Andhra Pradesh Chief Minister N. Chandrababu Naidu has said that the State government would ready vision plans for Assembly constituencies by the next month. At a review meeting on the Gross State Domestic Product (GSDP) at the Secretariat on Wednesday, Mr. Naidu said with the State, district, and mandal-level plans in place under the Swarna Andhra Vision, constituency-specific vision plans are scheduled for completion by the next month. Thematic reports will be ready by June, and sectoral roadmaps by September, according to officials. Core policies like Zero Poverty (P4) and population management will be embedded into the vision framework, he said. Mr. Naidu highlighted the importance of capacity building at all levels of government to improve service delivery and administrative efficiency. 'From a village-level worker to a Secretary, capacity building is essential for everyone,' he said, adding that both online and offline training programmes would hone skillsets and efficiency among government employees. 'From agriculture officers to Secretaries, from constables to the DGP – everyone must undergo capacity building,' he said. 'I will personally focus on continuous learning – I learn new things, understand emerging technologies, and explore how to bring reforms through tech-driven governance. Skill development through training will yield results and improve the quality of governance,' the Chief Minister said. The State government is planning to introduce a dedicated Population Management Policy with the objective of achieving population balance. Several decisions have already been taken to encourage population growth, including the removal of limits on maternity leave for women government employees with up to two children and lifting disqualification restrictions in local body elections for those with more than two children. 'A comprehensive survey will be undertaken to understand the opportunities and challenges related to population trends, which will help shape the final policy,' Mr. Naidu said. Capacity-building workshops The capacity-building workshops being conducted in all districts will conclude by May 9. Locations have been identified in 143 constituencies to set up Constituency Vision Action Plan Units. As part of the Zero Poverty P4 initiative, 1,118 mentors have adopted 15,315 'Golden Families' across the State. To institutionalise this effort, the government is establishing the Swarna Andhra P4 Foundation, with the Chief Minister as the Chairman. A 25-member general body, an executive committee, and empowered teams will drive its mission. CM lauds Indian Army Mr. Naidu praised the swift response to the Pahalgam attack and commended Prime Minister Narendra Modi's decisive leadership. 'The Indian response has gained global support, which is a testament to the strength of Nr. Modi's foreign policy,' he said. Mr. Naidu described the execution of the anti-terror operation as 'brilliant' and said that every Indian stands united in support of Mr. Modi and the armed forces.

Highlighting the importance of capacity building at all levels of government departments to improve service delivery and administrative efficiency, the Chief Minister said, 'From village-level worker to the Chief Secretary, capacity building is essential for everyone.' On Wednesday, he conducted a high-level review meeting on planning, Swarna Andhra vision and the Gross State Domestic Product (GSDP) at the State Secretariat here. 28,000 BPL families missing out on govt aid in Prayagraj

A total of 28,365 families, who are below the poverty line (BPL), in the district are not guarded by the benefits of government-run health, welfare, food security or pension schemes, according to official data. This information came to light after the district administration undertook a survey in the wake of the state government implementing its 'zero poverty' scheme, said district officials, adding they aimed at including the maximum number of people as beneficiaries of such programmes. They said in Prayagraj district, the number of households with ration cards and Antyodaya ration cards, at present, stood at 9.34 lakh (benefiting 40 lakh people) and 86,590 (benefiting 2.61 lakh people), respectively. The Zero Poverty Uttar Pradesh Campaign, also known as the Zero Poverty Program, is an initiative by the state government to eliminate extreme poverty in the state within a year. The programme, launched on October 2 last year, aims to identify and support extremely poor families through direct benefit transfers (DBTs) and livelihood support, with the goal being to increase the annual income of such families to a minimum of ₹1.25 lakh. 'The district panchayat Raj officer (DPRO) and district development officer (DDO) have conducted a survey at their level to identify eligible beneficiaries... All found eligible will get the benefits,' said district magistrate Ravindra Kumar Mandar. 12k eligible for housing, 3.8k for pension The district officials said they had 25,015 new applications for a government housing scheme alone and, out of them, 12,308 people were found to be eligible. Similarly, 3,870 people were found to be eligible for a government pension scheme and more than 2,000 for ration cards under Kisan Samman Nidhi initiative, they added. They said for the survey teams of block development officers (BDOs) and lekhpals were deployed in development blocks. Overall, the exercise, which went on for about a month, saw the participation of about 400 officials. 'The survey work under the Zero Poverty scheme has been completed. The final list is being prepared. Every eligible person is being made to apply for welfare schemes,' said Harshika Singh, the chief development officer (CDO).

