In a major setback for the Aam Admi Party (AAP), the Punjab and Haryana High Court on Thursday ordered an interim stay on the operation of the Punjab government's Land Pooling Policy stay came in response to a petition filed by Gurdeep Singh Gill, a Ludhiana-based resident, who challenged the legality and constitutionality of the policy. The petitioner alleged that the policy was enacted without the mandatory social and environmental impact assessments, and bypassed consultation with Gram Panchayats and Gram Sabhas, in violation of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, the hearing, petitioner's counsel Gurjeet Singh confirmed that the High Court has directed the Punjab government to file a reply within four weeks. The court had earlier questioned whether the policy included provisions for the rehabilitation of landless labourers, and whether a social impact assessment was conducted prior to petition called for the quashing of the state's notification dated June 24, along with the entire policy, terming it an act of 'colourable legislation' that infringes on fundamental rights. Announcing a protest campaign, Badal declared that the SAD would launch an agitation from September 1 in Mohali, continuing until the policy is the criticism, the AAP government has defended the policy as farmer-friendly, asserting that no land will be forcibly acquired. After the hearing, the petitioner's counsel, Gurjeet Singh, said the court had granted an interim stay on the policy. 'A four-week time has been given for filing the reply,' he told reporters. The counsel said neither was any social impact assessment nor any environment-related assessment carried out under the land-pooling policy. The Ludhiana-based petitioner sought directions to quash the state government notification of June 24 along with the land pooling policy, 2025, being ultra vires and an act of 'colourable legislation', violating fundamental rights. On August 6, the court asked the Punjab government whether there was any provision in the policy for rehabilitation of the landless labourers for their sustenance. The state had also been directed to inform the court whether the social impact assessment was carried out before notifying the policy. The petitioner submitted that since the policy was purported to be under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 but there was no such provision empowering the state to frame such a policy as the provisions of Punjab Regional and Town Planning and Development Act, 1995, was the only Act under which this policy could be framed. 'That no such social impact assessment report was either prepared or published, as per the provisions of law, moreover, none of the gram panchayats or gram sabha were approached or consulted by the respondents before bringing the Land Pooling Policy 2025, which is clear disregard to the provisions mandated under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013,' said the petition. Since there was no such provision of law under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement 2013 to frame the Land Pooling Policy 2025, there lies no mechanism or forum to challenge such policy and petitioner is left with no remedy to redress his grievance, the petition added. The AAP government has been facing flak from the opposition parties and various farmer bodies, which dubbed its land pooling policy a 'looting' scheme to 'rob' the farmers of their fertile land.

A retired army officer was robbed at gunpoint in Aerocity Block-C while walking his dog, with the robbers making off with his gold bracelet and Apple iPhone. The victim, Col Gurjeet Singh (retd), is in-charge of Ex-Servicemen Contributory Health Scheme (ECHS) at Fatehgarh Sahib. On July 20, he was out walking his dog around 6.30 pm, when a black Honda City stopped near him, he told police. A young man stepped out from the driver's side and asked for directions to an immigration agent's residence. While conversing, the man suddenly pulled out a pistol and demanded his gold bracelet and iPhone, Singh alleged. Two turbaned men, aged around 25-26, remained seated in the car. Fearing for his life, Singh said, he handed over both items, after which the robbers fled towards Amity University. Acting swiftly, he returned home and used his daughter's iPhone to trace the stolen device. The iPhone was later found dumped in roadside bushes around 2 km away. Singh reported that the robbers' car had 'MH' on the front number plate. The rest of the plate was obscured with mud, apparently to prevent identification. The car's dashboard bore two small United Kingdom flags. According to Singh, the same car had earlier passed by him around 6 pm on the street and returned after half an hour. He alleged that the same car was involved in a similar robbery on July 9, when Hardeep Singh, another resident of Aerocity Block-D, was robbed at gunpoint, also while walking his dog. Police are investigating the possible connection between the two incidents. The IT City police registered a robbery case under relevant sections of BNS, and under Sections 25 and 27 of the Arms Act for use of illegal firearms. Police are analysing CCTV footage from the area to identify the culprits.

The incident occurred around 6.30 pm on July 20, when four armed men in a black Honda City intercepted him under the pretext of asking for directions. The victim, Col Gurjeet Singh (retd), a resident of Sector 82 and currently posted as in-charge at the ECHS centre in Fatehgarh Sahib, claimed that the suspects used a car with mud-smeared registration number plates, partially obscuring the registration number. Only "MH" was visible, indicating a Maharashtra registration. The car also had miniature Union Jack flags on its dashboard. Singh was walking near the VY Infra property dealer's office when the car passed him, only to return moments later. A youth stepped out from the driver's side and asked for directions to an immigration agent's house. During the brief exchange, the man brandished a pistol and demanded Singh's gold bracelet (approx. 1.5 tolas) and iPhone. Two other suspects, both Sikh men in their mid-20s, remained inside the vehicle. Fearing for his safety, Singh complied, and the car sped off. Investigators are reviewing CCTV footage from the area. In a significant development, Singh informed police of a similar robbery on July 9 in Block-D of Aerocity, where another resident was allegedly robbed at gunpoint by occupants of a similar vehicle while walking his dog. Police suspect the same gang may be involved in both incidents and have intensified search efforts.

Jammu and Kashmir Police have arrested brother-sister duo with 550 grams of heroin worth ₹70 lakh at a check post at Jammu's Balol district late Wednesday, officials said on Thursday. (HT Photo) 'In a significant crackdown on drug trafficking, police station Miran Sahib, Jammu, achieved a major breakthrough by apprehending two drug peddlers during routine check at Balol leading to the recovery of a large quantity of heroin (Chitta),' said a police spokesperson. The operation resulted in the seizure of 550 grams of heroin worth ₹70 lakh, he added. A scooty was also seized. The arrested were identified as Gurjeet Singh and his sister Navneet Kour of Tanda village in RS Pura sector. 'They are siblings, and their interrogation is expected to provide further leads on the supply chain and distribution network,' said the spokesperson. In this regard, FIR No. 91/2025 has been registered at Miran Sahib police station under sections 8, 21, 22, 29 and 60 of the NDPS Act. The operation was led by Miran Sahib SHO, inspector Jai Paul Sharma, and PSI Ajesh Singh Jamwal. Additionally, a financial investigation has been initiated to trace the proceeds of illegal narcotic trade and take appropriate legal action. It is pertinent to mention here that the siblings mother Rajinder Kour has been already arrested by Punjab Police in June this year in a drug peddling case registered at Shiata police station in Amritsar.
