Miami DDA funds boost to downtown security after fatal stabbing, officials say

Downtown Miami is getting a public safety upgrade, with new police patrols, expanded surveillance and added support from the Miami Downtown Development Authority, following a deadly stabbing at a luxury residential tower. The changes come weeks after a 26-year-old man accessed the 37th floor of the Icon Brickell towers and fatally stabbed a 17-year-old boy while he slept. In response, the Miami DDA has allocated grant money to fund overtime for city police officers patrolling Brickell, the central business district, and the arts and entertainment district. The Miami City Commission recently voted to extend the grant program through the end of September. "Any additional services that we can provide through our partners with the city of Miami Police Department, we are committed to providing those services," said Liliana Collazo, Head of Enhanced Services and Government Affairs for the DDA. Residents express concern, welcome tech-driven approach Icon Brickell resident George Simon said his wife now feels uneasy walking around the neighborhood. "She didn't really think about walking over to Brickell City Centre in the early evening at all and being concerned. And now she's gotten a little concerned," Simon said. Simon said he hopes building management improves security inside the property. He also supports the city's broader use of technology for public safety. "That technology that's available today to allow them to pursue a suspect should they have one, it's important," Simon said. More cameras, license plate readers and ambassadors planned Along with added patrols, the DDA is supporting the installation of new security cameras, license plate readers, and the deployment of safety ambassadors, trained personnel who patrol on foot, assist residents, and report suspicious behavior. "For the month of May they have reported 30 incidents to the City of Miami Police," Collazo said. Currently, the downtown area has 40 security cameras, 8 license plate readers, and 24 ambassadors. The DDA is still finalizing the number and placement of additional surveillance tools. In April, the agency also funded a new drone for the Miami Police Department. Christian Tang, who manages a Facebook group for Brickell and downtown residents, said the increased security presence has helped address community concerns in the wake of the Icon stabbing. "You could say maybe like altogether like 50–55," Tang said, referring to the number of messages he received from residents worried about the incident.

The mother of a 17-year-old who was stabbed to death earlier this month inside a luxury Brickell high-rise will speak publicly for the first time Monday as her legal team launches an investigation into the building's security protocols. Christine Maron, the Dominic Ferrell's mother, was set to appear at 11 a.m. at The Haggard Law Firm in Coral Gables, where she'll be joined by crime victim attorney Michael Haggard. The firm, now representing Maron, said it's pursuing legal action over what it describes as "apparent negligent security" at the Icon Brickell tower where Ferrell was killed. Legal team to outline claims of negligent security Haggard is expected to outline details surrounding the June 9 murder, the law firm's probe into safety failures at the high-rise, and the legal steps being taken on behalf of Maron. Ferrell was found dead in an apartment on the 34th floor of the Icon complex, located at 485 Brickell Avenue. According to Miami police, the teen was stabbed to death in his sleep. Another person was also asleep in the unit at the time of the attack. Miami Police says suspect entered unlocked unit, stabbed victim Police said the suspect, identified as 26-year-old Kyrill R. Kehl, had arrived in South Florida from Arizona two days earlier and was not staying at the building. Surveillance video showed Kehl loitering in the lobby before entering an elevator with residents, knocking on multiple doors, and eventually walking into the unlocked unit where Ferrell was sleeping. "He then goes to the bedroom where the 17-year-old is sleeping and stabs him to death," Miami Police Officer Michael Vega said. Suspect found dead after fleeing to nearby Brickell construction site Kehl fled the scene and was later found dead at a nearby construction site, where police say he either fell or jumped. "We know for a fact that they did not know each other," Vega said. "They were strangers… it is very important to lock your doors and do not open them to strangers."

