Gurgaon; Faridabad record 28 active Covid-19 cases
The tally of active coronavirus cases in Faridabad reached 16 on Saturday, while that for Gurgaon is 12, after seven patients recovered in May. *As per data shared by the district administration, on May 31, 94 samples were tested, and three positive cases were detected in Gurgaon on Saturday*. With the symptoms being mild and all patients under home isolation, no deaths due to the coronavirus have been reported so far in Haryana, health officers said. Gurgaon reported three Covid-19 cases on Saturday — a 32-year-old man who is a resident of Essel Tower with recent travel from Tamil Nadu, a 44-year-old woman, a resident of DLF City phase 1, and a 28-year-old woman resident of Vatika India Next, both with no travel history. The health department had earlier stated that the situation is under control and there is no cause for worry with the rise in mild symptomatic Covid-19 cases. 'All the pandemic-era precautionary measures and advisories, including mask-wearing, have been reissued and reiterated to hospitals. For now, we have made available 500 beds across isolation wards in government hospitals and other sites for any rise in serious cases. We will increase the number if and when the need arises. We have told hospitals to carry out tests for those showing symptoms. There is no reason to panic, the situation is well under control' Gurgaon's Chief Medical Officer Dr Alka Singh had told the Indian Express last week. Dr Singh was not available for any fresh comments as of now. Two cases of Covid-19 were detected in Gurgaon nearly three weeks ago, following which the chief medical officer had assured the public that there is no cause for concern as yet. Those cases involve a 62-year-old man and a 31-year-old woman who returned from Mumbai. 'Both cases have very mild symptoms and are undergoing home isolation. There is no need to panic. It is an endemic (disease) now. Many people with symptoms are likely to test positive,' Dr Singh had said. The variants of the coronavirus disease in these cases are not yet confirmed, and further lab tests are awaited for the same, Dr Singh had said. Following a recent spike in Covid-19 cases in Southeast Asia, India too has seen fresh cases, with a majority of them being reported from Kerala, Maharashtra, Gujarat, and Tamil Nadu. However, most of the cases are mild and not associated with severity or mortality. Around the time the second wave of Covid-19 peaked in India, the Haryana Government launched a door-to-door screening programme in rural areas across the state on May 15, 2021. Till June 3 of that year, over 1.66 crore people were screened, which was roughly around 60 per cent of the state's 2.91 crore population. In May of that year, the transmission rate of the disease had been found rapidly increasing in rural areas. A survey conducted by the state's health department on Covid-19 patients admitted in various hospitals revealed that 68 per cent were from urban areas, while 32 per cent of the patients were from rural areas. During the second wave, Haryana had imposed a one-week lockdown on May 3, which was extended multiple times. However, as fresh cases continued to dip, the state government gradually relaxed various curbs.

HC upholds discharge of Haryana probationary judge: ‘deemed confirmation a perilous concept'
The Punjab and Haryana High Court has upheld the dismissal of former probationary civil judge (junior division) Ankur Lal, rejecting his plea against a decade-old discharge order over integrity concerns and unsatisfactory performance. The ruling, pronounced on Thursday by a bench comprising Chief Justice Sheel Nagu and Justice Sumeet Goel, dismissed Lal's writ petition challenging the decision of the high court's Full Court, which recommended his discharge on July 23, 2012. Acting on these recommendations, the Haryana Government issued an order on December 4, 2012, terminating his probationary services. Lal had approached the high court through Civil Writ Petition No. 17822 of 2013, seeking to quash both the Full Court's recommendation and the discharge order. He had served as a probationary civil judge from 2009 to 2012, but his service record reflected multiple adverse remarks. These included a 'B-Satisfactory' rating in 2009–10, a 'C–Below Average' rating with the remark 'integrity doubtful' in 2010–11, and a 'B–Average' rating in 2011–12, during which the Bar Association of Ferozepur Jhirka submitted an anonymous complaint against him. The Administrative Committee had recommended that his services be dispensed with, a view endorsed by the Full Court and conveyed to the government, culminating in the discharge order. In court, Lal argued that under Rule 7.3 of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994, he was entitled to deemed confirmation upon completion of three years of probation, especially in light of available vacancies. The bench rejected this argument, holding that deemed confirmation requires both a permanent vacancy and satisfactory service—neither of which was applicable in Lal's case. 'There is no allegation of mala fide intent on the part of the authorities,' the court noted. Emphasising the importance of integrity in the judiciary, the bench observed in its judgment: 'The concept of probation is to enable the Employer to analyse the work, conduct and behaviour of the appointee… This power cannot be taken away… Deemed confirmation is a perilous concept in service jurisprudence…' 'If deemed confirmation is brought into play… then an anomalous situation would arise where the probationer, despite being unfit, is deemed to be confirmed, bringing into the service a Judge of doubtful integrity. This would be deleterious to the very concept of probity on which the entire judicial system stands,' it added. The court found no procedural irregularity in the discharge decision and ordered that Lal's Annual Confidential Reports (ACRs) be returned to the relevant branch. With this ruling, the high court has reinforced the principle that integrity and performance during probation are non-negotiable in judicial appointments, and automatic confirmation cannot override a service record marred by adverse remarks.

