UP govt set to implement new building & construction by-laws by May 30
The Uttar Pradesh government is set to implement by May 30 the Building Construction and Development By-laws, 2025, a 'comprehensive' draft proposal of which will soon be placed before the state Cabinet for approval, officials said. According to the proposed byelaws, building a house on a plot of 1,000 square feet will no longer require an approved map. An architect's certificate will suffice for residential plots up to 5,000 square feet and commercial plots up to 2,000 square feet. These provisions are expected to simplify procedures and reduce delays in the construction process. The Housing and Urban Planning Department submitted the draft to the Chief Minister, with a view to streamlining and making construction and business operations in urban and rural areas more accessible and feasible. The implementation of the by-laws is aimed to make urban planning more feasible and create a conducive environment for investment and job creation. One of the most transformative features of the new bylaws is allowance for small and medium-scale businesses to operate from residential complexes, the officials said. Commercial activities will be permitted in residential buildings on roads wider than 24 meters, while multi-storey buildings will be allowed on roads over 45 meters wide. The state government is also enhancing the floor area ratio (FAR) to enable more construction on available land. The revised draft emphasises green buildings, energy efficiency and disaster-resilient structures, the officials said. It also focuses on affordable housing and slum rehabilitation to support the urban poor, aligning with the government's commitment to inclusive development, they added. During a recent review meeting, public suggestions and objections were invited on the draft proposal. A total of 1,153 responses covering key areas such as simplifying construction norms, environmental safeguards, and promoting commercial activities in residential zones were received within the stipulated time frame, they said. A revised proposal incorporating the relevant feedback will soon be submitted to the Cabinet for final approval, it is learnt.

UP eyes 360-degree urban planning management ecosystem
Lucknow: The Uttar Pradesh State government aims to develop a comprehensive urban planning and management ecosystem. In this regard, Chief Minister Yogi Adityanath has directed officials to implement a series of measures. Officials have been instructed to review pending building map cases within the development authorities. In cases where there are repeated objections regarding the maps, any authority should take appropriate steps to simplify the process and resolve issues in a single step. Further, all pending cases must be settled within a specified time frame. The GIS-based master plan for cities that have not yet been approved should be finalised before the end of May. The Chief Minister while reviewing at a high-level meeting on the Housing and Urban Planning Department evaluated the departmental action plan. He noted the necessity of implementing all components such as 'urban planning, residential security, infrastructure development, and digital management in an integrated manner.' On the progress of metro projects, the Chief Minister was informed that the construction of a 6.7 km underground section from Motijheel to Kanpur Central Station of the Kanpur Metro has been completed. The work on Corridors 1 and 2 is expected to conclude by the end of this year. The first corridor of the Agra Metro is also anticipated to be completed by December 2025, with the second corridor scheduled for 2026. In parallel, the construction from Charbagh to Basantkunj (11.165 km) under the Lucknow Metro Project is progressing rapidly. At this, Yogi expressed the need for further expansion of the Lucknow Development Authority's boundaries and directed the transfer of the Jai Prakash Narayan International Centre (JPNIC) to the Lucknow Development Authority as soon as possible. The officials informed the Chief Minister that public suggestions were invited from April 16 to May 30, 2025, regarding the draft of the Building Construction and Development Bye-laws-2025. This by-law will be finalised based on the received suggestions. While reviewing the International Exhibition-cum-Convention Center project in Lucknow, the Chief Minister directed that this world-class convention centre, currently being developed on 32.50 acres of land at Rs 900 crore, should be completed within two years. This convention centre is expected to become a defining feature of the new Lucknow. Discussing the updated status of the UP-SCR project, the Chief Minister noted that it encompasses the districts of Lucknow, Hardoi, Sitapur, Unnao, Rae Bareli, and Barabanki, covering a total area of 27,826 sq km. He insisted there should be no delays in completing its Detailed Project Report (DPR). The action plan for the next three months was also discussed during the meeting. 'This plan includes implementing important policies like the Uttar Pradesh Town and Country Planning Act-2025, the Land Pooling Policy-2025, and the Building Construction and Development Bye-laws-2025.' Revised guidelines will soon be issued for completing active projects under the Integrated Township Policy. The Chief Minister was informed that projects approved under the Chief Minister Urban Extension/New City Promotion Scheme will be launched in phases from June 2025 to December 2025. This includes cities such as Jhansi, Bareilly, Aligarh, Saharanpur, Agra (Kakua), Kanpur (New Kanpur City Scheme), Mathura (Transport Nagar), Moradabad (Didosi), Bulandshahr, Ghaziabad, Meerut, and Lucknow. Yogi directed to ensure timeliness and quality for all these projects. Under the GIS-based master plan framework, master plans for 59 cities in the state are being prepared, of which 42 have already been approved. The process for approving the remaining four master plans (Jhansi, Mainpuri, Farrukhabad-Fatehgarh, and Bahraich) should be completed within this month. To encourage private investment, the Chief Minister instructed that priority should be given to projects based on a Public-Private Partnership model, to run special housing schemes for migrant workers, and to implement mandatory urban standards for green building certification, solar rooftop systems, rainwater harvesting, and waste management. He also stressed the importance of making the UP Awas App and the RERA portal more accessible and transparent.

