CHENNAI: Municipal Administration Minister KN Nehru has alleged the annual revision of property tax in the state stems from the AIADMK government's acceptance of a stringent condition imposed by the 15th Finance Commission. Nehru was responding to a statement from former Chief Minister Edappadi K Palaniswami condemning the DMK government for its decision to increase property taxes in village panchayats across the state from the financial year 2025-26. Taking a dig at CM Stalin, Palaniswami said unlike former Chief Minister MG Ramachandran, who offered free electricity to huts, the Stalin-led government has been burdening the rural poor further with steep tax hikes. Nehru, in his response, said Palaniswami had agreed to link property tax revisions with the Gross State Domestic Product (GSDP) during his tenure, which has now resulted in the present system of annual hikes. 'Out of selfish motives, Palaniswami signed the condition laid down by the finance commission and that decision has led to the current situation,' Nehru said. He also warned failure to adhere to this condition could result in the Union Government withholding grants worth `4,36,361 crore meant for urban local bodies for the period 2021-26, along with funds under the Swachh Bharat and AMRUT 2.0 schemes. Palaniswami, in his statement, had said the Stalin-led DMK government has already increased property taxes more than twice in municipalities and municipal corporations since coming to power in 2021. Now, he alleged, the government has extended this burden to rural areas.

Chief Minister N. Chandrababu Naidu has asserted that farmers have benefited and their incomes doubled whenever the TDP is in power. 'The agriculture sector's contribution to the Gross State Domestic Product (GSDP) is less compared to the services sector. Notwithstanding, the State government is determined to give a fillip to the agriculture and allied sectors, given the fact that farmers' income is important than State revenues,' Mr. Naidu said while addressing the Animal Husbandry-Tech AI 2.0 conclave here on Wednesday. Mr. Naidu said Andhra Pradesh topped the country in agriculture. The State was know as 'Annapoorna'. However, the services and industrial sectors also needed growth. In Telangana, 67% of income came from the services sector, whereas in Andhra Pradeh, it was only 46%. Under the TDP government, the dairy sector, too, grew at 22% CAGR (compound annual growth rate), he said. Currently, livestock generated ₹1.69 lakh crore income, and as many as 42 lakh families depended on livestock. The State's livestock contribution to the GSDP grew from ₹43,127 crore in 2014–15 to ₹91,633 crore by 2018–19, marking a 21% CAGR during the TDP government's tenure. However, the growth rate declined to 11% between 2019–24, he said. The Chief Minister said that in 2024–25, the livestock sector earned ₹1.69 lakh crore. The target for 2025–26 was set at ₹1.95 lakh crore. The Animal Husbandry Department, which played a vital role in driving Andhra Pradesh's growth, would continue to receive top priority under the NDA government, Mr. Naidu said, adding, currently, the sector contributed 11.23% to the GSDP. Mr. Naidu underlined the need to promote high-value horticulture crops, which bring higher returns compared to traditional farming. Horticulture on 18 lakh hectares currently generates ₹1.55 lakh crore, while agriculture across 50 lakh hectares brings ₹55,000 crore. 'The goal is to double the horticulture area to 36 lakh hectares. Hence, the government plans to promote high-income horticultural crops, increasing coverage from 18 to 36 lakh hectares,' he said. Outlining the government's vision for the livestock and poultry industries, Mr. Naidu announced key reforms, including exemption of property and house tax on village-level dairy sheds. The government would streamline Central schemes online, review mobile veterinary ambulance requirements, and integrate NREGS for water supply and fodder-related work. Deputy Chief Minister K. Pawan Kalyan would work closely with departments to design actionable roadmaps. The State would provide solar power of up to 1,000 units, introduce grass-cutting machines for women, and expand micro-irrigation to 2.5 lakh acres this year, he added. The programme was organised by the Animal Husbandry Department, in association with the Global Forum for Sustainable Transformation.

Andhra Pradesh Chief Minister N. Chandrababu Naidu has said that the State government would ready vision plans for Assembly constituencies by the next month. At a review meeting on the Gross State Domestic Product (GSDP) at the Secretariat on Wednesday, Mr. Naidu said with the State, district, and mandal-level plans in place under the Swarna Andhra Vision, constituency-specific vision plans are scheduled for completion by the next month. Thematic reports will be ready by June, and sectoral roadmaps by September, according to officials. Core policies like Zero Poverty (P4) and population management will be embedded into the vision framework, he said. Mr. Naidu highlighted the importance of capacity building at all levels of government to improve service delivery and administrative efficiency. 'From a village-level worker to a Secretary, capacity building is essential for everyone,' he said, adding that both online and offline training programmes would hone skillsets and efficiency among government employees. 'From agriculture officers to Secretaries, from constables to the DGP – everyone must undergo capacity building,' he said. 'I will personally focus on continuous learning – I learn new things, understand emerging technologies, and explore how to bring reforms through tech-driven governance. Skill development through training will yield results and improve the quality of governance,' the Chief Minister said. The State government is planning to introduce a dedicated Population Management Policy with the objective of achieving population balance. Several decisions have already been taken to encourage population growth, including the removal of limits on maternity leave for women government employees with up to two children and lifting disqualification restrictions in local body elections for those with more than two children. 'A comprehensive survey will be undertaken to understand the opportunities and challenges related to population trends, which will help shape the final policy,' Mr. Naidu said. Capacity-building workshops The capacity-building workshops being conducted in all districts will conclude by May 9. Locations have been identified in 143 constituencies to set up Constituency Vision Action Plan Units. As part of the Zero Poverty P4 initiative, 1,118 mentors have adopted 15,315 'Golden Families' across the State. To institutionalise this effort, the government is establishing the Swarna Andhra P4 Foundation, with the Chief Minister as the Chairman. A 25-member general body, an executive committee, and empowered teams will drive its mission. CM lauds Indian Army Mr. Naidu praised the swift response to the Pahalgam attack and commended Prime Minister Narendra Modi's decisive leadership. 'The Indian response has gained global support, which is a testament to the strength of Nr. Modi's foreign policy,' he said. Mr. Naidu described the execution of the anti-terror operation as 'brilliant' and said that every Indian stands united in support of Mr. Modi and the armed forces.
