Haryana CM Nayab Singh Saini highlights development, self-reliance and national pride in Independence Day speech

Haryana Chief Minister Nayab Singh Saini hoisted the national flag at state-level Independence Day celebrations in Rohtak on Friday and urged residents to turn 'Atmanirbhar Bharat' into a people's movement, emphasising that 'vocal for local' and 'local for global' initiatives are important tools to position India as the world's leading economy. Paying tributes at the Shaheedi Smarak, Saini honoured families of freedom fighters and praised Haryana's role in India's various wars, including the 1962, 1965, 1971, and Kargil conflicts. He lauded the armed forces' valour and India's technological self-reliance demonstrated through military operations like Sindoor and Mahadev. He noted the repeal of three colonial-era criminal laws as a major step toward modernising India's legal framework. Saini stated that Haryana would play a pivotal role in realising Prime Minister Narendra Modi's goal of Viksit Bharat–to make India a developed nation by 2047. Haryana, a leading foodgrain contributor, manufactures every second car and 52 per cent of India's tractors, he said. Reflecting on the past 10 and a half years of governance, Saini highlighted efforts to eradicate corruption, eliminate discrimination, and digitise over 100 government services through the Parivar Pehchan Patra system. 'Haryana is now recognised for merit-based recruitment, online transfers, and educated panchayats. Notably, 1.80 lakh jobs have been provided in this period, with 30,000 based purely on merit. The Common Eligibility Test has been institutionalised, and Haryana Kaushal Rozgar Nigam employees now receive legal safeguards like DA and annual increments. Overseas jobs have also been facilitated for 5,000 youth. Public safety remains a top priority. Emergency response time averages just over seven minutes, and strict directives have been issued to curb crime,' Saini said. In the agricultural sector, Saini highlighted that 'all crops in Haryana are procured at minimum support prices, with Rs. 1.48 lakh crore transferred directly to 12 lakh farmers. Compensation worth Rs 15,465 crore has been paid for crop losses, and new laws like the Agriculture Land Lease Act have been introduced. Nearly Rs 7,000 crore has also been transferred under the PM-Kisan scheme'. On social welfare, Saini outlined major steps including raising the Other Backward Classes creamy layer income limit to Rs 8 lakh, providing OBC-B reservation, and allotting land to marginalised communities. The chief minister also mentioned the increased benefit of Rs 71,000 under the Mukhyamantri Vivah Shagun Yojana and the social security pensions, 'now covering 10 new disability categories', raised to Rs 3,000. 'Healthcare has seen major expansion under schemes like Ayushman Bharat–Chirayu, benefiting 22 lakh individuals. Free dialysis is now available in all government hospitals. Every district will have a medical college—15 are operational, and nine are under construction. In sports and fitness, 250 indoor gyms have been set up across rural areas in 19 districts, aligning with the Fit India–Hit India mission. Women's empowerment has been bolstered through initiatives like Lado Sakhi, drone training for women, and 50 per cent panchayat representation. One-third of ration depots and many Vita outlets are operated by women. Thirty of the 80 new colleges established are for girls, who now receive free education up to post-graduation,' Saini added. Talking about industrial growth and urban development, Saini said that over 150 investor services were now available online, with approvals granted within 12 days, adding that 7.66 lakh micro, small and medium enterprises had created 39 lakh jobs in the past 10 and a half years of BJP rule. According to the chief minister, nearly 5,900 villages in Haryana receive 24×7 electricity and tap water reaches every rural household. 'Urban development allocations have tripled, and 2,147 unauthorised colonies have been regularised. The state now has 21 new national highways, with air services starting at Maharaja Agrasen Airport and metro expansion underway', Saini said further concluding his address by asserting that 'Haryana's future will reflect prosperity, inclusivity, and growth'. Saini called on citizens to commit themselves to building a Viksit Bharat and a Viksit Haryana, grounded in cultural pride and national unity.

For a contractual worker, 5 yrs of service till Aug 15, 2024 must to be ‘secured employee', Haryana notifies