LUCKNOW : New housing projects will be launched soon in 12 districts including Jhansi , Bareilly , Aligarh , Agra , Kanpur , Mathura , Lucknow, among others, the UP government said on Saturday. Chief Minister Yogi Adityanath was apprised of this during a high-level meeting with the Housing and Urban Planning Department here on Saturday. "The CM was informed that under the Mukhyamantri Urban Expansion/New City Promotion Scheme, the approved projects will be launched in phases between June and December 2025," an official statement said. Cities covered under the scheme are Jhansi, Bareilly, Aligarh, Saharanpur, Agra (Kakua), Kanpur (New Kanpur City Plan), Mathura (Transport Nagar), Moradabad (Didauzi), Bulandshahr, Ghaziabad, Meerut, and Lucknow. The CM directed the officials that all these projects must strictly adhere to timelines and maintain quality standards. Adityanath also directed officials to review the pending building map approval cases, stressing that repeated objections are inappropriate and the process must be streamlined for single-instance resolution. He further instructed that all such pending cases must be resolved within a deadline. He emphasized an integrated approach to urban planning, residential safety, infrastructure, and digital management. He also directed that the GIS-based master plans for cities, which are yet to be approved, must be sanctioned before the end of the current month. Chief Minister Yogi Adityanath on Saturday convened a meeting with the Housing and Urban Planning Department and directed a review of pending building map approval cases, pointing out that repeated objections are inappropriate and the process must be streamlined for single-instance resolution. Adityanath emphasized an integrated approach to urban planning, residential safety, infrastructure and digital management. He also directed that the GIS-based master plans for cities, which are yet to be approved, must be sanctioned before this month ends. The CM was informed that corridor one and two of the Kanpur Metro are scheduled for completion by the year-end. He was informed that the first corridor of the Agra Metro is targeted for completion by December 2025, while the second corridor is expected to be completed by 2026. In the same sequence, the process for the Lucknow Metro project, covering a stretch from Charbagh to Basant Kunj (11.165-km), is progressing rapidly. The CM highlighted the need for expanding the jurisdiction of the Lucknow Development Authority and directed the prompt transfer of Jay Prakash Narayan International Centre to the Authority. The centre has been in the midst of a controversy since after BJP formed the government in 2017 and the construction work was suspended. The previous Samajwadi Party government in the state had launched this project and the centre was the dream project of the then CM Akhilesh Yadav. The Chief Minister was also informed that public suggestions on the draft of the Building Construction and Development Bylaws–2025 are being invited from April 16 to May 30, 2025. The final version of the bylaws will be prepared based on the feedback received. While reviewing the International Exhibition-cum-Convention Centre project in Lucknow, CM Yogi directed that this world-class convention centre—being developed on 32.50 acres at a cost of Rs 900 crore—must be completed within a maximum of two years. He said that this centre will become a landmark identity of New Lucknow. Discussing the current status of the UP-State Capital Region, the Chief Minister mentioned that this project encompasses the districts of Lucknow, Hardoi, Sitapur, Unnao, Raebareli, and Barabanki, covering a total area of 27,826 sq km. He said that there should be no further delay in the preparation of its Detailed Project Report (DPR). The meeting also reviewed the three-month action plan, which includes the implementation of key policies such as the Uttar Pradesh Town and Country Planning Act–2025, Land Pooling Policy–2025, and Building Construction and Development Bylaws–2025. Revised guidelines will also be issued shortly to ensure timely completion of ongoing projects under the Integrated Township Policy.
