Humanitarian Coordination Center (HOCC) addresses shipping companies regarding risks of navigation to, from port of Haifa
Sana'a - (Saba): The Humanitarian Coordination Center (HOCC) issued a decision imposing a comprehensive ban on maritime traffic to and from the port of Haifa, pursuant to the Yemeni Armed Forces' announcement on May 19, 2025, imposing a maritime embargo on the port. The center explained in a statement issued today, a copy of which was received by the Yemeni News Agency (Saba), that according to the decision, ships are prohibited from loading or unloading to and from the port of Haifa, whether directly or indirectly, including ship-to-ship transfers. This decision will take effect on May 20, 2025, at 00:01 a.m. Sana'a time, which corresponds to May 19, 21:01 p.m. UTC. He emphasized that this decision comes as a response to the Israeli escalation by expanding its aggression against Gaza, and as part of its religious, humanitarian, and moral responsibility toward the oppressed Palestinian people and the ongoing horrific massacres they are subjected to by the occupying Israeli entity. It also comes as part of the sanctions imposed on it as a result of its aggression, siege, and starvation of the Gaza Strip, its perpetration of genocide against the Palestinian people, the killing of children and women, and the prevention of the entry of medicine and food for more than a year. The Humanitarian Coordination Center stated that it had contacted shipping companies regarding the high risks facing ships heading to and from the port of Haifa, including the risk of sanctions, which could include the fleets of companies violating the ban, as well as those dealing with them. He called on shipping companies to scrutinize and exercise due diligence in all their dealings, ensuring that there are no direct ship voyages to the port of Haifa, and ensuring that there is no direct, indirect, or third-party connection to any transaction that violates the ban. The presence of any ships bound for the port of Haifa or having an indirect connection to it will expose the company and its fleet to sanctions. He pointed out that if the company is placed on the sanctions list, its fleet will be prohibited from crossing the Red Sea, Bab al-Mandab, the Gulf of Aden, the Arabian Sea, and the Indian Ocean, and that it will be targeted anywhere within the reach of the Yemeni armed forces. Furthermore, countries, entities, and individuals are prohibited from dealing with companies on the sanctions lists in any way, as engaging in any transactions with listed companies entails the risk of being subject to sanctions. The center expressed hope that it will be understood that the measures taken through the sanctions are part of its religious, humanitarian, and moral responsibility toward the oppressed Palestinian people, and are aimed at pressuring the Israeli entity to halt its aggression, open the crossings to the Gaza Strip, and allow the entry of aid and essential food and medicine. US oil exports: reciprocity
Sana'a - Saba: The decision by the Humanitarian Coordination Center (HCC) prohibiting the export, re-export, transfer, loading, purchase, or sale of American crude oil from US ports, whether directly or indirectly, including ship-to-ship transfers, in whole or in part, or through other means, expands the scope of the military confrontation with the United States and marks a new turning point in Sana'a's plans to undermine the US economy. As is well known, America conducts its global policy and diplomacy based on two main entities: the military and the economic, both of which complement each other. On the military front, over decades and in a time of relative oblivion, America has built a powerful army based on its plunder of people's oil and mineral wealth, whether through direct or indirect occupation or the threat of occupation, to this end, it has built large military bases on various continents, deploying lethal weapons and highly trained soldiers, these bases have become focal points for any hostile US military action against any country that does not submit to Washington's dictates or harbors hostility toward its political agenda. America has lavished billions of dollars on its military and equipped it with the latest weapons, making it a powerful tool to protect its interests. This is well-known worldwide. Economically, America has built a strong economy by plundering the resources and wealth of nations, whether through occupation or the threat of occupation. This rogue state has largely succeeded in doing so. It has also controlled important waterways and countries with sensitive geopolitical characteristics, leading to its near-total dominance over the world, it has established itself as an international policeman to protect its interests and those of its allies. Accordingly, the significance of the Yemeni Humanitarian Coordination Center's decision to ban US oil exports lies in the concept of reciprocity. It is a decision no country in the world would have considered taking. However, the Republic of Yemen, based on its leadership and national will, made this decision, demonstrating to the entire world the fragility of the American system, even if it is militarily and economically strong. It will start thinking about doing what the Republic of Yemen did in opposing the reckless American policy, and everyone will know after that that America is nothing but a vocal phenomenon if there is someone who says no to it and stands up to its reckless policy. Coordination Center issues formal notification to civil aviation authorities regarding high risks to air navigation at Israeli airports
Sana'a - Saba: The Humanitarian Coordination Center has issued an official notification to civil aviation authorities regarding the high risks to air navigation at Israeli airports. The center said in a statement issued on Tuesday "We would like to inform you that, in response to the Israeli escalation and expansion of operations in Gaza, and within the framework of our responsibility towards the Palestinian people and the ongoing siege and horrific massacres they are subjected to by the occupying entity, and within the framework of the sanctions imposed on it as a result of its perpetration of crimes of genocide against the Palestinians and the prevention of the entry of medicine and food for more than a year, the Yemeni Armed Forces have announced a comprehensive ban on navigation to and from the airports of the Israeli enemy by repeatedly targeting airports, most notably Lod Airport, known in Israel as Ben Gurion Airport, starting May 4, 2025, at 10:42 PM Sana'a time, which corresponds to 7:42 PM GMT on May 4, 2025, for an indefinite