Shura Council concludes participation in 6thWorld Conference of Speakers of Parliament
QNA Geneva The Shura Council'sparticipation in the Sixth World Conference of Speakers of Parliament,which was held in Geneva over three days has concluded. The conference was held under the theme: 'A World in Turmoil: Parliamentary Cooperation and Multilateralism for Peace, Justice, and Prosperity for All'. The Council's delegation to the conference was led by Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim. Conference participants discussed a number of key issues, including: promoting justice and equality, reviewing progress in implementing the 2030 Sustainable Development Goals, exploring ways to enhance youth participation, and developing the role of parliaments in confronting multiple crises. In the final declaration of the conference, the Speakers of Parliament collectively reaffirmed their commitment to upholding the values of peace, justice, and prosperity through the advancement of effective parliamentary cooperation, the promotion of parliamentary diplomacy, and the guarantee of respect for international law and the principles of the United Nations Charter. They emphasised expanding the role of parliaments in global governance, warning that the world is undergoing an unprecedented state of turmoil reflected in the proliferation of conflicts, erosion of multilateralism, rise of nationalism and protectionist policies, spread of misinformation, lack of accountability, increasing fragility of governance systems, continued poverty, widening inequality, lack of climate security, and declining representation of women, youth, and vulnerable groups in decision-making positions. The declaration stressed that addressing these challenges requires major policy transformations based on shared human values, broader participation in international processes, and substantial reforms in the international system, particularly in the United Nations, the Security Council, and global financial institutions. It called for the full respect of sovereignty principles, the building of fair and transparent institutions, enhancement of security, provision of a secure and balanced digital infrastructure, empowerment of women and youth, achievement of climate justice, eradication of poverty, promotion of green and circular economies, and investment in health, education, and social infrastructure, as well as combating all forms of discrimination. It also underscored the importance of integrating the 2030 Sustainable Development Goals (SDGs) into national strategies and policies, combating misinformation, supporting community engagement, and initiating parliamentary hearings on the root causes of insecurity, such as climate change, poverty, discrimination, and lack of justice. The declaration emphasised the need to strengthen parliamentary participation in the work of the United Nations and intensify cooperation with its bodies and agencies, drawing upon the Charter for the Future, the Global Digital Compact, and the Declaration for Future Generations. It called for a strong parliamentary role in monitoring the implementation of major international agreements and overseeing government positions. The declaration further highlighted the importance of fostering a culture of dialogue and openness within parliaments, establishing committees focused on future-related issues, active engagement in the use of modern technologies, upgrading parliamentary skills, and leading inclusive legislative processes that embrace all societal voices. It affirmed the close partnership between the Inter-Parliamentary Union and the United Nations as a key to building a more peaceful, just, and equitable world for current and future generations.

Qatar continues to play key role in peaceful conflict resolution: Shura speaker
QNA Geneva Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim has affirmed the State of Qatar's continued pioneering role in supporting and establishing the principle of dialogue and conflict resolution through mediation and peaceful means. Al Ghanim said this approach is a consistent choice enshrined in the State's Constitution and is based on international laws and conventions. Al Ghanim, in a speech delivered during his participation in the Sixth World Conference of Speakers of Parliament held in Geneva under the title 'A world in turmoil: Parliamentary cooperation and multilateralism for peace, justice, and prosperity for all,' expressed Qatar's commitment to international partnership and cooperation. This is embodied in its readiness to host the second World Summit for Social Development next November and through its keenness to strengthen social cohesion, achieve comprehensive and sustainable development, and support the most vulnerable groups, especially in light of escalating economic and climate crises. He pointed out the increasing challenges facing the world, especially as the expansion of conflicts and security threats highlights the failure of the international system and raises doubts about the effectiveness of its institutions in enforcing compliance with international law and halting violations, particularly in conflict zones, foremost among them Gaza and the rest of the occupied Palestinian territories. In this context, the Shura Council speaker emphasized the responsibility of parliamentarians to confront the escalating humanitarian catastrophe in Gaza, which has been subjected to genocide crimes by the Israeli occupation forces for more than twenty-two months amid the international community's inability to stop them or protect civilians. He condemned the ongoing killings, the comprehensive blockade imposed on the Strip, and the systematic starvation policy used by Israel against civilians, stressing that the world's silence on the cries of children and the suffering of mothers undermines the values of justice and humanity. Al Ghanim, in his speech, called for restructuring international organisations that have failed to fulfill their role in achieving international peace and security