Berkeley County cracks down on boat landing violations under new ordinance

BERKELEY COUNTY, S.C. (WCBD) — A new ordinance aimed at improving safety at public boat landings is now being enforced across Berkeley County, and deputies say the community is already seeing results. The ordinance, which went into effect April 28, prohibits swimming within 50 feet of boat landings, alcohol consumption on site, blocking access to landings, and parking in trailer-designated spaces. Officials say those specific rules are designed to address ongoing concerns related to overcrowding, traffic congestion, and unsafe behavior. Chief Deputy Jeremy Baker with the Berkeley County Sheriff's Office said the most common violations so far have involved parking and alcohol. 'Parking has been the number one violation that we've found,' Baker said. 'We have issued a lot of citations for improper parking at the boat landings. Hatchery Boat Landing was at capacity roughly four or five times where we were forced to close it.' Alcohol is also strictly prohibited at all public boat landings, and enforcement of that rule includes deputies on foot monitoring behavior up close. 'We have deputies who are getting out, walking, and just observing people attempting to consume alcohol,' Baker explained. The sheriff's office began enhanced enforcement efforts over Memorial Day weekend, deploying roughly 40 additional deputies in partnership with Santee Cooper law enforcement and the Department of Natural Resources. But Baker emphasized that the increased patrols are not limited to holiday weekends. 'This is going to be a consistent process through the entire summer and after the summer,' he said. Officials say the stepped-up enforcement is in direct response to community complaints and safety risks at some of the county's busiest recreational access points. 'It is very aggravating at times if you're trying to launch a boat and it's too crowded, or there's no parking because of parking violations,' said Baker. 'I think overall, we've seen a lot of happy residents because of it.' Local boaters like Davy Hite, who's been fishing and boating in the area for decades, say the new rules are necessary as crowds grow. 'You hate to have to have these strict rules, you want to go out and have a good time,' said Hite. 'But with population growth, I think it's real important to think about safety. With more people around these boat ramps, people swimming where boats are coming in and out, and use of alcohol and traffic, all those things, you just have to pay more attention.' Hite also emphasized the importance of following parking guidelines, something the ordinance now enforces more strictly. 'If people aren't aware of the way they should be parked, maybe one boat and trailer can take up five or six spots,' he said. 'If you use the parking spaces like they've asked you to, then it's better for everyone.' The sheriff's office has also launched a public awareness campaign, including a press conference and social media videos, to help residents and visitors understand the new rules. Officials say feedback has been overwhelmingly positive so far, and they hope continued compliance will lead to safer and more enjoyable experiences for everyone. At the NYU International Hospitality Investment Forum Monday, CoStar and Tourism Economics downgraded their 2025 and 2026 growth projections for U.S. hotel top-line performance metrics, including RevRAR, citing elevated macroeconomic concerns. The companies now forecast that U.S. hotel RevPAR and ADR will grow 1% and 1.3% year over year, respectively, in 2025, down from their previous January projections of 1.8% and 1.6% year-on-year growth. The companies also lowered their RevPAR and ADR growth guidance for 2026 and downgraded occupancy, supply and demand projections for both years as well. The downgrades come as economic uncertainty mounts following President Donald Trump's tariff announcements and other recent government actions. Aran Ryan, director of industry studies at Tourism Economics, said that the economy — and the travel sector — will 'walk on a tight rope' through the second half of this year. Though 'recession risks have eased,' according to Ryan, CoStar and TE downgraded their 2025 and 2026 growth projections for all measured top-line hotel performance metrics on the heels of underperformance in the first quarter of the year. In addition to lowering growth guidance on RevPAR and ADR, the companies now project that occupancy will sit at 62.8% in 2025, down from their January forecast of 63.1%. The companies forecast 0.8% and 0.5% year-over-year growth for supply and demand in 2025, respectively, down from their previous projections of 0.9% and 1.1% growth. The downgrades come amid 'consumers facing higher prices and a weaker labor market, businesses tapping the brakes on investment, and soft international visitor volumes,' Ryan said in a Monday statement. Hotel CEOs noted shifts in traveler demand and booking behavior during Q1 earnings calls, with several companies — including Marriott International, Hyatt Hotels, Choice Hotels International and Wyndham Hotels & Resorts — similarly downgrading 2025 RevPAR guidance, citing ongoing economic uncertainty. Recent Trump administration actions are slated to have a downward impact on corporate travel and international visitor spending as well, per recent reports from the Global Business Travel Association and the World Travel & Tourism Council. Until consumer confidence improves, 'demand is going to remain softer — especially in the middle and lower price tiers,' Amanda Hite, president of CoStar-owned STR, said in a Monday statement. 'Rate is pushing the top line in the group segment, and business transient should continue to recover in a lot of industries, but leisure gains are going to be more isolated,' she said. Hite also noted that booking windows have shortened, which 'adds to the challenges hoteliers will face in the coming quarters.' Onstage at NYU IHIF, Hite shared that bookings for July and August are down from last year. 'This is not something we're raising a big red flag about right now,' she said. 'This is more a highlight of that shortened booking window.' However, it isn't all bad news for hotels. 'The headlines make it seem like things are falling off the cliff,' Hite said Monday. An 18-year-old walked across the stage at his high school graduation just hours before he was involved in a fatal crash in Virginia, officials said. Jemeire Hite was 'full of promise and pride' on May 24, the day he graduated high school, Lunenburg County Public Schools Superintendent Sharon Stanislas said in a statement. But shortly before 5 p.m. that same day, the newly-minted Central High School graduate was a passenger in a Chevrolet Malibu when the 23-year-old driver veered off the side of the road, went into an embankment and hit a tree, according to Virginia State Police. The driver and two other passengers were seriously injured, and Hite died of his injuries at a hospital on May 28, police said. No one in the car was wearing a seatbelt, and the driver was charged with reckless driving, according to police. Hite's mother took to social media to clarify that the crash was an accident, and she doesn't blame the driver, who she says was close with her son. She told WTVR her son lived 'an amazing life and left an amazing mark on everyone he came in contact (with).' The investigation into the Campbell County crash is ongoing, state police said. Lunenburg County is in southern Virginia, about an 80-mile drive southwest from Richmond.

