Harlow, CITIC ordered to finish Iraq's largest thermal power plant

Baghdad ( – The Iraqi Prime Minister, Mohammed Shia Al-Sudani, has granted Harlow International and China-based CITIC a three-month grace period to address the delays in the Al-Khairat Thermal Power Plant's implementation. According to a statement released by the Prime Minister's Office (PMO), Al-Sudani's decision was made during his meeting with representatives from the two companies implementing the project, the Chinese Ambassador to Iraq, Cui Wei, and officials from the ministries of electricity and oil. The meeting addressed the reasons for the delayed completion of the power plant, which is one of the electrical projects that the two corporations and the previous Iraqi government agreed on in 2021. Al-Sudani indicated that the investment license given to the two firms will be revoked if they fail to complete the assigned work within the three-month grace period. Harlow International Limited, a member of the Harlow Group, is the project owner and investor of Iraq's largest thermal power plant, the Al-Khairat Thermal Power Plant, located in the central Iraqi province of Karabala. Iraq's electrical capacity will be greatly increased by this flagship project, which is expected to produce more than 10 percent of the country's total power demand. The Iraqi Ministry of Oil initiated preparations for a thermal power plant to use fuel oil along with the construction of the Karbala Refinery, a facility that can process 140,000 barrels of this fuel per day. The Al-Khairat Thermal Power Plant, which is ideally situated close to the refinery, will provide a sustainable energy source for refinery operations as well as electricity to the national grid. The Al-Khairat Thermal Power Plant will rely on crude oil transported through a pipeline located just 1,000 meters away, as well as heavy fuel oil from the Karbala Refinery. This setup will ensure a steady and reliable energy source to support continuous operations.

The warning came during a high-level meeting chaired by al-Sudani and attended by the Chinese ambassador to Iraq, representatives of the two firms — Harlow International and CITIC Group — and officials from the Ministries of Electricity and Oil, according to a statement from the prime minister's office. Al-Khairat power station is one of Iraq's major electricity projects, originally contracted in 2021 under the previous administration. The meeting reviewed the obstacles hindering the project's implementation.