and restoring the ethical and humanitarian dimension in international positions and championing justice. He stressed that parliaments are required to translate the international community's commitments into effective oversight and legislative tools that reflect the conscience of the living nations and support just causes. He also pointed out that the responsibility of parliaments requires a clear stance on the wars and tragedies the world is witnessing, especially famine and the deliberate targeting of women and children in Gaza. He said that the death of children from hunger is a disgrace for the international community and humanity, and called upon parliamentarians around the world to stop the crimes and killings in Gaza. On the sidelines of the conference, Al Ghanim met with Speaker of the Islamic Consultative Assembly in the Islamic Republic of Iran Mohammad Bagher Ghalibaf, where parliamentary relations and ways to enhance them in various fields were discussed, along with exchanging views on key issues on the conference agenda. Earlier on Wednesday, the Shura Council speaker participated in a briefing session for Speakers of Parliament on the United Nations reform initiative, which included a comprehensive presentation of the initiative's goals aiming to make the United Nations more just, effective, and responsive to escalating global challenges. During the session, views were also exchanged among parliament speakers on the importance of enhancing transparency and inclusiveness within the UN system and the role of legislative institutions in supporting reform paths that contribute to achieving international peace and security and sustainable development. In the same context, members of the Shura Council participated in discussion panels at the conference, including one titled: 'Fast-forwarding the SDGs through Parliamentary Action,' and another titled 'The Role of Parliaments in Shaping Our Digital Future.'

Shura Council participates in 6th World Conference of Speakers of Parliament in Geneva
Geneva The Sixth World Conference of Speakers of Parliament began in Geneva on Tuesday, with the participation of a delegation from the Shura Council headed by Speaker of the Council HE Hassan bin Abdullah Al Ghanim. The conference will run for three days. This year conference includes several panel discussions on women's and youth participation in parliamentary work, achieving the Sustainable Development Goals by 2030, and the role of parliaments in digital transformation. The opening session featured addresses by a number of speakers of parliament and representatives of international organisations, who stressed the importance of strengthening parliamentary cooperation and multilateralism in facing the unprecedented challenges confronting the world. They pointed out that parliamentary cooperation is urgent in the current era amid the spread of armed conflicts, growing security threats, and the erosion of the principles of international law. The speakers also emphasized the role of parliaments in promoting dialogue, defending justice, and contributing to restoring balance to the current international order. On the sidelines of the conference, Speaker of the Shura Council met with Chairman of the Senate of the Islamic Republic of Pakistan Yusuf Raza Gilani. The meeting dealt with ways to strengthen parliamentary relations between the two countries and included an exchange of views on prominent regional and international issues, foremost among them the Palestinian cause. In this context, Al Ghanim reaffirmed the State of Qatar's firm and unwavering support for just causes, particularly the Palestinian cause, stressing the importance of coordinating parliamentary positions in international forums to contribute to enhancing international peace and security. For his part, the Chairman of Pakistan's Senate praised Qatar's efforts, especially its humanitarian and diplomatic role in Gaza, commending its ongoing endeavors to achieve a ceasefire, alleviate civilian suffering, and push toward peaceful solutions that safeguard the rights of the Palestinian people. Earlier in the day, the Speaker of the Shura Council participated in a high-level meeting held on the sidelines of the Sixth World Conference of Speakers of Parliament on upholding international law and the un charter. The meeting discussed the risks arising from the systematic erosion of international legal norms and repeated violations of the principles of the UN Charter, particularly through unilateral military interventions and economic coercion. As part of the conference activities, Deputy Speaker of the Shura Council HE Dr Hamda bint Hassan Al Sulaiti took part in the first panel discussion on women's and youth participation in parliaments in times of polarization and adversity. In her remarks, she affirmed that the State of Qatar attaches special importance to the participation of women and youth in public life, considering it an urgent necessity to foster equal opportunities and enhance active participation in decision-making. She stressed that the State of Qatar is moving forward in achieving human development in line with the goals of Qatar National Vision 2030 and the national sectoral strategies, which emphasize that human development. That includes the empowerment of women and youth, a fundamental pillar for advancing society and achieving sustainable development. She noted that the State of Qatar has launched innovative initiatives that support the empowerment of women and youth, raise their political awareness, and strengthen their presence and participation in decision-making. She also referred to the Doha Parliamentary Youth Forum, organized by the UN Office of Parliamentary Engagement in Preventing and Countering Terrorism in November of last year, with the support of the Shura Council. She explained that the forum, which witnessed wide participation from students, parliamentarians, and experts from Qatar and around the world, served as an effective platform for enhancing the role of youth in policy-making.
