Gurgaon: The state govt on Monday approved construction of a new 66/11 kV GIS substation at IMT Manesar to enhance power infrastructure in Manesar's industrial area. Being built for Rs 28 crore, the project will bolster industrial power supply and reduce outages, which are particularly common during summer. Officials believe the improved infrastructure will provide more reliable electricity for factories. The new substation will be constructed in the Technology Park of IMT Manesar and will take three years to complete. Meanwhile, the state govt has also approved development works to enhance infrastructure in the residential area of IMT Manesar. The construction of a warehouse at the electronic manufacturing cluster IMT Sohna was also approved, with an estimated cost of around Rs 14 crore. In addition, HVPNL has also upgraded its substation in Sector 8 of IMT Manesar. "Increased capacity of the 66 kV substation will ensure a more reliable power supply and reduce the risk of overload, tripping, and power disruptions," an HSIIDC official said. A substation at the transport hub is being upgraded to handle additional loads. According to the official, as soon as the load on any equipment reaches 80% of its capacity, it must be upgraded, or else it causes overloading. The 220 kV Transport Hub substation, which was commissioned in Sept last year, is being further augmented. It already had two 100 MVA transformers, and a 20 MVA transformer has also been installed now to help manage additional load. TNN

The Punjab and Haryana high court (HC) has said that the special Central Bureau of Investigation (CBI) court, Panchkula, did not commit an 'illegality' while summoning five officers, including former IAS Rajeev Arora, as additional accused in the controversial Manesar land deal. 'Illegality or infirmity in the impugned order passed by the learned special court in summoning the petitioners. The challenge to the impugned order is, therefore, liable to be rejected. Consequently, all the petitions stand dismissed,' the bench said. In December 2020, while framing charges against former chief minister Bhupinder Singh Hooda and 32 others, the trial court had summoned Arora and four other officers as additional accused, who had not been indicted in the CBI chargesheet. The trial was stayed by high court on December 14, 2020. The May 15, detailed judgment of which has been released now, paves the way for the commencement of the trial. The high court bench of justice Manjari Nehru Kaul rejected the argument of the petitioners that they had been cited as prosecution witnesses and no new material had emerged subsequent to the filing of the chargesheet that would warrant their summoning as accused. '…the court is only required to ascertain from the material on record whether a prima facie case is made out. The court is not expected to evaluate the probative value or conclusiveness of the material. If, upon consideration of the record, the court discerns the involvement of any person in the commission of the offence who has not been arrayed as an accused, it is well within its powers to summon such person to stand trial,' the bench added. In this judgment, the court has dealt with the issue of summoning officers as accused. The judgment on the petitions from builders and some private persons challenging framing of charges against them is still awaited. Hooda himself had not challenged the trial court order. Those summoned as additional accused by the trial court in December included former Haryana home secretary Rajeev Arora, who served as the managing director of HSIIDC between 2005 and 2012; HSIIDC former chief town planner Surjit Singh; former chief town planner of the town and country planning department Dhare Singh; the then deputy superintendent, town and country planning, Kulwant Singh Lamba; and the then director, industries DR Dhingra. The high court rejected the argument of the petitioners that prosecution sanction is required in the case of retired public servants also in view of the amendment to Section 19 of the PC Act. The amendment requiring prosecution sanction in the case of retired public servants came into effect in July 2018, while cognisance of the case by the trial court was taken in March 2018, prior to the amendment. 'Thus, the amendment requiring sanction for retired public servants does not retrospectively apply to the present case. Consequently, no sanction under Section 19 of the PC Act is required in the case of the petitioners (other than petitioner Rajeev Arora),' the bench observed adding that even in the case of Arora, court did not direct the authorities for granting prosecution sanction but only said that material available in his case be put up before the competent authority. Arora, at the time of the summoning order, was working while other accused persons had retired. The court further said that the petitioners held key positions in the HSIIDC and the department of industries at the relevant point in time. The special court took into consideration various materials forming part of the chargesheet, which prima facie indicated 'their complicity', it said. To the argument that the court could have ordered further investigation, the high court said there is no legal requirement that the special court must invariably direct further investigation upon disagreeing with the police report. 'On the contrary, the law empowers the court to directly summon persons found prima facie involved based on the material placed before it,' it added. 'It is impermissible for the trial court, at this preliminary juncture, to embark upon a detailed evaluation of the defence put forth by the accused, nor is it appropriate for the court to delve into or critically assess the probative value or merits of the case of the prosecution. Engaging in such an exercise would amount to conducting a mini-trial, which is legally impermissible and contrary to the settled position of law,' the bench underlined. The case The controversy dates back to 2004. The Haryana government issued a notification to acquire 912 acres of land under Section 4 (1) of the Land Acquisition Act, 1894, on August 27, 2004, in Manesar, Lakhnaula and Naurangpur villages. Worried that this would reduce the value of their land, owners sold it at throwaway rates, resulting in a wrongful loss of ₹1,500 crore, as per the CBI probe. On August 24, 2007, the then director industries passed another order, releasing the land, in violation of government policy, in favour of the people who had bought the land, instead of the original landowners, CBI had alleged in its chargesheet. The Central agency had started a probe in September 2015, and in 2018, it filed a chargesheet running into 80,000 pages against 34 people, including Hooda. The charges were framed against 33, including Hooda, in December 2020 and these five officers were summoned as additional accused, an order challenged in high court, the same month.

