Haryana cabinet approves amendments to mineral mining rules
Agency: Chandigarh, Aug 1 (PTI) The Haryana Cabinet on Friday approved amendments to mineral mining rules which will enable the state to implement the Inter-State Transit Pass (ISTP) framework, an official statement said. As per the amendments, approved in the cabinet meeting chaired by Chief Minister Nayab Singh Saini, a fee of Rs 80 per metric tonne shall be levied on all vehicles transporting minerals into the state, irrespective of their ultimate destination or point of consumption. The fee shall be deposited through the relevant department's portal in such form and manner as may be specified, according to an official statement. Under the existing rules, mineral-laden vehicles destined for locations within Haryana face a levy of Rs 20 and those transporting minerals outside the state have to pay Rs 100 while crossing through the state. The cabinet also approved a revision of royalty rates under the Haryana Minor Mineral Concession, Stocking, Transportation of Minerals and Prevention of Illegal Mining Rules, 2012, for the ISTP framework. With this amendment, the levy of royalty on stone and boulder gravel will now be at Rs 80 per metric tonne. The implementation of ISTP framework is critical, given Haryana's geographic location and incoming mineral traffic from six neighbouring states, the statement said, adding that the state's priority is to prevent illegal mining and ensure efficient mineral transportation monitoring. 'Funds from ISTP fees will be utilised to develop infrastructure such as check posts and gates, surveillance cameras and Al-based tracking, QR-code enabled e-challan systems, other technologies for monitoring main roads and improving logistic support to enhance efficiency of transportation of mined materials from mining areas," it said. In another decision, the cabinet approved an amendment in the Haryana Legislative Assembly (Medical Facilities to Members) Rules, 1988. The amendment aims to extend medical facilities available for MLAs to their families as well as to the recipients of the family pension. Additionally, a provision has been inserted in the existing rules to grant a fixed medical allowance to members aged above 60 years, at the rate Rs 10,000 per month. In a relief to the allottees of the Haryana State Agricultural Marketing Board (HSAMB), the state government has decided that in cases where no-dues certificates (NDCs) have already been issued or conveyance deeds executed, and the project portfolio management software reflects a balance amount, only the pending principal amount as on the date of issuance of NDC or execution of conveyance deed will be recovered. Interest and penal interest in such cases will be waived, the statement said referring to the cabinet decision in this regard. As per the decision, allottees will be given one month from the date of notification to deposit the outstanding principal amount. Failure to deposit the amount within the stipulated time will entitle the HSAMB to take appropriate action as per the applicable rules. To ensure transparency, the policy will be applied uniformly to all similar cases. Allottees who have already availed benefits under any previous settlement scheme will not be illegible. Cases that have already been settled under any scheme or otherwise will not be reopened. Meanwhile, the cabinet also approved a proposal to further amendment the Haryana Sikh Gurdwaras (Management) Act, 2014 with a view to strengthening the legal framework governing the management of Sikh Gurdwaras in the state. These amendments aim to enhance transparency, ensure judicial oversight, and provide a clear structure for the declaration and administration of Gurdwara properties, the statement said. One of the key changes is the omission of Section 17(2)(c) of the Act, which previously empowered the Gurdwara Committee to remove its own members. This authority will now vest with the judicial commission under Section 46. In addition, Sections 44 and 45 have been substituted to grant exclusive jurisdiction to a newly constituted judicial commission to resolve disputes related to voter eligibility, disqualifications, service matters of Gurdwara employees and the selection or appointment issues concerning the Gurdwara Committees. In a formal letter addressed to the Governor of Haryana, Ambala MP has urged immediate reconsideration of the appointment. According to Chaudhary, a transfer/appointment order dated July 20, 2025, has placed an HCS officer in the role of Vidhan Sabha Secretary, bypassing the Haryana Legislative Assembly Secretariat Service Rules, 1981 (as amended). He stressed that the position has traditionally been held by senior Indian Administrative Service (IAS) officers, and appointing a junior officer with only nine years of service undermines the dignity and functioning of the state's highest legislative institution. 'The move not only disregards the rules but also demoralises senior officers and the Assembly Secretariat staff, who now find themselves reporting to a relatively junior appointee,' Chaudhary stated in his letter. He emphasised that the appointment sets a concerning precedent and could adversely affect the credibility and operational efficiency of the Assembly. 18th Lok Sabha sees rise in productivity, fewer disruptions: Speaker Om Birla
MANESAR: Ahead of the Monsoon Session of Parliament, Lok Sabha Speaker Om Birla on Thursday claimed that the 18th Lok Sabha has seen a rise in productivity and more meaningful debate due to a noticeable reduction in disruptions. He stated that democracy thrives through "dialogue, patience, and depth of discussion." Speaking at a first-of-its-kind national conference of Chairpersons of Urban Local Bodies, organised by the Lok Sabha in collaboration with the Haryana Legislative Assembly, Birla, who also inaugurated the event as chief guest, remarked that frequent disruptions — once a recurring feature — have significantly reduced in the Indian Parliament, thereby enhancing productivity and the quality of debate on the House floor. He further noted that the Lok Sabha has increasingly conducted late-night sessions and held long-duration debates, reflecting a more mature and responsible democratic culture. 'The members used to get placards to disrupt the proceedings of the House. The 17th Lok Sabha (2019–2024) was no different, but change was visible in the 18th Lok Sabha,' he said, urging all political parties to strive for fewer disruptions during House proceedings. Birla also cautioned that the public would "teach a lesson" to political parties that persist in disrupting proceedings. Stressing the role of urban local bodies (ULBs) in reinforcing democracy at the grassroots, Birla urged them to adopt structured procedures, including regular sittings, robust committee systems, and citizen engagement mechanisms, to bolster participatory governance in Indian cities. The two-day national conference, which commenced on July 3 at the International Centre for Automotive Technology (ICAT), marked a landmark initiative aimed at exploring how urban local bodies can contribute to constitutional democracy and nation-building through participatory governance frameworks.

