Man dies after being restrained by Baltimore police, prompting AG investigation

A man died while in police custody in West Baltimore, prompting an investigation by the Maryland Office of the Attorney General. Investigators said the man appeared to be suffering from a mental health crisis at the intersection of West Franklin Street and North Franklintown Road on Tuesday, June 24, when an officer attempted to restrain him. While in restraints and waiting for medical assistance, the AG's Office said the man became unresponsive and was taken to the hospital, where he was pronounced dead on Wednesday. The Independent Investigations Division (IID) of the Maryland Office of the Attorney General is investigating. AG: The man went unconscious while handcuffed Investigators said the man approached a Baltimore police officer, who was stopped at a traffic light in a marked patrol vehicle. The man walked into the middle of the roadway a couple of times as the officer was speaking with him, according to the AG's Office. Investigators said the officer attempted to restrain the man for his safety, and when other officers arrived, he was placed in handcuffs and leg restraints. Moments later, at around 10:30 p.m., the man was responsive, investigators said. The Attorney General's Office said the officers were wearing body cameras and recorded the incident. Woman shot by police in West Baltimore On Wednesday, June 25, officers in West Baltimore shot and killed a 70-year-old woman who attacked them with a knife, according to Baltimore Police Commissioner Richard Worley. The woman allegedly lunged at the officers with the knife before she was shot twice. She was taken to the hospital, where she was pronounced dead. Worley said officers responded to the home on Mosher Street for a mental health crisis. He said officers attempted to take her into custody for her safety, but when she didn't comply with orders, she was tased and then shot. Worley said there have been more than 20 calls to the home this year, including for behavioral health crises. "I think this is a nationwide crisis with behavioral health crisis. Unfortunately, too many of them end up with the use of force," Worley said. "We've done an excellent job with training our officers, getting them to de-escalate these situations. Unfortunately, this one, they weren't able to de-escalate, and it ended in tragedy." Maryland's Attorney General's Office is investigating, which is the protocol for police shootings.

A mother called police to de-escalate a mental health episode before her son was shot and killed by Baltimore County police officers in Dundalk on Sunday, according to neighbors. CBS News Baltimore "They knocked on her door, they knew he had mental health issues, so one cop gets out, knocks on the door, and the other cop sits in his car," said a neighbor. "Then the one cop gets on his radio and told the other cop he's going to walk around back." Neighbors told WJZ that Pettie was near his back door, and then they heard gunfire. They said Pettie's grandmother and 20-year-old son were pleading with the officers to stop shooting. Baltimore County Police Chief Robert McCullough said two officers fired shots at the man with whom they had an exchange. Pettie was pronounced dead at the hospital. A neighbor said an officer hid behind the grandmother's car while firing shots. "We just heard, 'bang, bang, bang,' and my friend, he usually walks up and down the street, he was sitting on the brick wall, and he says, 'Did you hear that?'" said Russell Hayes, a neighbor. The investigation is being handled by the Independent Investigations Division (IID) of the Office of the Attorney General. The officers have been placed on administrative leave pending an investigation. This was the fifth police shooting in Baltimore County in 2025, according to Police Chief McCullough. "The thing I want to point out is the danger of the number of handguns that are on the street, the number of handguns that our officers are encountering," McCullough said. "More and more people are armed with handguns or armed with a knife." "They could have done it a different way" Neighbors told WJZ they didn't anticipate the call for help would end with a man fatally shot. "This area is usually a pretty good area," said Hayes. "We don't usually have crime. The neighbors get along good." Neighbors and the family acknowledge Pettie's mental health issues. He made a social media post on Sunday before he was killed that said, in part, "I'm tired of no sleep…this town has gobbled me up and showed no love for me and mine." After his death, Pettie's friends commented, saying things like, "Glenn was a nice guy" and "You clearly needed help and you were asking for it… I'm sorry." Pettie's neighbor, who knew him for 10 years, said the deadly shooting should have ended differently. "Even when he was going through his mental health crisis, we would talk to him, I would talk to him," a neighbor said. "He would say, 'You are my Libra friend,' and he always smiled and talked to me. I was always able to calm him down and talk to him. They could have done it a different way."

Since Jan. 1, there have been eight police-involved deaths in Maryland, according to data listed by the IID on its website. Half of those incidents have been fatal shootings. An officer-involved shooting took place on Easter Sunday in National Harbor, Maryland. Police say around 8:20 a.m. officers responded to a stabbing call, where a man and a woman were found with "critical stab wounds." "Before fleeing that scene, the suspect also set fire to the apartment," Prince George's County Police Department Chief Malik Aziz said during a media conference. "Officers learned the stabbing was domestic-related, and the suspect was known to the victims." Less than two hours later, "Officers responded to the National Harbor where they encountered the suspect in that earlier stabbing at St. George Blvd and Potomac Passage. The suspect was still armed with a knife and moved towards an officer." Two officers discharged their duty weapons, Aziz said. The suspect was struck an unknown number of times. The suspect was taken to a nearby hospital, where he died. No officers were injured in the incident. The stabbing victims are in critical but stable condition, police say. Investigators have not yet confirmed the relationship between the stabbing victims and suspect. Identities have not been released. The Maryland Attorney General's Independent Investigations Division is now in charge of the investigation.