Suzuki Motorcycle India Pvt. Ltd. (SMIPL) has initiated the development of its second manufacturing facility in India by laying the foundation stone for a new plant at IMT Kharkhoda, an industrial township in Haryana developed by HSIIDC. This move is part of the company's broader strategy to expand its production footprint in India to meet increasing demand and support local economic development. The foundation stone ceremony was attended by senior executives from Suzuki Motor Corporation, including Mr. Kenichi Umeda, Managing Director of SMIPL, Mr. Takashi Ise, Executive General Manager of Motorcycle Operations, and Mr. Tsuyoshi Tanaka, Executive General Manager of Quality Assurance and Inspection Operations. Officials from the local administration and representatives from the Embassy of Japan in India were also present. The new plant will be constructed on a 100-acre site, with the initial phase of the manufacturing facility occupying 25 acres. An additional 25 acres will be set aside for green space, reflecting an emphasis on environmentally responsible operations. The facility will begin with an annual production capacity of 750,000 units and is expected to become operational in 2027. The Kharkhoda plant is expected to generate around 2,000 jobs once it becomes fully functional. The company plans to invest approximately Rs. 1,200 crores in the first phase of development. The plant's design will incorporate lean manufacturing practices along with modern automation and energy-efficient systems, aligning with Suzuki's broader goals of reducing its environmental impact and moving toward sustainable industrial operations. This development is aimed at strengthening SMIPL's domestic operations, improving its supply chain efficiency, and enhancing its ability to meet customer demand across the country.

The Punjab and Haryana high court on Thursday dismissed a bunch of pleas challenging framing of charges and summoning of some persons as additional accused, by a special CBI court in 2020, in the controversial Manesar land deal involving former chief minister Bhupinder Singh Hooda. With this order, the bench of justice Manjari Nehru Kaul has paved the way for resumption of trial, which was stayed in December 2020 by the high court, acting on the petitions from some bureaucrats and builders. Hooda, himself, had not challenged the trial court order. In December, 2020, the special CBI court, Panchkula had ordered framing of charges against 32 persons, including Hooda, a 1976-batch retired IAS officer and principal secretary to the former Congress CM, Murari Lal Tayal, former UPSC member Chhatar Singh; former principal secretary SS Dhillon and promoter of Gurugram-based real estate company ABW Builders, Atul Bansal. The trial court had also summoned former home secretary, Haryana, Rajeev Arora, who served as the managing director of HSIIDC between 2005 and 2012; former chief town planner, HSIIDC, Surjit Singh; former chief town planner of the town and country planning department, Dhare Singh; the then deputy superintendent, town and country planning, Kulwant Singh Lamba; and the then director, industries DR Dhingra as accused. It was this order, which was under challenge before the high court. The controversy dates back to 2004. The industrial hub's internal roads, particularly from phases 1 to 5, are riddled with deep potholes, affecting thousands of office-goers and factory workers. Heavy truck movement has exacerbated the damage, raising concerns about worsening conditions during the coming monsoon, yet repair work has not been carried out. Udyog Vihar is home to over 2,500 factories and office complexes, including units from the IT & ITeS, textile, automobile and pharmaceutical sectors across five phases. Basic infrastructure has not been prioritised, they said Parveen Yadav, president of the Gurgaon Udyog Association, said they have been raising the issue for the last two years. "Udyog Vihar contributes substantial revenue to the govt., yet essential infrastructure like roads is missing. We have raised this concern several times, but only patchwork repairs are carried out. Some roads are beyond patchwork repair and need recarpeting. Authorities need to take up the issue urgently, but no compromise should be made on quality," he said. An official from the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) said the matter is being addressed. "We initiated the tendering process last year but got delayed due to the imposition of the model code of conduct. Now, the tendering process for recarpeting of roads from phases 1 to 5 has been completed. We are in the final stages of allotting the work, and work is expected to start soon," said Arun Garg, deputy general manager of HSIIDC.
