Gujarat short of 16k anganwadi centres: CAG report
Gandhinagar: A report by the Comptroller and Auditor General (CAG) of India, tabled in the Gujarat Assembly earlier this year, has highlighted a deficit of 16,045 anganwadi centres (AWCs) in the state. The CAG also flagged concerns over anganwadi workers (AWWs) visiting fewer households than required. "The state govt would require an additional 16,045 AWCs to adequately serve the current coverage of 5.53 crore population. Moreover, the additional requirement of AWCs would increase when considering the population of 6.04 crore people in Gujarat according to the 2011 census data," the CAG noted in its report on the performance of the ICDS (integrated child development scheme). In its recommendations, the CAG advised the state to conduct a comprehensive assessment of the existing AWC network and prepare a strategic plan with clear targets, timelines, and resource allocation for establishing new centres and upgrading existing ones. However, between March 2020 and April 2023, the state Women and Child Development Department requested only 198 AWCs (140 regular and 58 mini centres) across 11 districts. On service delivery, the audit found a 37.75% shortfall in household visits by AWWs between 2015 and 2023. The gap rose from 32.93% in 2015–16 to 48.76% in 2020–21, before improving to 14.76% in 2021–22 and further to 5.38% in 2022–23. "The state govt stated in Oct 2024 that instructions would be passed on to AWWs to carry out the required number of household visits," the CAG report said. The CAG audit also flagged a shortage of personnel in both field and supervisory roles. On Monday, the state govt announced over 9,000 vacancies for anganwadi workers and helpers. ‘Certainly our duty to keep roads in good condition': Gujarat CM asks officials to not take media coverage in negative manner
When the Gujarat government has increased the road network in the state, it is certainly its duty to keep those roads in good condition, Chief Minister Bhupendra Patel said on Tuesday. The CM made the remark while addressing a public gathering — Sampurnata Abhiyan Samman Samaroh — at Mahatma Mandir Convention Centre in Gandhinagar where two aspirational districts and 11 aspirational talukas of Gujarat who performed well on different indicators were felicitated. On the occasion, the CM talked about the issue of complaints of damaged roads during monsoon. He said that earlier, there were not many complaints related to conditions of roads since there were very limited roads. But now, the CM said, there is an extensive road network. 'Now, it won't do… that the roads are damaged after people start using them,' he said. The CM asked officials not to take media coverage about bad condition of roads negatively and to move on by repairing those roads. '…now when we have increased the proportion of roads, then it is certainly our duty to keep those roads in good condition,' the CM said. The CM also asked the officials to maintain quality in any work being done by them in the state. The function was also attended by Speaker of Gujarat Assembly Shankar Chaudhary and Additional Secretary and Mission Director of Aspirational Districts and Blocks Programme at Niti Aayog Rohit Kumar, among others. The two aspirational districts from Gujarat, which were felicitated on the occasion, include Dahod and Narmada. The 11 aspirational talukas that were felicitated for their performance on the six indicators include Lakhpat, Rapar, Kukarmunda, Nizar, Tharad, Ghoghamba, Sayla, Garbada, Nandod, Santalpur and Subir. Performance of the districts and talukas were assessed on the basis of six indicators on issues like antenatal care, supplementary nutrition for pregnant women, generation of soil health cards, screening for people with diabetes and hypertension, and self-help groups receiving revolving fund. Launched in January 2018, the Aspirational Districts Programme (ADP) aims to quickly and effectively transform 112 most under-developed districts across the country, according to the website of Niti Aayog. The programme focuses on the strength of each district, identifying low-hanging fruits for immediate improvement and measuring progress by ranking districts on a monthly basis, it added.

‘People are paying taxes out of confidence in govt, fear of non-payment': Gujarat CM
Gujarat Chief Minister Bhupendra Patel on Thursday said that people are now paying taxes with the confidence that the revenue is being used 'effectively' with government schemes 'reaching the most marginalised sections of society'. He also said the fear of strict action against non-payment has contributed to greater compliance. Businesses, he said, are also paying Goods and Services Tax (GST) because they are receiving the necessary support from the government and their enterprises are performing well. Patel was addressing a public meeting in Suigam village of Banaskantha district on Thursday, where he inaugurated and laid foundation stones for development projects worth Rs 358.37 crore. He made the remarks in the context of Income Tax Day. He said, 'Today is Income Tax Day… Today, many farmers have become income tax payers. Earlier, people used to run away from paying tax… Earlier, (people used to think that) when my neighbour is not paying the tax, why should I pay it… Now, people think that if the tax is not paid then it brings strict action. So, people pay the tax (also) with confidence that the income from tax is not only put to good use, but also that the benefit of government schemes has reached the most marginalised person. Its benefit has reached all.' Referring to GST, the CM said, 'The point is that when will the business class pay the tax? Will anybody pay tax just like that? One will pay the tax if the business is doing good and is earning well.' Without providing specifics, Patel said that Rs 2 lakh crore worth of GST had been collected in one month. 'The government is happy that it has made an income of Rs 2 lakh crore,' he said. 'If you want GIDC (Gujarat Industrial Development Corporation) and business, then it requires facilities like roads, water, and electricity. If all these facilities are available, then good businesses are established. And when you do well, then you pay tax. It is a whole chain. Nobody is paying tax just like that. He (a businessman) will pay the tax when he gets all the facilities,' the CM said. Patel was accompanied by Gujarat Assembly Speaker and Banaskantha MLA Shankar Chaudhary, state Industries Minister Balvantsinh Rajput, and others.
