ECI trains nearly 350 BLOs from four states

New Delhi [India], May 26 (ANI): The seventh batch of training for Booth Level Officers (BLO) Supervisors began at the India International Institute of Democracy and Election Management here on Monday. Chief Election Commissioner (CEC) Gyanesh Kumar addressed the participants of the training programme including BLOs, BLO Supervisors, Electoral Registration Officers from Uttar Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh. A total of 353 grassroots election officials (101 from Uttar Pradesh; 82 from Uttarakhand; 83 from Rajasthan and 84 from Himachal Pradesh) are taking part in the training programme, according to a release. With this, over 3,350 field officials have been trained in the last two months by ECI in New Delhi. In his inaugural address, Gyanesh Kumar said that these training programmes are essential to ensure that elections are conducted strictly in accordance with the Representation of People Act 1950, Registration of Electors Rules 1960, Conduct of Election Rules, 1961 and the instructions issued by the ECI from time to time. He also underlined that the participants, through the training, will familiarise themselves with the provisions of first and second appeals against the final electoral rolls. It may be recalled that no appeals were filed from Uttar Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh after the completion of the Special Summary Revision (SSR) exercise as of January 6 to 10, 2025. The training is designed to enhance participants' practical understanding especially in the areas of voter registration, Form handling, and field-level implementation of electoral procedures. Participants will also receive practical training on the IT tools. The officials will also be provided technical demonstrations and training of EVMs and VVPATs, including mock polls, the release said. (ANI)

The Election Commission on Monday (May 19, 2025) began a two-day training programme for frontline election functionaries from Jharkhand. The participants, numbering 402, would be trained in interactive sessions, role plays, simulating house-to-house surveys, case studies, and hands-on exercises for filling various forms for voter registration. The participants include deputy electoral officers, electoral registration officers, booth-level officers (BLO) and BLO Supervisors. The capacity-building programme for frontline election functionaries from Jharkhand was inaugurated by Chief Election Commissioner Gyanesh Kumar at the India International Institute of Democracy and Election Management (IIIDEM) here. 3,000 trained so far The EC has trained over 3,000 such participants from across the country over the last three months. Addressing the functionaries, Mr. Kumar asked the participants to make electors aware of provisions like first and second appeals under Sections 24(a) and 24(b) of Representation of the People Act 1950, an official statement from the EC said. The first and second appeals against the final electoral rolls can be made with the District Magistrate/District Collector/Executive Magistrate and the Chief Electoral Officer (CEO) of the State/Union Territory, respectively. No appeals were filed from Jharkhand after the completion of the special summary revision exercise as of January 6-10 earlier this year. The curriculum of the programme includes interactive sessions, role plays, simulating house-to-house surveys, case studies, and hands-on exercises for filling Forms 6, 7 and 8. Additionally, participants will receive practical training on the Voter Helpline App and the IT tools. Technical demonstrations will be held. They will be trained in the use of electronic voting machines (EVMs) and voter-verified paper audit trails (VVPATs), as well as the conduct of mock polls.

Patna: Election commissioner (EC) Vivek Joshi reached Patna on a four-day state visit to review the preparations for the upcoming Bihar legislative assembly elections due later this year. He will interact with the officials of the state and election commission, and inspect the status of voter facilities, security arrangements, FLC process, training centres and polling stations to ensure fair and peaceful elections in Bihar. Joshi will also hold a meeting with state chief electoral officer (CEO) Vinod Singh Gunjiyal, nodal police officer, IG, DIG, and Patna district magistrate and SSP before a field inspection. According to a press communique, Joshi will also visit Motihari in East Champaran district and Bettiah in West Champaran to inspect the first-level checking of EVMs, and review the election preparations with the respective DMs, SPs, EROs and BLOs. India International Institute of Democracy and Election Management, the training institute of the Election Commission of India , has already started large-scale programmes to ensure the accuracy of the voter list. Polling station officials of Bihar and booth-level agents of recognised political parties are participating in the training programmes being organised division-wise. The first-level checking of EVMs is also going on in 13 districts. After his arrival, Joshi was welcomed by state CEO Gunjiyal.

ECI launches capacity-building programme for field-level officers from Bihar, Haryana and Delhi

New Delhi: Chief Election Commissioner (CEC) Gyanesh Kumar on Wednesday inaugurated a two-day capacity-building training programme for Booth Level Officers (BLOs), BLO Supervisors, and Electoral Registration Officers (EROs) from Haryana and the National Capital Territory of Delhi. The training is being held at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi. A total of 371 grassroots electoral officers are participating in the programme -- including 306 BLOs from Bihar, 30 EROs and BLO Supervisors from Haryana, and 35 from Delhi. With this batch, more than 2,600 field-level officials have been trained by the Election Commission of India (ECI) in the past two months in New Delhi. In his address, the CEC announced that standardised identity cards would soon be issued to BLOs to facilitate their door-to-door verification duties. He added that participants of this training would go on to train other BLOs in their respective states and union territories. Emphasising adherence to electoral laws, the CEC reminded the trainees that their responsibilities must be carried out strictly in line with the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, the Conduct of Election Rules, 1961, and the directions issued by the Commission from time to time. The training programme aims to strengthen participants' practical understanding of electoral procedures, particularly in voter registration, form handling, and field-level operations. It includes orientation on the appeal mechanisms under Section 24 of the RP Act, 1950 -- with first appeals made to the District Magistrate/Collector or Executive Magistrate under Section 24(a), and second appeals to the Chief Electoral Officer under Section 24(b). It may be noted that no appeals were filed from Bihar, Haryana, or Delhi following the Special Summary Revision (SSR) exercise conducted from January 6 to 10 this year. The curriculum features interactive sessions, role plays, simulated door-to-door surveys, case studies, and hands-on exercises for Forms 6, 7, and 8. Participants will also receive practical training on the Voter Helpline App (VHA) and other IT tools. Technical sessions on the operation of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs), including mock polls, are also part of the programme.

Election Commission of India on Wednesday (April 23, 2025) began a two-day training and capacity building programme for Booth Level Officers (BLOs) from Bihar, where Assembly elections are scheduled to be held later this year. This is the third such batch of BLOs to be trained from Bihar. The group includes 229 BLOs, 12 Electoral Registration Officers (ERO) and 2 District Electoral Officers (DEO) from the State. A specialized one-day training programme for the State Police Nodal Officer (SPNO) and Police Officers from Bihar was also held alongside, an official statement said. The training programme was inaugurated by Chief Election Commissioner of India Gyanesh Kumar in the presence of Election Commissioner Dr. Vivek Joshi at the India International Institute of Democracy and Election Management (IIIDEM) in the national capital and was followed by an interaction with the participants. The training is planned to familiarise the BLOs with their roles and responsibilities as per statutory framework so as to ensure error-free electoral rolls. They will also be trained in the IT applications designed to support their roles, the statement said. This is the latest in the first phase of the ongoing physical training programmes at IIIDEM in which 555 BLOs from poll-bound States of Bihar, West Bengal and Assam and 279 Booth Level Agents (BLA-1s) of 10 recognised National and State political parties from Bihar have already been trained. These well-trained BLOs will form a corps of Assembly Level Master Trainers (ALMTs) to strengthen the entire network of BLOs nationwide. The training of SPNOs and Police Officers from Bihar aims at improving coordination between election authorities and the police for enhanced electoral management, especially in the areas of law and order, vulnerability assessment, paramilitary forces (CAPF) deployment, and model code of conduct (MCC) enforcement, the ECI statement said.
