,' Panama City Commissioner Jenna Haligas said. The project is in its early stages. The commissioner will have final approval of the developer's designs. If this development doesn't complete the project, the property will revert back to the city. Copyright 2025 Nexstar Media, Inc. FSU PC, Astro America secure $98 million for Project 'inSPIRE' launch

BAY COUNTY, Fla. (WMBB) – Project Inspire is starting to take shape. Triumph Gulf Coast granted Florida State University $98 million last year to launch Project InSPIRE. It's a joint effort between FSU, Northwest Florida Beaches International, and a company called Astro America. Plans call for two facilities totaling about 100,000 square feet, and machinery and hardware to equip the facilities. Astro America will build one of the facilities, a 50,000 square foot aeronautical aviation center at Northwest Florida Beaches International. ECP officials announce more daily nonstop flights to NYC Astro America has already signed a lease with a local machine shop called Maritech for office space and is hiring local employees. The work has already started. 'So, we have a small amount of space there. We're already bringing equipment in so that we can start getting employees around the panhandle familiar with that equipment, how to use it and so we're already off the ground running, even though we don't have our building yet, you know, but in the meantime, we're already starting this work,' Community Relationships and Partnership Engagement Director Grey Dodge said. Jacksonville man arrested for attempted kidnapping, other charges after following two females

ONSLOW COUNTY, N.C. (WNCT) — Deputies with the Onslow County Sheriff's Office have arrested a man on multiple felony charges after an attempted robbery on Tuesday. Around 10 a.m. on Wednesday, deputies responded to the area of Forest Ride Trail and Brittany Lane after they received a call regarding a man attempting to rob two females. When they arrived on scene, the females inside a Grey Dodge pickup truck sent them to the suspects vehicle. Once deputies spotted the grey Hyundai Elantra, a chase began. The car was boxed in by two deputy vehicles when the suspect came to a stop near 3153 Freedom Way. He was identified as 24-year-old Andre Anderson Derival and was taken into custody. He was charged with: Felony attempted kidnapping Felony common law robbery Felony assault government official/employee Felony breaking and entering vehicle Injury to personal property No operator license Hit and run property damage Reckless driving Speeding Felony flee/elude arrest with motor vehicle Further investigation showed he was watching the females at a nearby doctor's office before following the females into their driveway. Once there, Derival pulled in behind them and tried to open the doors. He also blocked the vehicle several times before attempting to smash the window on the driver's side. Derival received no bond and is currently in the Onslow County Detention Center. Other than damages to the vehicle, no physical injuries were reported.
