Focus on capacity building to improve duty discharge, Naidu tells govt staff
Highlighting the importance of capacity building at all levels of government departments to improve service delivery and administrative efficiency, the Chief Minister said, 'From village-level worker to the Chief Secretary, capacity building is essential for everyone.' On Wednesday, he conducted a high-level review meeting on planning, Swarna Andhra vision and the Gross State Domestic Product (GSDP) at the State Secretariat here.
The CM said both online and offline training programmes will enhance skills and efficiency among public servants. 'From agriculture officers to secretaries, from constables to the DGP – everyone must undergo capacity building,' he noted. He said, 'I personally focus on continuous learning. I learn new things, understand emerging technologies and explore how to bring reforms through tech-driven governance. Skill enhancement through training will yield results and improve the quality of governance'.
With State, district and mandal-level plans already in place under Swarna Andhra Vision, constituency-specific vision plans are scheduled for completion by next month. Thematic reports will be ready by June and sectoral roadmaps by September, according to the officials.
Core policies like Zero Poverty (P4) and Population Management will be embedded into the vision framework. The State-wide capacity building workshops being conducted across all the districts which will conclude by May 9.
Locations have been identified in 143 constituencies to set up Constituency Vision Action Plan Units. As part of the Zero Poverty P4 initiative, 1,118 mentors have adopted 15,315 'Golden Families' across the State. To institutionalise this effort, the State government is establishing the Swarna Andhra P4 Foundation, with Chief Minister as the Chairman.
A 25-member general body, an executive committee, and empowered teams will drive. The State government is preparing to introduce a dedicated Population Management Policy with the objective of achieving population balance. Several decisions have already been taken to encourage population growth, including the removal of limits on maternity leave for women government employees with up to two children and lifting disqualification restrictions in local body elections for those with more than two children.
A comprehensive survey will be undertaken to understand the opportunities and challenges related to population trends, which will inform the final policy.
The review meeting began with a discussion on 'Operation Sindoor', the recent military operation conducted by the Indian Army against terror bases. CM Naidu praised the swift response to the Pahalgam attack and commended Prime Minister Narendra Modi's decisive leadership.
'The Indian response has gained global support, which is a testament to the strength of Modi's foreign policy,' Chandrababu said. He described the execution of anti-terror operation as 'brilliant' and said that every Indian stand united in support of Modi and our armed forces.

Banna was the Egyptian founder of Muslim Brotherhood. "Available evidence based on investigations and credible intelligence unflinchingly indicate that a significant driver behind youth participation in violence and terrorism has been persistent internal circulation of narratives, often disguised as historical or political commentary, while playing a critical role in misguiding the youth, glorifying terrorism and inciting violence against the Indian State," the notification states. According to the home department, dissemination of such literature could "deeply impact the psyche of youth" by promoting "a culture of grievance, victimhood and terrorist heroism". "Some of the means by which this literature has contributed to the radicalisation of youth in J&K include distortion of historical facts, glorification of terrorists, vilification of security forces, religious radicalisation, promotion of alienation, and pathways to violence and terrorism," it says. Copies of the notification, signed by the principal secretary to the govt, have been sent to the DGP and all additional chief secretaries.

Molestation allegation sparks mob attack on bus in Tripura, 4 injured; CM Manik Saha appeals for peace
The Tripura police launched a probe after a mob attacked a bus in the Sepahijala district Tuesday evening after a passenger allegedly molested a woman co-passenger inside the bus. One special police officer (SPO) and three passengers were injured in the attack, and the police filed a case at the local police station. The police said the mob attacked the passenger bus as soon as it reached a bus stand, and police personnel rushed to the spot to bring the situation under control. All the injured were taken to a local hospital. 'A case was registered late at night. The police have started an investigation into the matter', said an on-duty police officer from the police headquarters. Meanwhile, the government imposed a prohibitory order in the region under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) shortly after the attack. Chief Minister Manik Saha said he got in touch with the woman and her mother and assured them all support. He also said he had instructed the director general of police (DGP) to conduct a thorough investigation into the matter. Speaking to reporters, he said, 'We are all part of society. There are the police, police stations and the legal system. Such incidents can happen at any time. What is required is to see if any action was taken after the incident. Many attempts are being made to give it a separate colour. I will tell them to refrain from doing so. The police have done their job. They reached the spot soon after the incident,' he said, adding that the alleged molestation and the mob attack were both wrong. 'I appeal for peace, and let me say one thing: violence never solves problems, it only divides people,' he added. SPOs are people appointed on an honorarium basis to assist regular police forces. SPOs were initially inducted to assist the police force in combating insurgency. Currently, they are deployed to maintain law and order.

The American-based AI company, which was established a year ago at the IIIT in Nuzvid with the support of Mr. Parthasarathy, bagged two prestigious national awards at a recent Hackathon — one under the Police Department category and another under Civil Supplies Department.
