MANITOWOC COUNTY – Hello, it's your friendly neighborhood watchdog reporter here and I am looking for your questions about local government, education and more. Most of the time, I'm following the stories as they pop up. I'll report on road construction projects in the summer and municipal budgets in the fall and local elections every spring. It's all information that a well-read citizen needs to know, but I also wonder if sometimes I'm a little too close to the subject to realize what real people want to know. Even though we don't have a physical office in the county anymore, I'm still around to pound the pavement and chase down facts and perspectives for the hundreds of articles I've written as a community reporter. The stories I've covered range from the federal court case of a local doctor accused of using his medical practice to traffic drugs, to local impacts of climate change on Lake Michigan. I've covered every local election since 2016, and if you look into my history, you'll find at least two articles on the strange and inexplicable, such as UFO sightings. Former Mishicot teacher Ryan Schroeder faces 2 federal charges of producing child porn

MANITOWOC – Ryan S. Schroeder, a former Mishicot High School physical education teacher and track and cross country coach, has been indicted on two federal charges of producing child porn. The indictment has been sealed to the public and no hearings are scheduled in his case yet. The charges were filed May 20. Schroeder, 37, is already facing 19 felonies in Manitowoc County Circuit Court related to sexually assaulting a student at Mishicot High School while he was a teacher and coach. According to the criminal complaint, law enforcement claims Schroeder admitted to sexually assaulting a student more than 50 times over a period of two years. He was arrested April 16 after an investigation that started when Manitowoc County Sheriff's Office received reports of alleged inappropriate behavior with students. Schroeder, the criminal complaint said, admitted to law enforcement he would bring his victim, who was 14 years old when the assaults started, to various locations throughout Manitowoc County, including Mishicot High School, where he would sexually assault them. More court news: Manitowoc man arrested May 14 faces 10 counts of possessing child pornography The complaint also said Schroeder admitted to keeping pornographic photos of his victim through his Snapchat account. Law enforcement officials found more than 60 sexually explicit photos and videos of his victim in a hidden Snapchat folder and 18 more in a deleted folder. A second victim was mentioned in the complaint, which said Schroeder admitted to sending 10 sexually explicit photos of himself to the second victim through Instagram since February, and said he received 10 sexually explicit photos from the victim. The complaint does not provide the victim's age. Schroeder has been charged with repeated sexual assault of same child, second-degree sexual assault of child, child enticement, sexual assault of student by school staff, two counts of child sexual exploitation, cause a child age 13-18 to view sexual activity, use a computer to facilitate a child sex crime, and 10 counts of possession of child pornography. Multiple charges are Class C felonies, which carry a punishment of up to 40 years in state prison and a maximum fine of $100,000. He appeared in Manitowoc County Circuit Court for an initial appearance April 21 and is expected to appear in court for "further proceedings" June 6. Schroeder is being represented by attorney David J. Pawlowski in the charges through the Manitowoc County Circuit Court. That case is being prosecuted by Assistant District Attorney Angelina Scarpelli and presided over by Judge Mark Rohrer. No attorney is listed yet for Schroeder in his federal charges. Alisa M. Manitowoc man arrested May 14 faces 10 counts of possessing child pornography

MANITOWOC – A 27-year-old Manitowoc man was arrested May 14 on suspicion of uploading 137 files of child pornography to his Google account. According to the arrest record, the files uploaded triggered a CyberTip of suspected child pornography that was sent to a detective with the Manitowoc Police Department. The police connected the reported Google account to Zachariah R. Breihof. Read more: Manitowoc's top news in April included election results, a new superintendent & more During a search of Breihof's residence, police also found firearms and journal notebooks labeled "Zach B's Journal/Fantasy Log." Entries in the notebooks detail sexually explicit fantasies, along with a description of what triggered the fantasies and why they are inappropriate. Breihof was charged in Manitowoc County Circuit Court with 10 counts of possession of child pornography and one count of possession of a firearm while convicted of a felony. He is in custody at Manitowoc County Jail on a $25,000 cash bond and is expected to appear for an initial appearance May 19. No defense attorney is listed for Breihof. Wisconsin Maritime Museum to honor Manitowoc-made USS Lagarto in remembrance ceremony

MANITOWOC – Wisconsin Maritime Museum will host a public ceremony to mark the 80th anniversary of the loss of USS Lagarto, a submarine built in Manitowoc during World War II, and the 20th anniversary of the submarine's discovery. "The tribute honors the 86-man crew who were lost on May 3, 1945, during Lagarto's second war patrol in the Pacific," the news release from Wisconsin Maritime Museum said. The ceremony will take place at 1 p.m. May 3 and include patriotic music, a reading of the names of the lost crew, a flower placement and the tolling of a memorial bell. Read more: Remembering Manitowoc subs lost during WWII The program also includes a flag presentation to the family members of a Lagarto crew member and a salute from USS Cobia. Lagarto was the 21st of 28 submarines built in Manitowoc during World War II. The keel was laid on Jan. 12, 1944. She was launched on May 28, 1944, and was commissioned Oct. 14, 1944. The submarine made two war patrols, during which she sank a Japanese submarine. Lagarto was ultimately sunk by the Japanese minelayer Hatsutaka in the Gulf of Thailand, a ship that had also depth-charged USS Cobia, according to the Wisconsin Maritime Museum. The Hatsutaka was later sunk by USS Hawkbill, a fellow Manitowoc-built submarine. The Wisconsin Maritime Museum collaborated with professional divers to study the site and spent more than a decade locating and connecting with the families of the lost crew. "Today, the USS Lagarto is honored as the official state boat of Wisconsin, a lasting tribute to her story and the men aboard," the news release said. Alisa M.
