BENGALURU: A day after the State Government suspended five senior police officers, including the Bengaluru City Police Commissioner, the Chief Minister's Political Secretary has been removed from the post with immediate effect. A notification by the Undersecretary (Protocol), Department of Personnel and Administrative Reform (DPAR) said K Govindaraj, Political Secretary to Karnataka Chief Minister Siddaramaiah has been removed from the post with immediate effect. Congress MLC Govindaraj was appointed as the Political Secretary to the CM on June 1, 2023. The State government is facing flak after a stampede during the RCB's IPL-2025 victory celebrations at Chinnaswamy stadium that claimed 11 lives. Earlier in the day, Union Minister HD Kumaraswamy had accused Govindaraj of putting pressure on the CM to hold RCB victory celebrations. The opposition BJP and JDS leaders are demanding the resignation of CM Siddaramaiah, Deputy CM DK Shivakumar, and Home Minister G Parameshwara. On Thursday, the government suspended five senior officers including Bengaluru City Police Commissioner B Dayanand. Accusing the government of making police officers scapegoats, BJP and JDS leaders said the investigation by CID, magisterial probe, and inquiry by a retired High Court judge would not reveal the truth and justice would not be served to the victims' families. The Congress party high command has to remove Siddaramaiah and Shivakumar, said Kumaraswamy.

On June 4, a shocking stampede claimed the lives of 11 and injured 56 at the M. Chinnaswamy Stadium in Bengaluru during celebrations for the victory of Royal Challengers Bengaluru (RCB) in IPL-2025. In the latest update, Karnataka Chief Minister Siddaramaiah has announced the suspension, pending inquiry, of Bengaluru Police Commissioner B. Dayananda and all police officials with jurisdiction over the stadium area. Further, he announced a judicial inquiry by a one-man commission headed by former Karnataka High Court judge Michael D'Cunha. The State government has also informed the High Court that the probe in the case will be handed over to a Special Investigation Team (SIT) in the Criminal Investigation Department (CID). This follows soon after city police registered an FIR for culpable homicide, illegal assembly, and other serious charges, which named the RCB franchise; event management company DNA Entertainment Pvt. Ltd., and the Karnataka State Cricket Association (KSCA). In a statement to the press following a special meeting of senior Ministers, Mr. Siddaramaiah said that 'prima facie dereliction of duty and negligence of police officials were noted and a decision to suspend them was taken.' He also said police officials had been directed to take stringent action and arrest representatives of RCB, the KSCA, and DNA Entertainment Pvt. Ltd. Per the complaint, filed by Cubbon Park police inspector Girish A.K., the KSCA had approached the police on June 3, even before the IPL final was held, seeking permission to hold a celebration in the stadium on the evening of June 4 if RCB won the match. The complaint alleges that despite city police denying permission, the RCB team management 'unilaterally' announced a victory parade around the stadium on social media on the morning of June 4, causing large crowds to gather in the streets. The police have claimed that they denied permission over concerns about large crowds and security. The KSCA was, however, insistent on holding the event, they alleged, following which the police arranged for security. The complaint notes that the police had made elaborate security arrangements in and around the stadium on Tuesday (June 3) night, when thousands gathered to celebrate the RCB win. 'Lakhs of people gathered at the stadium for the programme and the crowd became uncontrollable due to the confusion of organisers on how to allow the people into the stadium which has a seating capacity of around 35,000. The stampede incident and chaos occurred at gate no. 2, 2A, 6, 7, 15,17, 18,20, and 21, resulting in the death of 11 people and injuring 56. The gathering of lakhs of people outside the stadium is due to the RCB announcement at their official website about the free entry pass distribution, leading to the incident,' the complainant stated. Sources have noted that the security deployment at the stadium was inadequate. An official notification said that senior IPS officer Seemanth Kumar Singh was posted as Bengaluru Police Commissioner until further orders. Late on Thursday (June 5, 2025), the government named Seemanth Kumar Singh, a 1996 batch IPS officer, presently posted as Additional Director-General of Police, Bengaluru Metropolitan Task Force, as the new city Police Commissioner. The Chief Minister also announced a judicial inquiry by a one-man commission headed by former Karnataka High Court judge Michael D'Cunha. Earlier in the day, after the High Court of Karnataka questioned the State government on the stampede during the hearing of a public interest litigation (PIL) petition taken up suo motu by the court, the city police registered an FIR booking RCB franchise, DNA Entertainment Pvt. Ltd., an event management company, and the Karnataka State Cricket Association (KSCA), the host for the celebration, for culpable homicide, illegal assembly and other serious charges. The State government also told the High Court that the probe into the case would be handed over to a Special Investigation Team (SIT) in the Criminal Investigation Department (CID). Addressing a press conference after a special meeting of senior Ministers, Mr. Siddaramaiah said that the stampede issue was discussed at length at the Cabinet meeting and 'prima facie dereliction of duty and negligence of police officials was noted and a decision to suspend them was taken.' He also said police officials had been directed to take stringent action and arrest representatives of RCB, KSCA, and DNA Entertainment Pvt. Ltd. FIR blames RCB, KSCA According to the complaint filed by Girish A.K., police inspector of Cubbon Park station, KSCA had approached them on June 3, even before the final was held, seeking permission to hold a celebratory event at the stadium on June 4 evening if RCB won the match. The police claimed that they denied permission citing concerns over large crowds and security concerns. It further claimed that KSCA was, however, insistent on holding the event. Following this, the police made arrangements for adequate security. However, the complaint said that RCB team management 'unilaterally' announced a victory parade in the city around the stadium on social media on the morning of June 4, despite the city police turning down permission. The complaint said that this led to large crowds gathering on the streets. According to the complaint, the police had made elaborate security in and around the stadium on Tuesday (June 3) night where thousands of fans gathered to celebrate the RCB victory in the final match. The police have charged the accused under section 105 (culpable homicide), section 115 (voluntarily causing hurt), section 118 (voluntarily causing hurt or grievous hurt by dangerous means), section 190 (liability of members of an unlawful assembly for offences), section 132 (crime of assault or criminal force to deter a public servant from performing their duty), and section 125 (endangering human life or personal safety due to recklessness or negligence).