Andhra Pradesh chief minister N Chandrababu Naidu on Tuesday appealed to bankers to focus on extending loan facilities to women self-help groups, tenant farmers, as well as to members of the Scheduled Castes, Scheduled Tribes, other backward classes and minorities. At the 231st State Level Bankers' Committee (SLBC) meeting held at the secretariat, Naidu said the annual credit plan for ₹6.6 lakh crore will be implemented by bankers during the financial year 2025-26. 'The credit plan reflects a 22% increase over the previous year's target of ₹5.4 lakh crore.' 'The 2025-26 credit plan proposes to extend loans to the extent of ₹3.06 lakh crore for the agriculture sector, ₹1.28 lakh crore for micro, small and medium enterprises (MSMEs). In all, ₹4.58 lakh crore would be given for priority sectors and ₹2.02 lakh crore for non-priority sectors,' he said. Stating that the support of bankers is essential for the growth of any sector in line with demand, Naidu explained that massive projects were underway across different sectors, which required huge financial assistance. He highlighted the government's initiative to promote MSMEs and establish Ratan Tata Innovation Hubs in every constituency under the vision of 'One Entrepreneur per Household'. He reiterated the government's Zero Poverty initiative to eliminate poverty and reduce inequality by 2029. The Public-Private Partnership (PPP) model is being widely implemented to create wealth and infrastructure, he said. Naidu further said that Visakhapatnam was making remarkable progress economically and industrially, while Amaravati was being positioned as a hub of future opportunities. 'At the same time, Rayalaseema region is being developed as a horticulture hub and a centre for electronics manufacturing,' he said. He urged bankers to focus on the Visakhapatnam-Chennai Petroleum Corridor and emphasised the need to provide direct loans to fishermen, who are losing out due to middlemen. He said there are abundant opportunities in the blue economy that can be harnessed with banking support. A statement from the SLBC said while the credit plan target for FY 2024–25 was ₹5.4 lakh crore, banks disbursed ₹6.83 lakh crore, an increase of 127%. Of this, ₹4.14 lakh crore went to the priority sector and ₹2.68 lakh crore to the non-priority sector. For agriculture, the target was ₹2.64 lakh crore, but disbursements stood at ₹3.07 lakh crore — 116% of the target. Of this, ₹1.69 lakh crore was disbursed in the Kharif season and ₹1.37 lakh crore in the Rabi season. The MSME sector, which is a high priority for the state, saw disbursements of ₹95,620 crore against a target of ₹87,000 crore — 110% achievement. This includes ₹49,552 crore for micro enterprises, ₹27,632 crore for small enterprises, ₹18,138 crore for medium enterprises, and ₹298 crore for other segments.

NTR District Collector G. Lakshmisha highlighted the importance of providing financial assistance to financially backward families at the implementation of P4 (Public-Private-People Partnership) Zero Poverty initiative at Muppalla village in NTR district on Tuesday. He said: 'Continuous support will ensure their financial stability.' During the event, the Collector along with Nandigama MLA Thangirala Sowmya distributed medicines, medical kits, autorickshaws, and sewing machines to the beneficiaries on behalf of the four margadarsis —Sentini BioProducts and Crux Bio-tech India Pvt. Ltd gave an auto to two families, Amba Coach Builders Pvt. Ltd gave job offer letters to a couple, and a plywood company, provided sewing machines to six families. The Collector expressed hope that in the future four lakh individuals would be inspired by the initiative. He emphasised that the programme aims to support and handhold 96,000 families in the district until they achieve financial stability. He urged Micro Small and Medium Enterprises (MSME) to participate in the initiative, which differs from Corporate Social Responsibility (CSR). The Collector explained that the initiative does not stop at providing financial assistance to a golden family (bangaru kutumbham) or a poor family. Mentors must ensure that the families come out of poverty and have enough means to sustain themselves. He said: 'Those receiving aid today should become margadarsis to another family in the future, which is the goal of the initiative, launched by Chief Minister N. Chandrababu Naidu.'