A contractual worker in Haryana must have completed at least five years of service by August 15, 2024 and must have received wages for a minimum of 240 days in each of those years to be granted the status of a 'secured employee'. 'Even if an employee worked in both higher and lower posts within the same year, the service will be counted, provided wages were received for 240 days', the government's notification mentions. The state government has notified the Haryana Contractual Employees (Security of Service) Rules, 2025. A 'secured employee' is a contractual employee who gets job security under these rules, until retirement age of 58 years and additional benefits. The secured employee must be employed through Haryana Kaushal Rozgar Nigam or by any department, board, corporation or statutory body of the Government of Haryana under permissible criteria. Government spokesperson said that 'the services of thousands of contractual employees working in various departments, boards, corporations and other authorities across Haryana have been secured'. Chief Secretary Anurag Rastogi issued the notification detailing the conditions and criteria that a contractual worker would be required to fulfill to figure in the category of a 'secured employee'. 'Employees, who were earlier appointed to regular posts but lost their positions due to the cancellation or revision of merit lists by the Haryana Staff Selection Commission will have their prior regular service also counted toward the five-year eligibility, excluding any break period between regular and contractual service. Service rendered in different departments or government-controlled bodies will also be considered collectively', Rastogi said. 'Wherever a corresponding post is easily identifiable, the government organization will create a 'supernumerary post' (extra post) effective from August 16, 2024, for the protected employee. If a matching post is not available or the designation is different, then the concerned organization will propose the creation of such a post, including designation, pay scale, required qualifications, and job description. The government will approve this proposal within 90 days in consultation with the Finance Department, after which the protection order will be issued. If the number of protected employees in a department is high, the list will be sent to the government for adjustment in other departments as needed. The appointing authority will have the power to transfer secured employees anywhere within or outside Haryana in public interest', Rastogi explained about the criteria that shall be adopted as per the notified rules. Regarding remuneration for such employees, the notified rules mention that 'For determining remuneration, the minimum of the functional pay level approved at the time of sanctioning the supernumerary post will be increased by 5%, 10%, or 15%, as applicable. The final amount will be rounded off to the nearest hundred, ignoring fractions below 50 and rounding up if the fraction is 50 or above. Secured employees will be eligible for annual increments once a year in their functional pay level. The increment date will be either January 1 or July 1, provided the employee has completed at least six months of qualifying service before that date. The first increment will be due on July 1, 2025 upon fulfilling eligibility. These employees will also be entitled to Dearness Allowance (DA) at par with regular employees from January 1, 2025'. How their leave structure shall be followed, the notified rules mention that 'Secured employees will continue to receive casual leave and medical leave as before. Women employees will now be eligible for two casual leaves per month, up to 22 days in a year as compared to the previous 10 days. Additionally, a service book will be prepared for each protected employee by the concerned department. Until separate rules are framed, protected employees will be governed by the Haryana Civil Services (Government Employees' Conduct) Rules, 2016 and the Haryana Civil Services (Punishment & Appeal) Rules, 2016. However, the government will have the power to relax any rule for a specific category or class of employees, citing valid reasons'. The notified rules also mention about the person who shall not be eligible under these notified rules for benefits – 'Any person who has married someone while their spouse is still alive or has remarried during the lifetime of their spouse will not be eligible for service protection under this Act. Government may grant exemption in such cases only if it is satisfied that the marriage is permissible under applicable personal law and other valid grounds exist'.

