Single seniority list to be prepared for government job appointments on compassionate grounds in Tamil Nadu
The Tamil Nadu government has decided to revise the method being adopted for the appointment of candidates into government service on compassionate grounds. Entries in a single State-wide seniority list will be considered for such appointments, though earlier applications received for such appointments were considered by the Head of the Department or the District Collector concerned. All pending applications will be included in the State-wide seniority list. A Government Order (G.O.) for the Human Resources Management Department, issued by Chief Secretary N. Muruganandam earlier this month, stated that appointments should be made subject to availability of vacancies within three years from the date of death of the government servant or the date of death as declared by the court (in specific cases) or the date of retirement on medical invalidation, as the case may be. Until a portal for maintaining a State-wide seniority list becomes operational, all processes relating to the grant of appointment on compassionate grounds would be carried out in accordance with the provisions of the rules as they were in force before August 4, 2025. The State government has made necessary amendments to relevant provisions of the Tamil Nadu Civil Services (Appointment on Compassionate Grounds) Rules, 2023 in this regard. According to the rules, there are certain conditions for appointment on compassionate grounds such as the family must be in indigent circumstances, that no member of the family are to be in regular employment in government or any private enterprise. The appointing authority is to regularise the services of the person appointed under the rules within a year from the date of his/her joining service, subject to eligibility. Appointment under the rules is not to be extended to more than one member of a family. Earlier, only if no vacancy was available within three months, would the application be forwarded to the Collector of the respective district, who would maintain a register indicating the number of applications received and are pending under these rules in the order of seniority. The rules of reservation provided in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 will not apply to appointments made on compassionate grounds. The total number of persons appointed on compassionate grounds in a department, at any point of time, shall not exceed 5% of the total sanctioned strength, whether permanent or temporary, in all categories of posts included in Group C in that department. However, there will be no such ceiling in the case of Group D posts.

Tamil Nadu government to give 4% reservation in promotion to its staff with benchmark disabilities
The Tamil Nadu government will provide 4% reservation in promotion to its employees with benchmark disabilities. It has issued instructions in this regard. However, one of the instructions allows the government to exempt any of its establishments from provisions of Section 34 of the Rights of Persons with Disabilities Act, 2016. According to the instructions, the reservation in promotion for persons with benchmark disabilities is 'applicable only to the identified posts notified by the government where the cadre strength of a post is more than five. Such identification shall be made only for posts carrying a pay level up to pay level 25 in each government establishment'. The reservation is applicable in promotion as well as in recruitment by transfer (lower pay scale to higher pay scale). While 1% is reserved for blindness and low vision, 1% is reserved for deaf and hard of hearing. 1% is reserved for locomotor disability, including cerebral palsy, leprosy cured, dwarfism, acid attack victims, and muscular dystrophy. Another 1% is reserved for autism, intellectual disability, specific learning disability and mental illness, multiple disabilities from among persons under clauses (a) to (b) including deaf-blindness. However, under one of the provisions, the government shall decide on exempting certain establishments from the reservation. Having regard to the type of work carried out in any establishment, the government, in consultation with the State Commissioner for Persons with Disabilities, 'may exempt any government establishment from the provisions of the reservation'. Section 34 of the Act provides 4% reservation to persons with benchmark disabilities in appointment; but, as for promotion, one of the provisions says, 'reservation in promotion shall be in accordance with such instructions as are issued by the appropriate government from time to time'. In December 2022, the government constituted a sub-committee for the provision of 4% reservation in promotion to persons with benchmark disabilities. In the same month, it constituted a high-level committee in this regard. The Secretary of the Human Resources Management Department led the high-level committee, which discussed the reports of the sub-committee in August 2024. Eventually, the high-level committee recommended provision of 4% reservation in promotion to persons with benchmark disabilities. Based on the recommendations of the high-level committee, the government last week issued orders to provide 4% reservation in promotion to persons with benchmark disabilities. The instructions issued on June 21 this year came into effect from that date.

Guidelines modified for preferential appointment in T.N. government service for persons who studied in Tamil medium
Candidates who did not attend Class I but pursued education eventually under the Right to Education (RTE) Act with Tamil as the medium of instruction up to the prescribed qualification, would be able to benefit from the 20% preferential appointment in Tamil Nadu government service, given to persons who studied in Tamil medium (PSTM). The State government has recently modified its guidelines in this regard. According to the modification issued by Chief Secretary N. Muruganandam for the Human Resources Management Department to the guidelines in this regard, candidates who could not join Class I but who joined schools under the RTE Act between Classes II and VIII with Tamil as the medium of instruction and passed, would be able to obtain preferential appointment in Tamil Nadu government service, if they meet other conditions. The modification in guidelines also allowed those candidates who have studied in other States with Tamil as the medium of instruction and resumed their education in Tamil Nadu and continued in Tamil as the medium of instruction from the class they joined in the State. 'They should obtain certificates from all the educational institutions that their medium of instruction was Tamil upto the prescribed qualification,' it said. The modification issued by the Human Resources Management Department followed a judgment of the Madras High Court delivered in March 2024 and several representations to the State government requesting to allow those who went to Nila Oli Pallis, those who went to schools only from Class II, III, VI or V and those who could not pursue formal education but completed Class VIII, X, XI and XII as private candidates with Tamil as the medium of instruction. The modification issued to the guidelines is expected to benefit candidates who might have gone to Nila Oli Pallis (moonlight schools or night schools) that are set up by district administrations to get students, who were out of formal education and were involved in work in the daytime to get education between 6 p.m. and 9 p.m. It is also expected to benefit candidates who did not follow the formal education from Class I but completed their schooling under RTE Act, among others.

