Cop sacked over ‘evil soul' leave, HC upholds dismissal
Chandigarh: The Punjab and Haryana high court has upheld the dismissal of a Haryana Police constable who sought reinstatement after prolonged absence, citing "evil soul/black magic treatment by a tantrik" (exorcist) in his medical records. Justice Jagmohan Bansal, while dismissing the petition filed by Arshad, observed that a disciplined force like the police "cannot retain any indisciplined member". The court noted that the cop remained absent from duty on 42 occasions for around 300 days out of his 12-year police job. "If the alleged offence was his first offence, this court could consider the principle of proportionality and ask the respondents to reconsider the quantum of punishment. However, as noted above, the petitioner was a habitual offender and was punished more than once," the court observed Arshad joined the Haryana Police as a constable on April 6, 2012. On Jan 12, 2023, he proceeded on one week's leave. When he did not rejoin duty, he was placed under suspension via an order dated Sept 1, 2023. An inquiry officer was appointed, but Arshad did not participate, leading to an ex parte finding of guilt. He was dismissed from service on June 20, 2024, a decision upheld by the appellate authority. The authority, however, noticed that some of the medical documents produced by the cop belonged to treatment of "evil soul/black magic by a tantrik". Challenging his dismissal, Arshad's counsel argued that his absence was not "the gravest misconduct" warranting dismissal under Rule 16.2 of the Punjab Police Rules, 1934, applicable in Haryana. The counsel contended that courts have often ruled that absence from duty does not constitute the "gravest misconduct" for dismissal.

Last Updated: A Bengali-speaking local resident from Gurugram claimed that the Bengali accent of most of the domestic staff working there is more akin to that of Bangladesh. In a strange incident from Gurugram, particularly Ardee City, has come under the spotlight when the entire domestic staff, including the maids, cook and the cleaning guy, went missing altogether. Their sudden disappearance has caused concern and confusion among the residents, with many claiming that their cleaners and cooks have gone missing since Sunday, and waste collection has come to a halt. Taking to Reddit, a Gurugram resident brought the issue into light and wrote, 'Since Sunday, there has been an issue we are all facing in Ardee City, the maids and cooks have vanished suddenly and their cells are not reachable as well. The garbage collection guy is not coming, though. What is the reason?" Immigrants From Bangladesh/Myanmar? The incident could be linked to an immigration drive on undocumented immigrants, primarily from Bangladesh and Myanmar, who are allegedly working as domestic servants in the city. Several users reported that immigration authorities and police conducted surprise checks in areas populated by domestic workers, particularly those who spoke Bengali or claimed to be from West Bengal. How Did Social Media React? As soon as the user dropped the post, several local residents shared their reactions, with many claiming that the immigration drive has made the domestic staff flee from Gurgaon. A Reddit user shared, 'It is all around Gurgaon. The immigration check for people, notably domestic help and sanitation workers, is forcing them to leave Gurgaon." Another one wrote, 'Police have cracked down on some of the areas where a lot of Bengali helpers live and detained some claiming they are Bangladeshi. Few others have fled to their villages out of fear of mistreatment and forced nabbing by police." 'My cook couldn't even speak Bengali despite labelling herself as one," claimed one Redditor, while another, a long-time Bengali resident of Gurgaon, said, 'Most of their Bengali accent is not from West Bengal but more akin to Bangladesh. I think a crackdown is happening." A Person shared, 'They're detaining them, 90 percent of them are illegals from Bangladesh. My maid is also one and she told us that this is happening and she's scared." Another one shared that these people are being put into detention centers in Manesar. 11 Bangladeshi Nationals Being Deported According to The New Indian Express, more than 200 people from West Bengal, suspected of being illegal migrants, have been detained in Gurugram and taken to four detention centres. Their documents are now being verified. Haryana gears up for CET exam on July 26-27, free bus service to tight police security arrangements
From free bus service, adequate police deployment to traffic diversions, the Haryana government has made all the arrangements for the Common Eligibility Test (CET) scheduled to be held across the state on July 26 and 27. Those who clear this examination, conducted by the Haryana Staff Selection Commission, will figure on the merit list for government recruitment at various levels. 'All necessary arrangements have been made for the CET. For convenience of candidates, special bus service has been arranged to ensure smooth transportation to examination centres. To support female candidates, one accompanying family member shall also be allowed to travel free of cost in the buses,' said Chief Minister Nayab Singh Saini. A spokesperson of the transport department said, 'Transport department has been entrusted with the responsibility of ensuring safe transport for the candidates coming to examination centres and going back home after appearing in the CET Group-C examination scheduled to be held across the centres set up in all districts and in Chandigarh. Around 12,000 buses will be deployed, operating in accordance with both examination sessions each day. For the morning session (10:00 am – 11:45 am), transportation will be provided to the candidates to the nearest examination centre bus stop by 7:00 am, and for the afternoon session (3:15 pm – 5:00 pm), by 12:00 noon. Wherever feasible, free shuttle service will also be arranged to take candidates to the final examination venue from the drop-off points.' 'To avail themselves of the benefit, only the admit card needs to be shown by the passengers. All candidates are advised to reach their nearest depot/sub-depot bus stand well before the departure time to make full use of the free transportation service being provided by the government,' the spokesperson added. 'Due to the heavy deployment of buses for examination duty, only limited buses will be available for the general public on these two days. Hence, the public is requested to travel only for urgent purpose,' the spokesperson said. The Haryana State Transport operates around 4,000 buses from 24 depots and 13 sub-depots, covering nearly 11 lakh kilometres daily and serving approximately 10 lakh passengers each day. The Haryana Police too has made comprehensive security arrangements across the state. Director General of Police Shatrujeet Kapur issued necessary instructions to senior police officers in all districts. On the day of the examination, Section 163 of the Bharatiya Nyaya Sanhita (BNSS) will be enforced within a 500-metre radius of all examination centres. 'All district police chiefs will inspect the examination centres a day prior to the exam along with the respective Deputy Commissioners and will personally patrol on the day of the exam to ensure that the recruitment examination is conducted fairly and without any disruptions. Additionally, Deputy Commissioners have been directed to appoint an adequate number of duty magistrates for the exam. Instructions have stated that a large number of candidates arrive at the respective stations by train or bus the evening before the exam and then travel via auto-rickshaws and taxis to hotels and lodges near the examination centres. To avoid disorder due to the crowd, additional traffic duties have been directed to be deployed. The district police have been directed to establish checkpoints and inspect all suspicious vehicles arriving from outside the city starting from the evening before the exam. This activity will continue until the completion of the examination,' the police spokesperson said. 'Only authorised persons are allowed entry into the examination centres. Invigilators inside the examination halls will not be allowed to carry mobile phones or electronic gadgets,' the spokesperson added. No vehicles will be allowed to be parked within a 200-meter radius of the examination centres. On the day of the exam, photocopy/printing shops near the centres will be ordered to remain closed. During the examination, the district police will communicate exclusively through local wireless networks. DGP Kapur has appealed to the citizens of the state, candidates, and their guardians to cooperate with the police and immediately report any suspicious activity to 112 or the local police. He assured that the Haryana Police is fully committed to ensuring that CET-2025 is conducted in a fair and peaceful manner.