period." It added, "Accordingly, the Yemeni Armed Forces call on all international airlines to take this announcement into consideration from the moment it is announced and published, and to cancel all flights to the airports of the criminal Israeli enemy, to preserve the safety of their aircraft and passengers." The Center pointed out that, based on the Republic of Yemen's commitment to the safety of civil aviation, aircraft, passengers, and crew, and its duty to report risks that affect civil aviation safety, and in accordance with the provisions of the International Civil Aviation Organization's annexes, most notably Annex 19, these bodies are obligated to report risks through safety mechanisms, as well as to inform service providers and relevant parties of any critical risks or dangerous areas, and to provide recommendations or instructions to avoid or mitigate risks. It pointed out that the civil aviation bodies that were contacted must take appropriate measures, as the bodies responsible for overseeing air safety and security in the airspace under their control, and ensuring international coordination and compliance, to enhance civil aviation safety. The Humanitarian Coordination Center confirmed that it has thus officially notified these bodies of the existence of significant and ongoing risks to the safety of air navigation at the airports of the occupying Israeli entity, including ongoing missile attacks. The Center considered operating any flights to Israeli airports, especially Ben Gurion Airport, knowing of a direct missile threat, a clear violation of international safety requirements and the documents and annexes of the International Civil Aviation Organization, endangering lives and property. These organizations will bear full responsibility for any incidents or repercussions that may arise if they fail to report ongoing risks at Israeli airports. The Center expressed hope that everyone will understand this measure and recognize it as a humanitarian and moral measure, and that everyone will stand up to pressure the occupying Israeli entity to stop its crimes of genocide, starvation, and siege of the Palestinian people in Gaza. Sana'a (Saba) – The Humanitarian Coordination Center (HOCC) has issued an official notice to international airlines regarding risks to air navigation safety at Israeli airports. The center said in a statement, "We would like to inform you that, in response to the Israeli escalation with its decision to expand its aggressive operations against Gaza, and within the framework of our religious, humanitarian, and moral responsibility toward the oppressed Palestinian people and the unjust siege they are subjected to and the continued horrific and heinous massacres perpetrated by the usurping Israeli entity, the Yemeni Armed Forces have announced a comprehensive ban on navigation to and from the airports of the usurping Israeli enemy by repeatedly targeting airports, most notably El-Leid Airport, known in Israel as Ben Gurion Airport, starting May 4, 2025, at 10:42 PM Sana'a time, which corresponds to 19:42 GMT on May 4, 2025, for an indefinite period. The Yemeni Armed Forces call upon all international airlines to take this announcement into consideration from the moment it is announced and published and to cancel all flights to the airports of the criminal Israeli enemy, to preserve the safety of their aircraft and passengers." The Humanitarian Coordination Center indicated that its communication with international airlines stems from the Republic of Yemen's commitment to the safety of civil aviation, as well as the safety of aircraft, their passengers, and crews. The Center noted that by communicating with the airlines, it has officially informed them of the significant and ongoing risks to the safety of air navigation at Israeli airports. It added, "Accordingly, and in accordance with the provisions of the International Civil Aviation Organization (ICAO) annexes, most notably Annex 6 and Annex 19, it is your legal duty as an air operator to refrain from operating flights to Israeli airports due to the clear security risks, including ongoing missile attacks, in order to preserve the safety of aircraft, passengers, and crew." The Center considered operating any flights to Israeli airports, especially Ben Gurion Airport, knowing of a direct missile threat, a clear violation of international safety requirements and ICAO documents and annexes, endangering lives and property. The Humanitarian Coordination Center holds international airlines fully responsible for any incidents or repercussions that may result from continuing to operate flights to airports in the occupying Israeli entity. Humanitarian Coordination Center issues decision banning US crude oil exports
Sana'a (Saba) – The Humanitarian Coordination Center (HOCC) issued a decision yesterday, Friday, banning US crude oil exports, the decision will take effect on May 17, 2025. The Executive Director of the Humanitarian Coordination Center explained in a press statement that the American enemy continues to launch raids on various Yemeni governorates, targeting civilians and civilian objects, resulting in hundreds of deaths and injuries, including women and children. He said, "Just as the American enemy previously targeted the Ras Issa oil port in Al Hudaydah Governorate on April 17, 2025, targeting civilian facilities, workers, and employees, in a horrific crime that is considered one of the most heinous massacres committed against humanity, in an attempt to besiege the Yemeni people, the Republic of Yemen has the right to respond to the crimes, massacres, and war crimes committed by the American enemy against the Yemeni people, their infrastructure, and their capabilities." He added, "Therefore, a decision has been made to prohibit the export, re-export, transfer, loading, purchase, or sale of U.S. crude oil (HS Code 2709.00) from U.S. ports, whether directly or indirectly, including ship-to-ship transfers (STS), whether in whole or in part, including through third parties." He pointed out that this decision was made based on Law No. (5) of 1445 AH regarding the classification of countries, entities, and individuals hostile to the Republic of Yemen, and the Sanctions List for Perpetrators of Aggression against Yemen or Any Arab or Islamic Country (SR-PAYAIS). The decision also included the possibility of granting exceptions or permits for humanitarian purposes, or for countries and companies that oppose the policies and decisions of the U.S. administration, by submitting a request to Licensing@ This decision will take effect on May 17, 2025, at 00:01 a.m. Sana'a time, which is equivalent to May 16, 2025, at 21:01 p.m. UTC.