TN CM launches SimpleGov, a simplified process for services
Agency: Last Updated: Chennai, May 29 (PTI) Tamil Nadu Chief Minister M K Stalin on Thursday launched 'SimpleGov' that offers a simplified process of availing the existing services and schemes of the state government. As many as 10 different services from eight government departments including sanitation certificates, public buildings licence, registration of old age homes, registration for homes for women, solvency certificate and registration of working women hostels are offered to the public under a new initiative of the state Human Resources Management Department in the first phase. The SimpleGov also facilitates the applicants to obtain no-objection certificate for using dry lands for non-agricultural purposes, list of white category industries under the Tamil Nadu Pollution Control Board, conduct certificate, besides no-objection certificate for government employees to obtain passport, an official release here said. The SimpleGov simplifies government administrative process and ensures quick and easy online access to government services. The government would include more services to ensure transparency, the release said. advetisement The CM also inaugurated the bus stand in Thiruvattar in Kanyakumari district that has been renovated at a cost of Rs 2.55 crore, through video conference. Also, Stalin inaugurated various other projects that have been taken up through the Municipal Administration and Water Supply Department at a cost of Rs 102 core. These include 49 completed projects and laying foundation stones for 16 new projects including Malliyakarai – Rasipuram – Thiruchengode – Erode Road upgraded to a 4-lane highway, rail overbridge at Palanganatham in Madurai, and 41 residences for tribals in Melpakkam, Ranipet district. Considering the needs of the growing Chennai, he laid the foundation stone for the establishment of the 'Kalaignar International Conference Center' in Muttukadu near here and launched the 'Uzhavarai Thedi – an initiative of the Agriculture department. T.N.'s SimpleGov offers simplified procedure to get 10 services from eight departments
Tamil Nadu Chief Minister M.K. Stalin on Thursday launched 'SimpleGov' that has simplified the existing process of various services and schemes offered by the government. The new initiative by the Human Resources Management Department aims to provide 10 different services from eight government departments to applicants. In the first phase, SimpleGov would help applicants obtain sanitation certificate, public buildings licence, registration of old age homes, licence for working women hostels, registration of homes for women, solvency certificate, list of white category industries under the Tamil Nadu Pollution Control Board. Applicants would be able to obtain no-objection certificate for using dry lands for non-agricultural purposes, conduct certificate and no-objection certificate for government employees to obtain passport too through SimpleGov, an official release said. 'The Chief Minister has reiterated that the government is for citizens. While the colonial legacy left behind the idea of trust body, this government is taking governance to citizens. This would be among the best programmes in governance and would give real empowerment to common citizens,' said G. Prakash, Secretary of Human Resources Management Department. When asked about portal/s through which the general public could avail of these services, the official said that the links would be shared soon. The Finance Minister in his Budget speech for 2025-26 announced that under the SimpleGov project, initiated to simplify government administrative processes and ensure quick and easy online access to government services, the procedures for obtaining certificates and documents from eight government department were being significantly streamlined. The government said it would include more services in the SimpleGov initiative to ensure transparency. In another event, the Chief Minister also inaugurated several projects completed by the Municipal Administration and Water Supply Department at a cost of ₹102 crore. Mr. Stalin also inaugurated Malliakarai-Rasipuram-Tiruchengode-Erode highway that have been upgraded into a four-lane, a railway overbridge in Palanganatham in Madurai district and housing units for 41 Irular families who have been relocated for development works in Ranipet district at a total cost of ₹499 crore. Besides, Mr. Stalin unveiled foundation stone for projects that were to be implemented at a cost of ₹15 crore. He also inaugurated projects that have been implemented by the Commissionerate of Town Panchayats at a total cost of ₹77 crore. He unveiled foundation for new projects to be implemented at ₹18 crore. He also inaugurated new projects by Tamil Nadu Water Supply and Drainage Board at ₹60 crore. In another event, the Chief Minister distributed cash incentive of ₹50,000 each to nine students living in Sri Lankan Tamils camps, who obtained high marks in Class X, XI and XII. He also launched the 'Uzhavarai Thedi' initiative by the Agriculture and Farmers Welfare Department that was to be implemented in about 17,000 villages. Deputy Chief Minister Udhayanidhi Stalin, Ministers K.N. Nehru, E.V. Velu, M.R.K. Panneerselvam, Thangam Thennarasu, Palanivel Thiaga Rajan, S.M. Nasar and N. Kayalvizhi Selvaraj; Chennai Mayor R. Priya; Chief Secretary N. Muruganandam and senior officials participated in these events. On Wednesday, farmers called on Chief Minister in the Secretariat and thanked him for clearing pending dues to the tune of ₹97 crore due to farmers. The payment benefitted over 5,900 farmers who had supplied sugarcanes for cooperative and public sector sugar mills.