Man indicted for sexual exploitation of a minor in Putnam County

PUTNAM COUNTY, Tenn. (WKRN) — A man was arrested Thursday as a result of an investigation into child pornography in Putnam County. Starting in January, officials said the Internet Crimes Against Children (ICAC) Units at the Cookeville Police Department and the Tennessee Bureau of Investigation worked together to investigate the online distribution of child sexual abuse material (CSAM) originating from Putnam County. After identifying a suspect using peer-to-peer file sharing software to upload illegal content, authorities said they isolated the source of the activity to an address in Baxter. Cheatham County constable arrested for unlawful exposure 'In coordination with the 13th Judicial District Attorney's Office, and with the assistance of the Putnam County Sheriff's Office,' police said a search warrant was executed at the Baxter home. Law enforcement seized multiple electronic devices and submitted them for forensic analysis. According to officials, a comprehensive digital forensic examination revealed more than 50 files containing CSAM. In addition, law enforcement determined the devices belonged to Joseph Patton Hite III. Authorities said the case was presented to the Putnam County Grand Jury, resulting in an indictment for sexual exploitation of a minor (over 50 images). Hite was reportedly taken into custody and served with the indictment on Thursday, May 15 before receiving a $200,000 bond. ⏩ 'This investigation underscores the ongoing collaboration between local and state ICAC partners and highlights the critical role of digital forensic techniques in identifying and prosecuting individuals who exploit children online,' police posted on Friday, May 16. 'The Cookeville Police Department remains committed to protecting the most vulnerable members of our community and will continue to work alongside our law enforcement partners to bring offenders to justice.'