Police say the suspect, identified as 26-year-old Kyrill Kehl of Arizona, entered the unlocked unit, attacked the teen, and later fell to his death from a nearby building. Father violated protective order, documents show Court documents obtained by CBS News Miami reveal that Ferrell's parents were in the process of divorcing and that his mother had filed a restraining order on behalf of herself and her children following a reported incident of domestic violence. The documents state that in February, Ferrell's father came home intoxicated, pulled his wife from bed, and threw her to the ground. After the order was filed, the court mandated that the father stay away from Dominic and his siblings. However, the documents allege he convinced Dominic to spend substantial time with him despite the order. Ferrell was staying at the apartment with his father when the stabbing occurred. Investigation ongoing as loved ones mourn A video shows Dominic Ferrell during his middle school graduation, describing his time at St. Peter and Paul School. Friends remember him as outgoing and joyful. The court has released Ferrell's remains to his mother for funeral arrangements. Authorities have not yet determined why Kehl attacked Ferrell. A toxicology report is pending to determine if the suspect was under the influence during the attack.

A teen who was murder over the weekend at a Brickell luxury high-rise was stabbed to death as he slept, according to new information released by Miami police. Sunday morning, around 2 a.m., officers were sent to the Icon Brickell complex, at 485 Brickell Avenue, after police received word of a stabbing. In an apartment on the 34th floor, they found the body of 17-year-old Dominic Ferrell. Stabbing suspect found dead nearby Investigators reviewed surveillance tape video, which showed one man running away from the building, according to police. SWAT officers searched a nearby building still under construction and found the suspect dead. He's been identified as 26-year-old Kyrill R. Kehl. "The suspect leaves the apartment building and goes across the street to a construction site and goes at least 100 to 200 feet and then jumps or falls to his death," Miami police Officer Michael Vega said. What led to the stabbing According to police, Kehl loitered in the lobby for a while before getting on an elevator. "We know the suspect was in the lobby for a bit before some residents went on the elevator. He tagged along with them and went up to the 40 something floor and knocked on several doors and tried to open the doors. He eventually goes down to the 34th floor and goes to the victim's door. He then goes to the bedroom where the 17 year old is sleeping and stabs him to death," Vega said. Investigators said another person was also asleep in the apartment where Ferrell was killed. According to police, Kehl arrived in South Florida from Arizona two days before the stabbing. He was not staying at the Brickell complex. Investigators are trying to piece together what led to the stabbing. "We know there may have been some mental health issues probably leading to this but until we get toxicology results we will not know what was in his system," Vega said. He added that Kehl and Ferrel were strangers. "We know for a fact that they did not know each other. They were strangers and this guy was just going from apartment to apartment, opening and knocking on doors, so again it is very important to lock your doors and do not open them to strangers," Vega said.

A stabbing on the 34th floor of a luxury Brickell high-rise early Sunday morning has left residents shaken and questioning building security, especially after police said the suspect later fell to his death. Miami police responded around 2 a.m. Sunday to reports of a stabbing at the Icon Brickell complex. SWAT officers later searched a nearby building still under construction and found the male suspect dead. Investigators believe he fell, but it remains unclear if the fall was accidental or intentional. Authorities have not yet identified the suspect or the victim and have not confirmed whether the suspect lived at Icon Brickell. Brickell residents demand answers after high-rise stabbing Residents like Ashley Mestre, who lives in a different tower of the complex with her husband and baby, said they're alarmed by the incident. "It's a big red flag. I have a baby. Imagine that — at the end of the day, this is the same type of hallway we have," she told CBS News Miami. Although residents typically need a key fob to access different parts of the building, Mestre noted that "If you really want to, you could take the stairs." Mestre said management has offered little information to residents, citing that the incident occurred in another tower. "They kinda gave us the story that they didn't feel that there was any need to make a statement," she said. CBS News Miami reached out to management but has not received a response. Suspect's death under investigation after SWAT search Christian Tang, who runs a Brickell residents' Facebook group, said he's been flooded with questions about the stabbing. "It makes a lot of members in the community feel uneasy about the safety of what's been going on in the last three, four months in the area," he said. Miami Police Officer Mike Vega told CBS News Miami on Sunday that investigators are still trying to piece together what led up to the stabbing. "We are totally clueless as to why this happened… There was no party going on and there was not a large group," Vega said. Police Chief Manny Morales assured the public the case will be thoroughly investigated. As of Monday, police have not confirmed any relationship between the suspect and the victim.