Over 200 suspected 'illegal migrants' detained in Gurugram; 10 Bangladeshi nationals identified
CHANDIGARH: More than 200 individuals from West Bengal, suspected to be illegal migrants, have been detained in Gurugram and sent to four holding centers in the city, where their documents are being verified. Additionally, ten Bangladeshi nationals living illegally in India have been identified, and the process of deporting them has been initiated by the Haryana Police. According to sources, the Gurugram Police launched a verification drive that has been ongoing for the past week. So far, around 300 people have been detained and sent to holding centers set up at community centres in Badshahpur, Sector 10A, Sector 40, and Sector 1 in Manesar. On Tuesday, the district administration appointed naib tehsildars as in-charges of these centers. People whose documents are found to be valid are being released. "During the verification process, ten individuals were identified as Bangladeshi nationals. Some Indian documents were also recovered from them, along with Bangladeshi documents, confirming their illegal stay in India,' an official said. He added that several Bangladeshi and Rohingya individuals had acquired Aadhaar cards and other Indian identity documents by using local addresses in Gurugram, most commonly rented properties. These ten individuals will soon be handed over to the Border Security Force (BSF) at the Bangladesh border, via train or bus. The BSF will ensure their return to Bangladesh. 'This process is being conducted to identify illegal immigrants,' said a senior police officer, who dismissed reports that migrant workers from West Bengal and Assam were being targeted. He confirmed that eight illegal immigrants, suspected to be from Bangladesh, have been identified so far, with more under verification.

Agency: Chandigarh, Jul 24 (PTI) Haryana Police made thorough security arrangements across the state to ensure that the Common Eligibility Test (CET) examination to be held on Saturday and Sunday is conducted peacefully and transparently. According to an official statement issued on Thursday, Director General of Police Shatrujeet Kapur has issued necessary instructions to senior police officers in all district for the fair conduct of CET. On the day of the examination, prohibitory orders under Section 163 (power to issue orders in urgent cases of nuisance or apprehended danger) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 will be imposed and enforced within a 500 metre radius of all examination centres. All district police chiefs will inspect the centres a day prior to the exam along with the respective deputy commissioners and will personally patrol on the day of the exam to ensure that the recruitment examination is conducted fairly and without any disruptions, it said. The state government has directed the deputy commissioners to appoint an adequate number of duty magistrates for the exam. Haryana Police said a large number of candidates will arrive at the respective stations by train or bus the evening before the exam and then travel via auto-rickshaws and taxis to hotels and lodges near the examination centres. On Tuesday, Haryana Chief Minister Nayab Singh Saini had conducted a review of arrangements for the CET examination. The exams are to be conducted for the 'Group-C" posts recruitment under the Haryana Staff Selection Commission (HSSC). Saini had appealed to the general public 'to avoid unnecessary travel on July 26 and 27, the days of the CET examination, in order to maintain a smooth and uninterrupted traffic system, thereby facilitating hassle-free movement for the candidates." The chief minister had been informed by the officials during the meeting on Tuesday that approximately 13.48 lakh candidates are eligible to appear in the examination this year and a total of 834 examination centres have been set up across the state.
