CARTHAGE, Mo. — The impeachment of former Carthage mayor, Dan Rife has left the city in need of a new mayor. The candidates — David 'Bren' Flanigan and Ed Hardesty — are both running for the position. 'I spent three decades in service to the nation and by extension, Carthage. I take a tremendous amount of pride in that, and I feel that it is incumbent upon me to continue my service by offering my experience to the city of Carthage, the city which I love,' said Flanigan. 'I decided to run for mayor to help the city calm down and get back to what I fell in love with. The divide is silly. You can have a division of opinion without hating the other person,' said Hardesty. The winner of Tuesday's election (4/8) will serve just one year — fulfilling the remainder of Rife's four-year term which began in 2022. 'My goal is to calm things down and get back to business. We need to work on our roads. We need to make our parks safer. We need to concentrate on the vandalism that's been hitting our brand-new bathrooms,' said Hardesty. 'In addition to my background, I bring, I think, a demeanor, a level of experience, and a love of Carthage, which is unrivaled. And the fact I'm retired means that I'm full time and I can serve as a full-time mayor,' said Flanigan. With Rife vowing to continue fighting the legal battle over his impeachment, both candidates say if the courts rule in Rife's favor, they would willingly give the seat back. 'If there's a judicial ruling that renders the election moot and Dan, the mayor, certainly he'll be the mayor, and I step out of the way without any issue at all,' said Flanigan. 'Of course, I would give it back to him. It's his rightful seat. I'm only running because of that one-year action and to, like I said, try to make it friendly again,' said Hardesty. Australia sees nearly 40% decline in plastic pollution along major city coastlines

Plastic pollution along Australia 's metropolitan coastlines has dropped by more than a third over the last decade, according to new research by the country's national science agency. Coastal plastic waste in major cities has fallen by 39 per cent since 2013, the study, published in Marine Pollution Bulletin, found. There was also a 16 per cent increase in surveyed sites where no debris was found. The results were based on 1,907 surveys conducted across the six metropolitan regions of Hobart, Newcastle, Perth, Port Augusta, the Sunshine Coast, and Alice Springs. Debris was recorded in inland, riverine and coastal areas within a 100km radius of each location. 'Three-quarters of the rubbish we find on our beaches is plastic, and flexible plastics, such as food packaging, are the most harmful to wildlife,' Dr Denise Hardesty, senior research scientist at the science agency, CSIRO, and co-author of the study, said. The most commonly found items were polystyrene fragments, making up 24 per cent of debris, and cigarette butts, which accounted for 20 per cent. Other frequently recorded waste items included food wrappers, bottle lids and caps, and hard plastic fragments. While Newcastle, Perth and the Sunshine Coast saw improvements, cities like Hobart and Port Augusta recorded a rise in coastal debris. Port Augusta recorded the most food wrappers, while the Sunshine Coast had high counts of cigarette litter. Alice Springs, which has no coastal sites, reported the highest prevalence of beverage cans. 'Although there are still areas for concern, it's exciting to see a significant decrease in plastic pollution as people around the country are becoming more aware of the harmful effects of plastic waste on people, communities and wildlife,' Dr Hardesty said. The research also highlighted socio-economic and land use patterns as key predictors of waste accumulation. Regions with intensive land use and greater disadvantage showed higher debris levels. Australia has implemented a series of measures in recent years, including container deposit schemes and bans on single-use plastics, to tackle plastic pollution. The study suggests that such policies, combined with local clean-up campaigns and public education, are helping reduce the volume of plastic entering the environment. 'Understanding the types and amount of plastic pollution in our environment provides critical data to develop strategies to stop it ending up there in the first place,' Dr Steph Brodie, CSIRO research scientist and study co-author, said. The new study builds on previous CSIRO research showing a 29 per cent reduction in plastic waste across Australia between 2013 and 2020. Australia has pledged to phase out problematic and unnecessary plastics by 2025 and recycle or reuse all of its plastic waste by 2040 as part of its National Waste Policy. Globally, plastic production has come to exceed 430 million tonnes annually, with only 9 per cent of waste being recycled, according to a 2022 OECD report. The amount of plastic waste entering aquatic ecosystems could almost triple from 9-14 million tonnes a year in 2016 to a projected 23-37 million tonnes by 2040, according to the UN. In December 2024, nations of the world assembled to negotiate a legally binding global plastics treaty. However, the talks fell off and will resume again in June.

