The Chair, Bhubaneshwar Kalita, did not allow him to raise the issue. As the Opposition walked out amid sloganeering, Kalita said: 'You are walking out, that is also a part of democracy. But while going out also, you should maintain decorum.' Union Education Minister Dharmendra Pradhan, who introduced the Bill, said: 'They are not letting the Parliament, which runs on the taxes of the poor people, (function).' He also said the Congress was referencing information posted by an expert from Centre for the Study of Developing Societies (CSDS) with malafide intentions. He also said the institution had received funding from the ICSSR and that taking money from India and challenging its constitutional system is not a good thing. Several members who participated in the discussion said the institute would ensure access to good global quality education in the northeast. AIADMK member M Thambidurai raised the issue of student suicides at IIMs. He also raised the issues of appointments of V-Cs in Tamil Nadu, which is stuck in a legal quagmire. The TN government is currently in court over a set of laws that shift the power to appoint V-C to the state government from the Governor. In his response, Pradhan said his ministry will look into the suggestions from members.

New Delhi: The Rajya Sabha on Wednesday passed a bill to set up an Indian Institute of Management (IIM) in Guwahati with the Union government providing a capital support of Rs 550 crore. The bill was passed by the Lok Sabha on Tuesday. The Opposition staged a walkout after the Indian Institutes of Management (Amendment) Bill, 2025, was introduced in the Rajya Sabha. Replying to the discussion on the bill, Union Education Minister Dharmendra Pradhan said this will be the 9th IIM to be established under the Narendra Modi-led government in the last 10 years. "The 21st IIM in the country will be set up in Guwahati at an investment of Rs 550 crore," the minister said. He expressed gratitude to Assam Chief Minister Himanta Biswa Sarma for his efforts to seek approval for the establishment of an IIM in the state. "I am happy today (with) the way Northeast is emerging. Our Prime Minister Narendra Modi is solidly behind the Northeast... IIM Guwahati will certainly create a bigger scenario for the entire Northeast, especially Assam and Guwahati," Pradhan said. The Indian Institutes of Management (Amendment) Bill, 2025 -- which was passed amid din in the Lower House on Tuesday -- will help set up the second IIM in the Northeast after Shillong. The minister highlighted that from 1961 to 2014, only 13 IIMs were established, whereas the number of students has significantly increased from 3,500 in 2013-14 to 9,800 in 2024-25. In 2017, a historic decision allowed IIMs to award degrees instead of PG Diplomas. Pradhan emphasized that IIMs have become institutions of national importance. IIM Guwahati will function similarly to a university upon its establishment. The minister criticised the Congress government under Manmohan Singh for ignoring Assam during 2004-14. He mentioned that foreign universities are preparing to open campuses in India, and two IITs have recently opened abroad in Abu Dhabi and Africa. IIM-Ahmedabad is renowned for producing unicorns. The establishment of IIM-Guwahati is part of a special development package for Assam. Currently, there are 21 IIMs designated as institutions of national importance. During the debate, members like Goll Baburao (YSRCP), Niranjan Bishi (BJD), and M Thambidurai (AIADMK) voiced concerns about vacant faculty posts and rising student suicides. Bishi requested more IIMs in Odisha and urged measures to fill 500 vacant faculty positions and stop ragging in IIMs and IITs. Thambidurai called for an investigation into vacant vice-chancellor posts in Tamil Nadu universities. Birendra Prasad Baishya (AGP) expressed that the Congress ignored Assam's demands and that the new IIM would benefit the entire Northeast. He requested priority admission for Northeast students at IIM-Guwahati. Praful Patel (NCP) welcomed the bill, noting the importance of spreading education across the country. K Laxman (BJP) pointed out that only one IIM was set up during the UPA regime, while nine were established under Modi's administration. He highlighted the need for an IIM in Telangana. Geetha (BJP) supported the bill, noting that Assam students will no longer need to travel for education.
