Caerphilly Senedd seat stated vacant after Hefin David death
The Caerphilly constituency was made vacant on August 12 following the sudden death of Hefin David MS, aged 47.
A medical emergency was reported around 6.55pm on Tuesday, August 12, where the Welsh Ambulance Service confirmed Mr David's death.
A by-election must now be held and will take place within three months of the vacancy.
Elin Jones MS, Llywydd of the Senedd, said: "In accordance with my duty under Standing Order 1.9 and Section 10 of the Government of Wales Act 2006, I declare that the seat of Caerphilly became vacant on August 12, 2025 following the death of Hefin David, the Member of the Senedd returned for that Senedd Cymru constituency."
Tributes have since poured in from across the political spectrum for Mr David, who was described as a dedicated public servant and a 'much-loved member of the Labour family.'
Welsh Labour leader Eluned Morgan said: "He served Caerphilly as a councillor and a Member of the Senedd with pride and passion.
"He was an outstanding politician, warm and enthusiastic and a great communicator – especially on behalf of his constituents.
"He will be greatly missed."
Prime Minister Sir Keir Starmer said: "He was a powerful voice for the people of Wales and a committed public servant, who dedicated his life to making sure every person and community in Wales had the opportunities and support they deserve.
"Our hearts are with his family and those who knew and loved him at this painful time.
"May he rest in peace."
Mr David was elected as MS for Caerphilly in 2016 and previously served as a councillor for the St Cattwg ward.
He was recently selected as Labour's lead candidate for the new Blaenau Gwent Caerffili Rhymni seat in the next Senedd election.
His partner, Vikki Howells MS, represents Cynon Valley and serves as higher education minister in the Welsh Government.
The Llywydd will now begin discussions with the returning officer for Caerphilly to set a date for the by-election.
A further statement will be made once the date is confirmed.
