Justice ministry, UNITAR partner to deliver advanced legal training programme

DOHA: The Ministry of Justice has signed an agreement with the United Nations Institute for Training and Research (UNITAR) to organise an advanced training programme aimed at enhancing the efficiency of the legal sector in the State of Qatar. Undersecretary of the Ministry of Justice HE Saeed bin Abdullah Al Suwaidi, and UNITAR Executive Director Michelle Gyles-McDonnough signed the deal. The programme will be implemented in two phases in the State of Qatar. The first phase aims to educate participants about various legal challenges and introduce them to opportunities for innovation and keeping pace with developments in justice and technology through comprehensive and integrated training workshops. The second phase will focus on assessing participants' innovative potential and enhancing the knowledge acquired during the first phase, through organizing a dedicated hackathon. A statement issued by the Ministry of Justice clarified that the launch of this program is part of the Ministry's 2025–2030 strategy, which prioritizes the development of the training sector in line with Qatar National Vision 2030's human development pillar and the Third National Development Strategy that supports this direction. The statement added that the program will offer the legal sector in the country the opportunity to benefit from artificial intelligence applications and the effective tools provided by technology to address the complex challenges facing the world. It noted that integrating technology into the legal system will help enhance efficiency, improve access to justice, and promote transparency—supporting the principles of swift and effective justice. The statement also emphasized that the active participation of youth, along with public-private partnerships, has become essential, given the digital competencies and innovative perspectives this group brings—contributing to the development of legal solutions that align with the evolving needs of society. It highlighted the importance of aligning legal frameworks with technological advancement as a necessary step to ensure the evolution of the rule of law in parallel with societal transformations. It stressed that the integration of justice, technology, youth, and modern rule of law is no longer optional, but a necessity for building a resilient legal system capable of meeting the dynamic needs of society.

Shura Council lauds Amir's participation in ASEAN Summit

DOHA: The Shura Council has held its regular weekly session at the Tamim bin Hamad Hall at the Council's headquarters, chaired by Speaker of the Council HE Hassan bin Abdullah Al Ghanim. At the beginning of the session, the Shura Council commended the participation of His Highness the Amir Sheikh Tamim bin Hamad Al Thani in the second summit between the Gulf Cooperation Council (GCC) countries and the Association of Southeast Asian Nations (ASEAN), which was held last Tuesday in Kuala Lumpur, the capital of Malaysia. The Council affirmed that this participation reflects the State of Qatar's commitment to enhancing strategic openness to Asian countries and activating channels of communication and cooperation with them, thus contributing to achieving mutual interests and supporting initiatives aimed at consolidating sustainable development and regional stability. Secretary General of the Council HENayef bin Mohammed Al Mahmoudthen read the agenda of the session, and the Council approved the minutes of its previous session. During the session, the Council reviewed the report of the Social Affairs, Labour and Housing Committee on the request for a general discussion submitted by a number of members, regarding the conditions of persons with disabilities. During the discussion of the report, Al Ghanim emphasized that the achievements made in the field of supporting and empowering persons with disabilities are the fruit of the continuous efforts of the government, in accordance with the directives of His Highness the Amir,and within the framework of Qatar National Vision 2030 and its development strategies. He highlighted the importance of enhancing these efforts by providing a comprehensive and supportive environment that enables this segment of the population to play its role as an effective partner in the advancement of society, while also highlighting the need to overcome the existing challenges that continue to hinder it. While reviewing the report, Chairman of the Social Affairs, Labor and Housing Committee HEAbdulrahman bin Yousef Al Khulaifi, referred to the meetings and interviews held by the committee, its review of the opinions of specialists and stakeholders, and the findings it reached aimed at developing policies related to people with disabilities and improving the quality of services provided to them. After extensive discussions on the report, the Council decided to submit a proposal to the esteemed government, which included a number of visions aimed at improving the conditions of persons with disabilities, most notably establishing a unified database, reducing working hours, granting special leave to parents in entities not subject to the Human Resources Law, creating positions for sign language interpreters and qualified specialists in service sectors, developing university curricula for persons with disabilities, establishing specialized institutes, including them in the health insurance system, increasing social security pensions, developing rehabilitation centers, and establishing a specialized social club that contributes to their integration into society. During the session, the Council approved the draft law on persons with disabilities in its amended form and referred it to the government, after reviewing the report of the Legal and Legislative Affairs Committee and discussing the details contained therein by the honorable members. The Council also approved a draft law amending some provisions of Law No. (7) of 2021 regarding the Shura Council, and referred it to the esteemed government, after reviewing and discussing the committee's report on it. The Council also reviewed a proposal to amend some provisions of the Shura Council's internal regulations, issued by Law No. (8) of 2024, and decided to refer it to the Legal and Legislative Affairs Committee for study and to submit its report on it to it. The Council then reviewed the report on its participation in the discussion session organised by the Coalition of Women Parliamentarians from Arab Countries to Combat Violence against Women, entitled 'The Arab Declaration to Combat All Forms of Violence against Women and Girls',which was held via videoconference in March. The Council also reviewed the report on its delegation's participation in the Arab Forum for Sustainable Development 2025, held in the Lebanese capital, Beirut, in April. The session was attended by a number of officials from ministries and care and rehabilitation centers for persons with disabilities, along with a number of interested parties and activists in this field.

