Hanoi unveils bold 2026 ban on fossil-fuelled two-wheelers
HANOI: Vietnamese Prime Minister Pham Minh Chinh has ordered Hanoi to ban all fossil-fuel motorbikes and mopeds from the city's inner Ring Road 1 starting July 1, 2026, as part of a sweeping new effort to tackle worsening pollution. According to the Vietnam News Agency (VNA), the ban is part of a nationwide directive on environmental protection, outlining urgent steps to address severe air and water pollution in major cities, including Hanoi. At times, Hanoi's air quality has ranked among the worst in the world, and water pollution in its rivers has consistently exceeded safe limits for years. To clean up the capital's air, the Prime Minister instructed the Hanoi People's Committee to roll out a clear roadmap to eliminate fossil-fuel motorbikes and mopeds within Ring Road 1 by mid-2026. A broader plan will follow. By January 1, 2028, all motorbikes and mopeds will be banned from both Ring Roads 1 and 2, with restrictions also placed on private petrol-powered cars. From 2030, the ban will expand to include Ring Road 3. Alongside the ban, Hanoi must publish a low-emission zone plan by the third quarter of 2025 and launch a citywide awareness campaign to prepare residents for the change. The directive also urges local authorities to upgrade public transport, prioritise electric buses and trains, and develop infrastructure for clean-energy vehicles, including charging stations and maintenance services. - BERNAMA

The move aims to address severe air and water pollution plaguing the capital. The Vietnam News Agency (VNA) reported that the ban is part of a broader national environmental protection strategy. Hanoi's air quality frequently ranks among the world's worst, while river pollution has exceeded safe levels for years. Under the directive, the Hanoi People's Committee must outline a clear plan to phase out fossil-fuel motorbikes within Ring Road 1 by mid-2026. A more extensive restriction will follow, with all motorbikes and mopeds banned from Ring Roads 1 and 2 by January 1, 2028. Private petrol-powered cars will also face limitations. By 2030, the ban will extend to Ring Road 3. Daewoo E&C chair makes another visit to Vietnam
Daewoo Engineering & Construction Chairman Jung Won-ju wrapped up a weeklong trip to Vietnam this week, amplifying the company's presence in the Southeast Asian country to turn its gaze toward global ventures. According to industry sources on Friday, the chairman explored cooperation for the second-phase development of the Starlake City project in Hanoi, as well as business partnerships in the Kien Giang Urban City Project in Thai Binh province. Jung also reportedly assessed potential engagement in Vietnam's state-led infrastructure projects. Following the completion of the first phase of Starlake City, a large-scale township development, in 2024, Daewoo E&C is now moving forward with the second phase, set for completion in 2028. Another ongoing venture there is Vietnam's Kien Giang Urban City Project, which Daewoo E&C secured approval for as an investor in August last year. The construction work is set to be carried out over the next decade. During a meeting with Hanoi People's Committee Chairman Tran Sy Thanh on Tuesday, Jung highlighted Daewoo E&C's role in drawing investment from major Korean conglomerates such as Samsung Electronics and CJ Group, citing the success of Korean-style new town developments such as Hanoi's Starlake City. The chairman further reaffirmed his commitment to participating in new town projects in the capital, contributing to the country's urban development and housing stability. Stating that he holds the Starlake City project in high regard, Thanh replied, 'We will actively support Daewoo E&C and other Korean investors entering Hanoi.' Jung also met with the chairmen of MB Bank and multi-industry economic group V Group to discuss cooperation on new town projects and business expansion strategies. Additionally, he met with Choi Young-sam, South Korea's ambassador to Vietnam, to seek support for infrastructure and power generation ventures. 'We aspire to become a global construction developer that contributes to Vietnam's economic development while elevating South Korea's global stature,' a Daewoo E&C official said.
