US Central Command released the first-ever public footage of a bladed AGM-114R9X Hellfire Missile eliminating a senior leader of the Al-Qaeda-affiliated group Hurras al-Din in Syria last month. The caption of the CENTCOM video reads: CENTCOM Forces Kill the Senior Military Leader of Al-Qaeda Affiliate Hurras al-Din (HaD) in Syria On Feb. 23, US Central Command (CENTCOM) forces conducted a precision airstrike in Northwest Syria, targeting and killing Muhammed Yusuf Ziya Talay, the senior military leader of the terrorist organization Hurras al-Din (HaD), an Al-Qaeda affiliate . The airstrike is part of CENTCOM's ongoing commitment, along with partners in the region, to disrupt and degrade efforts by terrorists to plan, organize, and conduct attacks against civilians and military personnel from the US, our allies, and our partners throughout the region and beyond. 'The situation in Jarmana is stable. Yesterday, the General Security Forces and police entered the city with the cooperation of the city's people, and there is good cooperation between the people and the police,' Rabie Munther, a member of the Jarmana Civil Action Group, told Rudaw's Nalin Hassan. He said that Syrian forces entered the town on Sunday night following 48 hours of tensions and following mediation between dignitaries and Syrian government authorities. Security is now being maintained jointly by the police and the area's residents, according to Munther. 'We have not stopped basic services and institutions for even a second since the fall of the regime until now,' he stressed. Jaramana, a mostly Druze and Christian suburb of the capital Damascus, has witnessed tensions for days following a fatal shooting at a checkpoint. Clashes ensued between security forces and local gunmen, resulting in another death and nine others injured. Munther explained that what happened was a 'personal incident,' where unknown gunmen attacked a car. Hay'at Tahrir al-Sham (HTS) led the rebel coalition that toppled Bashar al-Assad's regime in early December. Its then leader and now Syria's interim President, Ahmad al-Sharaa, has repeatedly pledged to protect the rights of all Syrians. In December, the rebel coalition, including the HTS, agreed to merge into the Syrian defense ministry. The international community has expressed concern that the new Islamist authorities in Damascus may impose strict Islamic rule in Syria, threatening the country's minority groups such as Kurds, Druze, Christians, and Alawites. On Saturday, Israeli Defense Minister Israel Katz warned the Damascus administration to 'not harm the Druze,' stressing that Syrian authorities would 'suffer the consequences' if they harmed the community. In Syria's southern Druze-majority Suwayda province, both armed and political factions have refused to disband their forces.

However, the effort appears to have once again excluded Kurdish parties. Sharaa tasked the seven 'experts' with 'drafting a constitutional declaration to regulate the transitional phase' in Syria and 'submit their proposed [draft]' to the interim president. Following a swift offensive, a coalition of opposition groups led by Hayat Tahrir al-Sham (HTS) - headed by Sharaa - on December 8 toppled the regime of Bashar al-Assad. The new Syrian leadership in late January disbanded the army, dissolved the parliament and annulled the constitution. While Rudaw could not independently verify whether any of the newly formed committee's members are Kurdish at the time of writing of this report, Bahia al-Mardini, a member of the committee, is reportedly Kurdish. However, she does not appear to be affiliated with any of the Kurdish political parties active in Syria. Salih Darwesh, the secretary of the Kurdish Democratic Progressive Party in Syria (KDPP) told Rudaw's Dilbxwin Dara on Sunday, 'This is not the first time Ahmed al-Sharaa has sidelined us.' Sharaa's Sunday decree additionally stated that the formation of the new committee aligns with the recommendations of the National Dialogue Conference held in Damascus on Tuesday. Hundreds of Syrians gathered at the conference pledged by Sharaa as a step toward 'free and fair elections' and constitutional reform. While the conference was praised for addressing the importance of freedom of expression, human rights, as well as Syria's unity and sovereignty among other things, it was also criticized for being 'exclusionary' and 'rushed.' In the aftermath, 35 political parties in northeast Syria (Rojava) dismissed the outcomes of the conference as 'meaningless' due to its lack of inclusivity. In a similar vein, the Kurdish National Council (ENKS/KNC) and the Democratic Autonomous Administration in North and East Syria (DAANES) slammed the National Dialogue Conference for excluding Kurds and marginalizing key communities. In the weeks leading up to the conference, Kurdish opposition parties had also criticized a top committee established by Sharaa to prepare for the event. The committee was also accused of excluding Kurdish representation in the foundational step for shaping Syria's future.

'The members of the Administrative Body continued their talk about the national dialogue that took place some time ago, that it did not meet the aspirations of the Syrian people, that it did not take into account the sectarian, cultural and ethnic diversity that Syria enjoys, and also the marginalization and exclusion of forces in the areas of the Autonomous Administration of North and East Syria,' read a statement about their meeting from the Democratic Autonomous Administration in North and East Syria (DAANES). The National Dialogue Conference, held in Damascus on Tuesday, was backed by Syria's interim President Ahmed al-Sharaa and was intended to be a step toward free and fair elections, the formation of an inclusive government, and the drafting of a new Syrian constitution. It has, however, been criticized for marginalizing minority groups. The Kurdish administration and Kurdish forces in Rojava were not invited. DAANES condemned the conference on Tuesday, calling it 'closer to exclusion and marginalization' than a true reflection of the Syrian people's aspirations and said it ignored Syria's diverse communities and failed to include 'the true representatives of the people.' The Rojava administration and the visiting Austrians also discussed the difficult humanitarian situation in camps where Islamic State (ISIS) members and their families are being kept, especially after USAID funding was cut, according to the statement. Washington's decision to suspend foreign aid is worsening conditions in camps holding thousands of people with links to ISIS in Rojava, Human Rights Watch said last month. Gunter Reiser, who led the delegation and is the deputy head of the security affairs department at the Austrian foreign ministry, said the Austrian government will focus on Syria, Rojava in particular, 'to help ensure and obtain everyone's rights.' 'European countries will try to provide assistance to the peaceful forces present in this region, after the decision to stop American support for these camps, despite the difficult circumstances that European countries are going through, such as the war in Ukraine,' Reiser added, according to the Rojava statement. The Kurdish administration also informed the Austrian delegation about ongoing attacks by Turkey and its militias on Tishreen Dam and Qere Qozaq bridge, 'which increases the complexity of the security situation in North and East Syria.' Kurdish forces in northern Syria have been under intensified attacks by Turkey and the Turkish-backed Syrian National Army (SNA) militias since the fall of the Assad regime.

A senior military leader of the terrorist organization Hurras al-Din, an Al-Qaeda affiliate, was killed in a precision airstrike in Syria carried out by U.S. Central Command (CENTCOM) forces, according to a press release. Muhammed Yusuf Ziya Talay was killed in an airstrike that CENTCOM says is part of its efforts to "disrupt and degrade" terrorists' plans to harm civilians or military personnel from the U.S. and its allies. Kurilla vowed "CENTCOM will continue to hunt and kill or capture terrorists." CENTCOM also killed an unnamed operative, who was a senior finance and logistics official in Hurras al-Din on Feb. 16. Additionally, on Feb. 22, CENTCOM said it killed Wasim Tahsin Bayraqdar, who they describe as "a senior leadership facilitator" of Hurras al-Din. After the strike in mid-February, President Trump congratulated CENTCOM and Gen. Kurilla, saying that they "dealt justice to another jihadi threatening America and our allies and partners."
