New Delhi: In a major development, the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and the Haryana Shahari Vikas Pradhikaran (HSVP) will commence the land acquisition process for development projects through the e-Bhoomi portal starting today. The authorities will acquire 9,000 acres of land from nine villages in Faridabad and Palwal. The government will establish an industrial city along the Greenfield Expressway being built from the Delhi-Mumbai Expressway to Noida International Airport. It is important to note that this industrial city will be developed by HSIIDC. In addition, the Haryana Shahari Vikas Pradhikaran is also planning to expand the scope of its sectors. For this, 4,500 acres of land will be acquired from 18 villages of Greater Faridabad. In these villages, sectors 94A, 96, 96A, 99, 100, 101, 102, 103, 140, 141, and 142 will be developed. For land acquisition through the e-Bhoomi portal Camps will be held on August 13, 2025, under Tehsil Ballabhgarh at Sahupura village at 11 AM, Sotai at 12 PM, Sunped at 1 PM, Jajru at 2 PM, and Malerna at 3 PM. On August 19, 2025, under Tehsil Tigaon, camps will be held at Jasana village at 11:00 AM, Tajpur at 12:00 PM, Faridpur at 1:00 PM, Bhuapur at 2:00 PM, Tigaon at 2:30 PM, Fattupura at 3:00 PM, Bhainsrawali at 3:30 PM, Shahbad at 4:00 PM, Sadpura at 4:30 PM, and Dhahkaula at 5:00 PM.

HSVP to repair, not demolish, 1,088 Sector 47 EWS flats
The Haryana Shahari Vikas Pradhikaran (HSVP) will soon repair and allot 1,088 economically weaker section (EWS) flats in Sector 47, reversing its earlier decision to demolish them, the authority has said in a reply to a complaint filed by a city-based activist. The flats were constructed on 14 acres at a cost of about ₹ 41.73 crore. (HT Photo) The repair work has been estimated to cost ₹6.83 crore, and tenders have been floated, HSVP officials said. 'Bidders can apply till August 20,' the authority noted in its reply dated August 7. The clarification came in response to a complaint filed by Gurugram-based lawyer Abhay Jain on the CM Window and PM Window. 'I had sent a complaint to Prime Minister Narendra Modi and Chief Minister Haryana on 11 June 2024 regarding this matter. Strict cognisance has been taken by the PMO on his complaint. Answers were sought from the concerned officials. It has been decided that these flats will not be demolished,' Jain said in a statement on Monday. The HSVP said in its reply, 'In this regard, it is intimated that there is no higher authority direction to demolish the Ashiana flats situated in Sector-47, Gurugram. However, it is submitted that the rough cost estimates for special repair of these flats have been approved, and work will be carried out after allotment.' The matter, it added, is also sub judice. Built under the Ashiana scheme 15 years ago, the flats were constructed on 14 acres at a cost of about ₹41.73 crore. Initially meant for residents whose houses were to be demolished for development work, they were later earmarked for allotment to the below poverty line (BPL) category. HSVP received around 1,100 applications, but allotments stalled due to eligibility issues, rule changes, and litigation. In 2022, the authority decided to demolish the Sector-47 flats, monetise the land for commercial or residential use, and build replacement EWS housing in Sector 9. That plan, however, failed to take off, and the condition of the Sector-47 units deteriorated. Last year, HSVP reiterated its intent to raze the buildings, prompting opposition from activists. The latest decision to retain and repair the flats marks a significant policy reversal.

HSVP panel to clear land disputes on SPR, Dwarka E-way
The Haryana Shahari Vikas Pradhikaran (HSVP) has formed a committee to look into the ownership of land along developing sectors, its revenue details and the legal aspects related to these specific stretches, which have either not been acquired by government agencies or remain disputed, HSVP officials said. The town planning department, when asked about the issue, said that they will mark all the locations given by the land acquisition department on the map as required by the HSVP (Parveen Kumar/HT Photo) Based on the data found, HSVP will reach out to the owners individually and take steps to acquire the land either through land pooling or through transfer of development rights (TDR). In case the matter is in court, the cases will be pursued so that these bottlenecks are resolved, the officials said. To be sure, the government agency has decided to form the committee in an attempt to clear bottlenecks in the construction of sectors roads in developing sectors along the Southern Peripheral Road (SPR) and the Dwarka Expressway. HSVP (Gurugram) administrator, Vaishali Singh, said that in cases where land has not been acquired, the land acquisition officer has been asked to identify the exact revenue details, and to share information on how much land has been acquired and also submit the reasons for non-acquisition of land. The district town planner, Gurugram, has been told to mark the location on a layout plan, she added. 'We are working with GMDA, the district administration and other stakeholders to identify these land patches so that these issues can be resolved. These issues have been categorised and the committee has even asked for a database,' said Singh. According to the HSVP, land has not been acquired for construction of 380 metres of Sector 72/72A road, for construction of 400 metres of the Sector 73/74 road, for construction of 50 metres of the outer Sector 70A road, 80 metres of Sector 81/81A road, 70 metres of Sector 102 and Sector 103 road, and 1,713 metres of Sector 107 and Sector 108 road. According to the authority, four more master sectors roads are affected due to litigation issues, and directions have been issued to either take steps to get a stay on cases vacated and file latest legal status of the court cases, so that these can be pursued aggressively in courts. 'We will be pursuing the land owners to acquire this land through either TDR or through e-bhoomi portal. Construction and completion of these roads is crucial for connecting old and new Gurugram,' Singh said. She added that in the last six months they had managed to remove hindrances and bottlenecks from 11 points across the city, and the land has been handed over to GMDA for construction of roads and building other infrastructure. The locations included master sector roads of Sector 82/82A, Sector 70-71 Rambir ki Dhani, Sector 85/86, outer road of Sector 79, Sector 79/79A, Sector 78/79, Sector 9B/37C, Sector 78/80, Sector 88/89 Sector 81/82 and Sector 71/73, she said. The town planning department, when asked about the issue, said that they will mark all the locations given by the land acquisition department on the map as required by the HSVP. 'We will work with the authority to resolve these land issues. All locations will be marked on layout plans,' said Praveen Chauhan, district town planner, Gurugram.

The tender will be floated soon, and construction will start once the work is allotted," a GMDA official said. As per the 350-metre land parcel allotted, GMDA had to make a minor realignment of the remaining stretch, but the project's revival has raised hope among residents. "In the absence of road connectivity, we have to take either Dwarka Expressway or the Pataudi-Rampura Road to reach Sector 83. We are hopeful that the promise of proper road connectivity will finally be delivered.