MoECC highlights Qatar's climate adaptation plan steady progress

QNA Doha Undersecretary of the Ministry of Environment and Climate Change Eng. Abdulaziz bin Ahmed bin Abdullah bin Zaid Al Mahmoud has affirmed that Qatar is moving steadily towards the development and implementation of a comprehensive National Adaptation Plan (NAP) which aims to enhance the country's readiness to confront growing climate challenges and to mitigate their impacts across various vital sectors. This came during his opening remarks at a workshop on 'The Future of Climate Change in Qatar: Assessing Measures and Setting Priorities'. The workshop was attended by representatives from government entities, the private sector, academic institutions and international organizations, and local and international experts. He explained that climate change is no longer merely an environmental issue, but has become an economic and developmental challenge impacting strategic sectors such as water and food security, public health, infrastructure, and biodiversity. The workshop represents a pivotal milestone in the development of the National Adaptation Plan, which is based on a scientific approach and a strategic vision that relies on long-term climate impact assessments and aligns with Qatar's national sustainable development strategies and priorities, HE added. The adaptation plan, he noted, is consistent with the country's commitments under the United Nations Framework Convention on Climate Change (UNFCCC), particularly regarding the Global Goal on Adaptation outlined in the Paris Agreement. He emphasized that the plan also contributes to enhancing transparency and reporting through national reports submitted to the UN Secretary-General's office on climate change. He pointed out that the proposed measures within this plan have been developed through active participation from various stakeholders, including government institutions, the private sector, academic institutions, and international organizations reflecting a comprehensive and participatory approach to shaping climate adaptation policy in Qatar. Eng. Al Mahmoud concluded his remarks by stressing that the success of the National Adaptation Plan relies on continued cooperation and coordination among all relevant parties, and on adopting practical and scientifically grounded actions. He called on participants to share their opinions and expertise in support of implementing the priority measures to be adopted at the end of the workshop. The workshop featured a detailed presentation on the criteria selection process used to classify adaptation measures. This was followed by a sectoral vote, where attendees were divided into six groups representing key sectors: agriculture and livestock, water, energy, industries and infrastructure, coastal resilience and biodiversity, and public health. Each group identified top priority adaptation measures within their sector based on the approved criteria. Additionally, the World Café method was adopted to facilitate cross-sector discussions, culminating in a consolidated list of Qatar's climate adaptation priorities. Participants used 'Mentimeter' to contribute to the final prioritisation process.
