Dubai Community Contributions Establishment (JOOD) has taken a significant step toward shaping the future of humanitarian efforts in the emirate, hosting its inaugural JOOD Retreat to align public and private sector roles under a unified vision of giving. Held in line with Dubai Social Agenda 33 and the UAE's Year of Community, the retreat brought together leaders from government, business, and the non-profit sector to build a comprehensive roadmap for community contributions. The event focused on redefining how social impact is delivered, measured, and sustained. Hessa bint Essa Buhumaid, Director-General of the Community Development Authority, highlighted the retreat as a strategic move to build a future-ready, inclusive model of social giving rooted in Dubai's values. 'We are creating a model that extends beyond money—it includes time, knowledge, and skills,' she said. Dr. Ahmed Tahlak of Tarahum Charity Foundation called for clear metrics to assess social and economic impact, while education philanthropist Sunny Varkey emphasised the importance of contribution over achievement, praising Dubai's commitment to humanitarian excellence. Structured around four pillars—sustainability, engagement, impact, and innovation—the retreat featured thematic dialogues, workshops, and real-life storytelling sessions. Discussions explored how to scale impact through digital tools, cross-sector collaboration, and innovative partnerships. Key outcomes included the adoption of a unified framework for social responsibility across sectors and a strategy for managing financial and non-financial resources to achieve long-term, measurable outcomes. Ahmed Darwish Al-Muhairi, Vice Chairman of the JOOD Board of Trustees, said the retreat has set the stage for JOOD to become a global benchmark in community development. The councils will follow a unified modern architectural design while respecting Emirati heritage. Hatta's council will feature adaptations to complement the area's natural and historical environment. Each facility will cover approximately 1,256 square metres within a development area of 6,280 square metres. They will include multi-use halls, majlis spaces for daily use, separate prayer halls for men and women, reception areas, staff offices, storage spaces, preparatory kitchens, and toilet facilities. Construction of the Al Barsha South I, Al Warqa II, Nad Al Sheba II, and Al Awir II councils is scheduled for completion by Q4 2025. The Hatta council is expected to be handed over in Q2 2026. Dubai Municipality stated that these projects aim to enhance city liveability while supporting social cohesion in line with Dubai's position as a premier global destination.

The programme aims to equip leaders within CDA through a comprehensive training package that embeds best practices in the latest academic curricula. It seeks to develop leadership, strategic, and digital skills, as well as enhance effective planning, with emphasis on institutional innovation and future foresight. It also features executive projects, sessions with accomplished leaders, and field visits to strengthen the participants' understanding of best practices in government administration. The programme aims to achieve several key outcomes, including the development of effective leadership skills, enhancing strategic thinking, empowering participants to make informed decisions in diverse situations, promoting a culture of innovation and creativity in the workplace, and leading teams with high efficiency. The 'Empowering Future Leaders' programme spans six months and comprises 110 training hours, including in-person and online sessions, as well as practical activities, to ensure participants gain maximum benefit. The first phase of the programme includes an introductory session and a workshop on leadership and influence, followed by an intensive in-person training programme covering topics such as management and institutional understanding, future foresight, institutional innovation, and digital leadership. The programme also offers recorded e-learning content through the Smart Executive Education Platform, enabling participants to engage with the material flexibly while fulfilling their professional responsibilities.