Former Canton Brewing Co. property has new owner, new plans

CANTON – Plans for a new Brew Kettle in the dormant Canton Brewing Co. building have been scrapped. Instead, a longtime Canton business plans to move its headquarters to the downtown building. Hilscher-Clarke Electric Co., which provides electrical construction, testing and engineering services to customers across Ohio, Pennsylvania, Indiana and West Virginia, is seeking to redevelop and expand its current building at 519 Fourth St. NW and move its headquarters into the former brewing building at 227 Market Ave. N. Bolt Brewing Real Estate, a Hilscher-Clarke subsidiary that was created in February, purchased the Canton Brewing Co. building from Brew Kettle's CBC Property Co. for $750,000 on Feb. 24, county records show. Leaders for Hilscher-Clarke and Brew Kettle could not be immediately reached for comment. The Brew Kettle, which said a year ago that it planned to open a brewpub, concert venue and Airbnb space at the former brewing building, still operates a location at Hall of Fame Village at 2018 Champion Gateway, Suite 101. Canton Economic Development Director Christopher Hardesty said Hilscher-Clarke's proposed project is expected to cost nearly $3.8 million and create up to 100 new full-time jobs. He said the company plans to use the upper floors of the former Canton Brewing building as its corporate headquarters. Its work crews will remain at the Fourth Street NW building. Both currently operate out of the Fourth Street NW building. 'They are crammed,' Hardesty said. 'They had been looking elsewhere. We're fortunate to have them retained in Canton.' Hardesty hopes the company will maintain the brewery on the main floor, but he deferred additional questions about the building's main level and bottom level, commonly known as the speakeasy, to Hilscher-Clarke leaders. Hardesty is asking Canton City Council to consider multiple tax incentives to help Hilscher-Clarke, Bolt Brewing Real Estate and GoodFether LLC, which owns the Fourth Street NW property, with the project. The incentives will go before council for their first of three readings on March 10. Through Community Reinvestment Area agreements, the city would abate 75% of the increased property taxes for each renovated building over the next 10 years. The city would use income tax revenue it collects from Hilscher-Clarke to compensate the Canton City School District, which receives the largest share of property tax revenue in the city, for the tax money the school district would have received from the improved value of the properties. Hardesty also is seeking a 10-year job creation and retention tax incentive, where the city would use non-income tax revenue for an annual grant to Hilscher-Clarke that equals up to 60% of its payroll withholding. The estimated value of the incentive is $1.5 million over 10 years. The officer said he stopped the driver, Tory Hardesty, for using his phone while driving. While speaking with Hardesty, authorities said they smelled marijuana and asked if there was any inside the van. Bodycam video shows Hardesty giving one of the officers a small ziplocked bag of marijuana and saying that was all he had. Heavy snow, freezing rain and temperatures as much as 35 degrees below seasonal averages are set to hit large parts of the United States as a string of storms confirm that winter is far from over. More than 90 million people are under winter weather alerts, with heavy snow due for northern Kentucky into West Virginia, the Washington metro area and Maryland, as well as parts of the Ohio Valley and across the mid-Atlantic. The winter storm hitting Tuesday is forecast to bring 4 to 8 inches of snow, most likely falling at 1 inch per hour, from northeast Kentucky to Virginia and the Interstate 95 corridor — promising to make the evening commute particularly dangerous for many. West Virginia had already gotten up to 9 inches of snow by Tuesday afternoon, with some areas of Kentucky recording 6 inches. As much as 10 inches of snow is possible in parts of Kansas, with large amounts expected along and north of I-70. The same storm is set to dump heavy rain across the South and the Southeast, which could cause localized flooding. In addition, freezing rain could mean as much as a half-inch of ice in the Appalachians from northern North Carolina into Virginia, bringing hazards for commuters and the possibility of power outages. An arctic blast of cold air will make temperatures 25 to 35 degrees below average across the northern Rockies to the upper Great Lakes and the central High Plains, prompting an extreme cold weather warning, the National Weather Service said. North Dakota could get as cold as minus 55 degrees Fahrenheit when the wind chill factor is factored in, creating life-threatening conditions, the agency warned. A second storm began to form over eastern Colorado on Tuesday and is expected to bring heavy snow to the Plains, the Midwest and the Upper Midwest late Tuesday through Wednesday. And just as those are recovering from that winter onslaught, another winter storm will hit many of the same areas Wednesday into Thursday. That weather system will bring more snow to the Midwest and the Great Lakes, as well as more rain and ice to the mid-Atlantic. The low-pressure system is set to bring heavy rain and thunderstorms over the lower Mississippi Valley and the wider Southeast into Thursday. And another storm is forecast to hit the Northeast this weekend, from the Midwest to the East Coast. But the region will already begin to get some snow as early as Tuesday evening from Pennsylvania and New Jersey into southeast New York. Philadelphia, which is expected to host its Super Bowl parade on Friday, could get 2 to 4 inches Tuesday. In Utah, there were stark warnings about the threat of avalanches, which have killed four people this year. Drew Hardesty of the Utah Avalanche Center told NBC affiliate KSL of Salt Lake City that a skier triggered an avalanche 200 feet wide Monday on Mount Superior. No one was reported missing or injured. 'It's been a very dangerous year. As of Saturday, that was our fourth avalanche fatality this year,' Hardesty said. 'We average just a little over two. It's been a very dangerous and unstable snowpack really since Thanksgiving.' The West Coast is not spared from the cold snap: A storm system is set to arrive in California late Wednesday, producing rain and snow in higher areas. Los Angeles Mayor Karen Bass warned residents at a news conference that the area is at an increased risk of debris flows from last month's wildfires. "The city is making preparations for the rain. We have a head start," Bass said. More than 7,500 feet of concrete barricades and another 6,500 sandbags have been deployed throughout Pacific Palisades, Bass said. Residents are welcome to go to Los Angeles fire stations to collect sandbags for themselves in anticipation of potential floods.
