Protest held in Mysuru against Nagamohan Das report on internal reservation
A protest was held in the city on Thursday against the recommendations of the H.N. Nagamohan Das Commission report on internal reservation for Scheduled Castes (SCs). The protest was called by the Karnataka State Federation of Dalit Right Groups, which alleged that their population was undercounted and hence, the quantum of reservation has been reduced. The federation urged the government to reject the report and conduct the survey afresh for providing internal reservations. It alleged that more than 40 lakh people belonging to various sub-castes under Dalit right groups were either kept out of the purview of the survey or were not enumerated at all. Instead of the Dalit right groups, members of other castes have been included in Chitradurga, the federation said. Besides, more than 40% of the people under Bengaluru city limits have not been accounted for, it added. Instead of carrying out the survey for a projected population of 1.47 crore, the survey has been restricted to 1.16 crore people, out of whom, 1.05 crore people were surveyed, according to the leaders of the federation. The report was also faulted for not adhering to the norms stipulated for recommending the reservations based on sub-castes. Community leaders allege that faulty enumeration has led to serious errors in data collection, and hence the recommendations are based on false figures. Urging the State government to reject the report, the federation warned that all elected representatives from the SC community in Congress will have to face the consequences. In case the report was accepted by the government, all MLAs and Ministers belonging to SC right groups should tender their resignation, the federation added.

Nagamohan Das report on internal reservation termed highly biased
Opposing the internal reservation report submitted to the State government by the H.N. Nagamohan Das Commission, members of the Scheduled Castes Right Communities Internal Reservation Protection Committee termed the report as unscientific and said that the recommendations of the report appear to be highly biased. Committee members of the Kalaburagi district unit Arjun Bhadre and Mariyappa Halli addressing presspersons here on Tuesday said that the survey conducted between May 5 and July 6, 2025 enumerated 1.07 crore people from 27.24 lakh families into five categories. As per the report, Category 1 or the most backward communities will be allocated 1%, Category 2 or the Scheduled Castes (Left)/Madiga community 6%, Category 3 or the Scheduled Castes (Right) 5%, Category 4 or touchable communities (Banjara, Bhovi, Korama, Koracha) 4% and Category 5 or Adi Karnataka, Adi Dravida and Adi Andhra communities will be allocated 1% reservation. Mr. Bhadre demanded that the State government follow the book, 'Castes and Tribes of Southern India', co-authored by Edgar Thurston and K. Rangachari and reassess the reservations allocated to ensure justice for all communities. The committee will also take out a protest march from Jagat Circle to the Deputy Commissioner's office in Kalaburagi on Thursday and submit a memorandum addressed to Chief Minister Siddaramaiah, he added.

Dalit left groups to start protest from August 11 seeking immediate implementation of Nagamohan Das panel report on internal quota
Amid pressure on the Karnataka government to hand over the H.N. Nagamohan Das Commission report on internal reservation to a Cabinet sub-committee to study it, several Dalit organisations, under the banner of Federation for Social Justice for Scheduled Castes, will start their indefinite protest from Monday morning, seeking immediate implementation of the report. The government has postponed a decision on the committee report to the next Cabinet, asking Ministers to study the report before initiating the discussion. Dalit right not happy While the Dalit right (Holeyas) is understood to be unhappy with the report's findings, and have pointed out at their reduced population and flaws in distribution of internal reservation, the Dalit left (Madigas) and other groups have welcomed the report and have sought immediate implementation. The commission has sliced the 17% reservation matrix with 6% given to the Dalit left and 5% to the Dalit right, besides 4% to touchable groups, As much as 1% each has been given to microscopic communities and those who have identified themselves as AD, AK, and AA. Sources in the Dalit left groups said that the report should not have the same fate as the A.J. Sadashiva Commission report submitted earlier but not implemented. If there are flaws, it could be rectified and implemented, sources said. 'Every community will work to protect its interest and it was expected also. But government should not yield to such pressure to stall the implementation.' CM should take a stand Basavaraj Kowthal, convener of Federation for Social Justice for Scheduled Castes, said that they will not withdraw their protest unless the government issues an order to this effect. 'Chief Minister Siddaramaiah has to take a stand. If he goes on seeking consent from all caste groups, there will be no end to it. The report prepared after a scientific survey and robust data collection should not be wasted. Our demand for internal reservation has been three decades old and the Supreme Court has cleared it. The survey has been done according to the Supreme Court order. Not only have the caste numbers been considered, but also the extent of backwardness. We will not abandon the protest site until the government takes the report to its logical end,' he said.

Shashil Namoshi urges government to resume recruitment process
Expressing displeasure over the State government's order to halt all recruitment processes until the reclassification of internal reservation was implemented, MLC Shashil G Namoshi has urged Chief Minister Siddaramaiah to withdraw the order and resume the recruitment process immediately. The State Cabinet on Thursday received the H.N. Nagamohan Das Commission's report on internal reservation among Scheduled Castes in State, and the government decided to discuss the report in a special Cabinet meeting on August 16. Mr. Namoshi urged Mr. Siddaramaiah not to dilly-dally, but implement it at earliest as the Chief Minister promised that the State government would implement internal reservation for Scheduled Castes within two days of receiving the final report from the committee. Several posts lying vacant in several departments had severely affected administrative work and development. Mr Namoshi said that nearly 2,76,386 posts were vacant in various departments in the State, of which 47,575 posts were vacant in Kalyana Karnataka region, he added. 'We doubt the government's commitment in implementing the internal reservation among Scheduled Castes, and the government should make it clear if it intends to implement internal reservation or not' Mr. Namoshi said.

Electoral roll to be used for caste census in Karnataka
The State government has decided to utilise the electoral roll in the State for conducting the social and educational survey (caste census) for 15 days from September 22. The Karnataka State Backward Classes Commission has sought the government's permission for the procedure to be followed for conducting the survey. The Karnataka Cabinet on Thursday approved a method of using electoral rolls in the State for conducting the survey using digital technology. Speaking at a press conference after the Cabinet meeting, Law and Parliamentary Affairs Minister H.K. Patil said that the survey would be conducted in digital format. The development and supervision of the software for the digital survey would be undertaken by the e-Governance Department. He said that the publicly available electoral roll was used by the H.N. Nagamohan Das Commission for internal reservation for 101 Scheduled Castes in the State for every person aged above six. Similarly, the Backward Classes Commission would adopt the H.N. Nagamohan Das Commission's model and conduct the survey, Mr. Patil said. 50% quota to go Mr. Patil said the Cabinet has decided to do away with the mandatory 50% quota for students of the community in the non-Muslim Minority educational institutions. The colleges and technical educational institutions run by non-Muslim Minority managements would not require to enrol 50% of students from their own community to obtain Minority status. This move was intended to support communities such as Christians, Jains, Sikhs, and Parsis, who were struggling to meet the 50% threshold due to their relatively small population in the State. Among others, the Cabinet has approved ₹171.91 under the National Bank for Agriculture and Rural Development's (NABARD) Rural Infrastructure Development Fund (RIDF) for 13 cold storages of the Agriculture Department. It also approved the Karnataka Employees' State Insurance Society as per Employees' State Insurance Corporation guidelines.