Haryana cabinet okays new land purchase policy for development projects
The Haryana government on Thursday approved a new Land Purchase Policy for 'Development Projects, 2025' for buying land voluntarily offered to government departments, boards, corporations and government companies for development projects. An official spokesperson said that the new policy will provide a platform to landowners and prevent distress sale of land. The spokesperson said that the landowners can participate in decision making of the government projects by offering their lands and getting optimum price of the same. Haryana chief minister Nayab Singh Saini chairs the cabinet meeting in Chandigarh on Thursday. (HT) Earlier, the government had notified a policy for purchase of land voluntarily offered to the government for development projects. However, the spokesperson said, it was felt that there is a need to further make the policy more holistic by including some provisions relating to giving incentives to the aggregators who have made efforts towards aggregation and empanelment of the aggregators through online portal by issuing a consolidated policy which will supersede the 2017 policy. Policy relaxed for battle casualties' kin The cabinet relaxed the time-bar condition in the compassionate appointment policy for dependents of Haryana's battle casualties. Earlier limited to three years from the 2014 policy start, the relaxation will benefit eight pending cases. Eligible dependents can now be appointed to Group B, C, or D posts based on eligibility. Travel allowance for former MLAs Every former MLA in Haryana will now receive up to ₹ 10,000 monthly as special travel allowance for journeys across the country. The cabinet approved this via an amendment to Section 7-C of the Haryana Legislative Assembly (salary, allowances, and Pension of Members) Act, 1975. Haryana ACB renamed The cabinet approved renaming the Anti-Corruption Bureau as the 'State Vigilance & Anti-Corruption Bureau, Haryana,' to better reflect its expanded role and mandate. More casual leaves for women staff All regular female state employees in Haryana will now get 25 casual leaves annually, up from the earlier 20. Compensatory leave for Group C, D staff The Cabinet amended leave rules allowing Group C and D employees compensatory leave for working on notified holidays. It must be used within a month, or within 15 days if the earlier request is denied. The leave can be clubbed with holidays or station leave. HRA for families of deceased staff Under new rules, families of deceased government employees can receive house rent allowance (HRA) for two years post-demise or retain official accommodation for the same period at standard rates. The HRA will not be paid if housing is surrendered voluntarily before the period ends. Commuted pension restored after 15 years The cabinet amended pension rules allowing restoration of the commuted portion of pension after 15 years of retirement. This brings Haryana's pension policy in line with long-standing demands from pensioners and ensures financial relief in later retirement years. Royalty on minerals doubled Royalty on stone has been raised from ₹ 45 to ₹ 100 per tonne, and on sand from ₹ 40 to ₹ 80 per tonne. An inter-state mineral transport fee of ₹ 100 per tonne was also approved to enhance revenue and regulate movement of minerals. Gurdwara management panel rules An amendment to Rule 89 of the Haryana Sikh Gurdwara Management Committee Rules now allows aggrieved parties to challenge commissioner orders in the high court within 30 days, replacing the earlier general provision of appeal in any competent court. HSSC chairman gets secret funds powers The HSSC chairman is now authorised to spend on secret service functions such as question paper creation, CBTs, online scrutiny and technical audits. The amendment in financial rules aims to ensure recruitment integrity amid evolving technological needs. New department of future approved The cabinet approved creating a 'Department of Future' to coordinate long-term strategies, technological foresight, and integrated policy planning aligned with Vision 2047. The department will help Haryana prepare for future challenges and inclusive economic growth, targeting a $1 trillion economy. Scholarship scheme Haryana will offer scholarships to children of army and paramilitary personnel killed in action. Students in Classes 6–12 will receive ₹ 60,000 annually; graduation-level ₹ 72,000; and postgraduates ₹ 96,000. A total of ₹ 1.31 crore will be disbursed to 189 students under this initiative. 75% ATO posts to be filled through HPSC To enhance treasury operations, the cabinet decided that 75% of assistant treasury officer (ATO) posts will be filled via Haryana Public Service Commission. Only 25% will now be promoted internally, increasing merit-based recruitment in financial departments. Pension inclusion for disabled children The cabinet amended pension rules for staff of aided colleges, allowing mentally or physically disabled children of employees to receive family pension, regardless of age or dependency criteria, promoting inclusivity in welfare measures. Rationalisation Commission report accepted The cabinet gave in-principle approval to the Rationalisation Commission's restructuring recommendations for 16 departments. Five departments—PHED, irrigation, mines & geology, horticulture and urban local bodies—will pilot the implementation to streamline posts and improve administrative efficiency.