Gurgaon is cleaner but still far from clean after a year of SWEEPing. Here's why

Gurgaon: This time last year, the city had found itself under a garbage siege. Every other turn or roadside corner had heaps of municipal waste rotting away. Near markets and mall parking lots, at entrances to metro stations, and on the most upscale avenues, the problem had spread like rash. This state of affairs forced the state govt to declare a solid waste exigency on June 12, 2024. Municipal management, which the corporation had utterly failed at, was handed over to a committee that was tasked with implementing Solid Waste Environment Exigency Programme (SWEEP). This June 1, the SWEEP mandate officially came to an end. According to MCG records, the civic body spent nearly Rs 290 crore on sanitation in this period. Is the city cleaner for it? Yes. Is the job done? No. Though SWEEP managed to clean up last year's mess, waste collection and processing are still marked by ad hocism. Garbage dumps still pockmark the city, and construction and demolition waste lines roadsides in pockets. The corporation has not been able to meet National Green Tribunal-set targets to clear legacy waste from the Bandhwari landfill or find an alternative site. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 임플란트 29만원 이벤트 임플란트 더 알아보기 Undo And it's still struggling with waste collection from households and its proper segregation. Sanitary inspectors for monitoring MCG commissioner Pradeep Dahiya, who assumed office on May 7 this year, promises there will be visible improvements in three months. He says the corporation is formulating a detailed development strategy for the city and doesn't hesitate to admit that sanitation operations have been marred by "insufficient oversight". To address this concern, MCG has requested Haryana govt to appoint 144 assistant sanitary inspectors through Haryana Kaushal Rozgar Nigam. These inspectors will be tasked with overseeing sanitation operations and ensuring consistent cleanliness standards. Additionally, they will be responsible for monitoring deployment and utilisation of vehicles and equipment. "We are currently in the process of streamlining the system and changes will reflect within three months. The objective of hiring sanitary inspectors is monitoring to ensure our roads are swept regularly, machinery, vehicles, etc are utilised properly, and all sanitation work is carried out efficiently. Besides this, we have tenders for door-to-door waste collection and a separate tender for clearing garbage vulnerable points. My aim is to carry out result-driven tasks and change will be seen in three months," says Dahiya. There are currently 5,824 sanitation workers employed by MCG for the city. The urban local bodies (ULB) department has developed a solid waste management (SWM) portal and mandated the attendance of the sanitation staff through it based on which their salaries will be disbursed. New agencies, backup trash vans The civic body's current focus is on hiring agencies for door-to-door waste collection. For this, three agencies are to be hired since the city will be divided into three clusters for doorstep waste collection. The estimated cost of the project is Rs 424 crore and the duration of the contract is five years, with a two-year extension if work is satisfactory. "Once our doorstep waste collection is robust and contractors ensure waste collected is segregated at source and dumped only at designated waste collection points, waste won't be seen dumped along roads," a senior MCG official told TOI. ULB secretary Vikas Gupta has approved a proposal to hire 400 light commercial vehicles (LCVs), which will be deployed in each of the city's four zones for six months, or until a concessionaire is hired. The interim arrangement, estimated to cost Rs 12 crore, comes with specific instructions — the vehicles won't be authorised to collect user charges from residents. The state govt will decide on user fee collection once a dedicated agency is appointed, according to officials. Debris still awaits concrete solution For C&D (construction and demolition) waste management, MCG plans to use compact, movable processing units. MCG will also assess the possibility of obtaining land within the Global City development zone to set up a permanent C&D waste processing facility, according to sources. Additional commissioner-1 Yash Jaluka has been assigned to conduct a comprehensive evaluation of the functioning and efficiency of the city's only C&D waste processing facility at Basai. As a temporary solution to the construction waste problem, MCG has initiated the tender process to hire an agency to clear 6 lakh MT of debris piled along roads. For Bandhwari, MCG will prepare a comprehensive three-month plan to clear the landfill. MCG plans to identify a separate site to divert fresh waste. Two agencies, which are currently engaged in legacy waste processing, have been issued a show cause notice and warned that they will be blacklisted if work does not pick up pace. The agencies were contracted to process 14 lakh metric tonnes of waste out of which they have processed only 1.5 lakh MT. Local processing plan yet to move Decentralised waste processing is also in works to streamline the city's sanitation, says Dahiya. However, no concrete step has been taken yet in that direction. According to SWM rules, 2016, local authorities should set up material recovery facilities (MRFs) or secondary storage facilities with sufficient space to sort recyclable materials. This will enable informal or authorised waste collectors to separate and collect recyclable materials such as paper, plastic, metal, glass, textile, etc from waste, reducing the overall waste load that goes to the landfill and needs to be processed. Gauri Sarin, convener of a citizen's group called Making Model Gurugram, says she has shared a plan with govt for residential societies, plotted colonies, and commercial bulk waste generators to go for in-situ waste management. "We can significantly reduce the amount of waste monthly and yearly going to the landfill considering the large number of highrises bulk waste generators in Gurgaon. The second part of the plan that we have proposed is to have two to three CBGs (compressed biogas plants) in each zone. These can be 50 to 100 metric tonnes capacity. If MCG provides two acres of land in each zone, these can be easily established," adds Sarin.

Month left, but MCG scraps contracts of 53 sanitation workers

1 2 Gurgaon: MCG has discontinued the employment of 53 retired sanitation staff members. These workers were initially employed for a six-month duration from Jan 21 to July 20. But the authorities decided not to extend their work said these workers demonstrated "poor efficiency and inconsistent attendance in their duties". They added, these sanitation workers received approximately Rs 25,000 per month, resulting in annual savings of Rs 1.5 crore for MCG. MCG commissioner Pradeep Dahiya said, "We already have six agencies working for us. We have sanitation workers outsourced through these agencies for the manual sweeping of roads. We needed the services of these 53 retired sanitation workers when it was required." Following his appointment on May 7, Dahiya dismissed approximately 20 consultants, indicating that their services were no longer necessary for the organisation. Officials said MCG is working on cost reduction so that "these funds can be diverted" to hire the staff required in different departments. MCG has plans to hire 144 assistant sanitary inspectors through Haryana Kaushal Rozgar Nigam. Sources said MCG has received instructions from ULB to optimise its workforce allocation. MCG continues its ongoing staff restructuring exercise. Following the dismissal of approximately 20 consultants, the civic authority still has 17 consultants and specialists across departments.