Prices of flats along Delhi's Dwarka Expressway doubled in the last 5 years: report
Prices of flats on the Dwarka Expressway, which connects Dwarka in Delhi to Kherki Daula Toll Plaza in Haryana's Guragaon, have doubled in the last five years — from Rs. 9,434 per square feet in 2020 to Rs. 18,668 per square feet in 2024 — according to a report by real estate data analytics firm PropEquity. The report said as many as 15,994 units were launched in the same period, and 16,502 were purchased. It added that 74 per cent of the flats on the Dwarka Expressway in the last five years came in Sectors 113, 37D, 106, 111, and 103. 'Between 2025 and 2030, over 18,000 units are expected to be launched, and over 15,500 units are expected to be absorbed on the Dwarka Expressway, reinforcing sustained future demand,' Samir Jasuja, Founder and CEO, PropEquity, said. Jasuja also said that 4-bedroom apartments have dominated the market in the last five years, with a price range of Rs 4.8 crore to Rs 8.6 crore According to PropEquity, 42,816 units were available in Dwarka Expressway between 2010-2024, and the number of units sold during this period stood at 41,899. 'With a robust land bank of 53 acres, Signature Global has recently launched over 3 million square feet here, and we have a strong upcoming pipeline of 6.4 million sq ft of saleable area in this location,' Pradeep Aggarwal, Founder and Chairman, Signature Global, said. The 29-km Dwarka Expressway, also called Northern Peripheral Road, was proposed in 2006 by the Haryana Government as an alternative route to National Highway-48, connecting Delhi with Gurgaon. Initially slated to be an 18 km project, 14 km of the expressway was operationalised in 2016. Later, the National Highways Authority of India (NHAI) took over the project, reworked the alignment and categorised it as a National Highway (NH-248BB). The foundation stone was laid in 2019, and 19 km of the Gurgaon stretch was inaugurated in 2024 by Prime Minister Narendra Modi. This 8-lane elevated expressway connects Shiv Murti on NH-48 to Dwarka and terminates at Kherki Daula Toll Plaza in Gurgaon, thereby reducing the travel time between cities, IGI Airport, workplaces and entertainment hubs.

Haryana to conduct state-wide civil defence drill 'Operation Shield' on May 29 to boost emergency preparedness
CHANDIGARH: The Haryana Government is set to conduct a major state-wide Civil Defence exercise, named 'Operation Shield,' on Thursday (May 29) across all 22 districts to enhance the state's emergency preparedness and response capabilities. A 15-minute blackout will be observed from 8 PM to 8:15 PM near vital installations. Civil defence mock drills are also likely to take place in Rajasthan, Gujarat and Jammu and Kashmir. Meanwhile, Punjab has written to the Centre expressing its inability to conduct mock drills tomorrow. Scheduled to begin at 5 PM, this comprehensive drill is being organised under the guidance of the Ministry of Home Affairs, Government of India, to simulate critical incidents such as air raids, drone attacks, and other wartime scenarios in light of current national security concerns. Additional Chief Secretary (Home), Dr Sumita Misra, said that the exercise aims to test existing emergency mechanisms, improve coordination between the civil administration, defence forces and local communities, and identify areas that need to be strengthened, thus ensuring swift and effective response during any crisis. She further stated that the drill will involve the large-scale mobilisation of Civil Defence Wardens, registered volunteers, and youth organisations including the National Cadet Corps (NCC), National Service Scheme (NSS), Nehru Yuva Kendra Sangathan (NYKS), and Bharat Scouts and Guides to assist in simulated emergency scenarios.

Weeks after Operation Sindoor, the Haryana Government will conduct a statewide civil defence exercise, named Operation Shield, between 5pm and 9pm on Thursday across all 22 districts to enhance the state's emergency preparedness and response capabilities. The drill is being organised under the guidance of the ministry of home affairs to simulate critical incidents such as air raids, drone attacks, and other wartime scenarios in the light of current national security concerns. Stating this in Chandigarh on Wednesday, additional chief secretary, home, Sumita Misra said the exercise aims to test emergency mechanisms, improve coordination between the civil administration, defence forces, and local communities, and identify areas that need to be strengthened, thus ensuring swift and effective response during any crisis. She said the drill will involve large-scale mobilisation of civil defence wardens, registered volunteers, and youth organisations, including the National Cadet Corps (NCC), National Service Scheme (NSS), Nehru Yuva Kendra Sangathan (NYKS), and Bharat Scouts and Guides, to assist in simulated emergency scenarios. Key components include drills responding to aerial threats such as air raids and swarms of unmanned aerial vehicles (drones), activation of air raid sirens, and testing of control room communication hotlines established with the Indian Air Force. Additionally, a controlled blackout of 15 minutes will be observed from 8pm near vital installations, with the exception of essential emergency services such as hospitals, fire stations, and police stations. The exercise aligns with the incident response system (IRS), which Haryana officially notified on January 28, 2025, under the Disaster Management Act, 2005, providing a structured framework for emergency response. She directed all deputy commissioners, who are also chairpersons of district disaster management authorities, along with commissioners and superintendents of police, to ensure meticulous planning and execution of the exercise.
