Telangana Deputy CM seeks cooperation of banks to achieve Rajiv Yuva Vikasam targets
Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has requested banks to extend cooperation in achieving the targets set under Rajiv Yuva Vikasam, the innovative scheme facilitating self-employment opportunities to youth, in a time bound manner. The State Government has decided to distribute sanction letters to five lakh eligible youth selected for assistance through Rajiv Yuva Vikasam on June 2 coinciding with the State formation day. Bankers were asked to extend their cooperation in ensuring hassle free implementation of the scheme. Banks should accordingly appoint a State level nodal officer to coordinate with different banks for taking the scheme forward. The State Government on its part has resolved to provide ₹6,250 crore subsidy towards Rajiv Yuva Vikasam which is conceived to harness entrepreneurial skills among educated and skilled youth. This will in turn enhance the State Gross State Domestic Product, he said. The Deputy Chief Minister, who also holds the Finance portfolio, was addressing a meeting of the State Level Bankers Committee held in Hyderabad on Thursday (May 22, 2025). He hoped that banks would reach the targets planned for the current financial year. Focus on agri sector Mr. Bhatti Vikramarka said the State government accorded top priority to agriculture sector with focus on promotion of horticulture and oil palm cultivation. The government had recently credited ₹21,000 crore into the accounts of farmers as part of loan waiver while it prioritised implementation of Rythu Bharosa farmers investment support scheme besides paying premium to provide insurance coverage to them. Solar pump sets to tribal farmers This was in addition to the launch of the Indira Soura Giri Jala Vikasam, an exclusive scheme for providing off-grid power connectivity to tribal farmers through distribution of solar pump sets with 100% subsidy. A huge ₹12,600 crore had been earmarked for providing solar pump sets to eligible tribal farmers free of cost over a period of five years. ₹1 lakh crore interest free loans to women SHGs Women empowerment was another priority area of the government and it had sanctioned interest free loans of ₹20,000 since taking over power in the State. It was resolved to provide ₹1 lakh crore interest free loans to women self help groups (SHG) in the coming five years. In addition to providing financial assistance to SHGs, steps were taken to inculcate entrepreneurship among them. Accordingly, women were encouraged to purchase buses for leasing out to the Telangana State Road Transport Corporation (TGSRTC) and set up power plants through which they could make money. The State Government had targeted additional generation capacity of 20,000 MW through green energy by 2030 and several steps were initiated in this direction. Advanced tech centres to make youth employable on a global scale Equal emphasis was laid on youth empowerment and the government implemented fee reimbursement for them to promote human resources in a big way. While Skill University was set up to harness skill sets among youth, the government was setting up advanced technology centres in majority of the Assembly constituencies to provide necessary training to youth for making them employable on a global scale.

Who is A Sharath, Telangana IAS officer who keeps falling at CM's feet—first KCR, now Revanth

His act also prompted Chief Secretary Ramakrishna Rao to issue a memo to all Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS) officers in the state to 'henceforth refrain from indulging in acts and gestures which are unbecoming of a Member of the Service in public meetings and gatherings'. Hyderabad: Telangana IAS officer and tribal welfare secretary A Sharath apparently trying to touch Chief Minister Revanth Reddy's feet during a public gathering has drawn flak from various quarters, including the scheduled tribe organisations in the state. 'This is a cautioning to all the officers,' Rao told ThePrint, even though he declined to comment on if Sharath could face some action. Sharath, a 2005-batch IAS officer promoted from the state cadre, has extended such gestures to chief ministers in the past as well. As Kamareddy district collector in June 2021, Sharath touched the feet of then chief minister K. Chandrashekar Rao. The incident took place when KCR inaugurated the new collectorate complex. Sharath apparently touched the CM's feet twice after KCR entered the collector's chamber to take a look and instate him in his chair. Now posted as the secretary of the tribal welfare department, Sharath caught CM Reddy off guard at the inauguration of the Indira Soura Giri Jala Vikasam at the Macharam village of the Amrabad mandal in the Nagar Kurnool district Monday. After presenting a memento of the scheme, which offers tribal farmers free solar-powered irrigation facilities for horticulture crops, to the CM, the IAS officer leaned apparently to touch Reddy's feet as his deputy Bhatti Vikramarka and minister Jupally Krishna Rao looked on. The CM moved to exit the dais, without acknowledging the gesture. In video clips that have gone viral, Sharath, who hails from a ST community, apparently attempted to touch Bhatti's feet next but the deputy CM prevented him with a hand gesture. ThePrint reached Sharath for his response over the phone but the officer said he will talk later. This report will be updated if and when a response is received. Tribal organisations including those representing Banjaras censured Sharath's act saying he has upset the community, lowering their self-respect. Girijana Chaitanya Vedika president Raju Naik reportedly demanded Sharath's resignation and apology to the Banjara people. Also, there are past instances of Sharath attempting to please politicians with his words of profuse praise. As Sangareddy district collector in September 2022, Sharath described KCR as 'Abhinava Ambedkar' (modern-day Ambedkar). 'I was not born when Dr B.R. Ambedkar wrote the Constitution, including provisions for the uplift of the downtrodden, underprivileged. I am now witness to our CM, inspired by Ambedkar, implementing various schemes, programmes for their welfare,' Sharath said at a government function, attended by public representatives, bureaucrats and police officers. After Revanth took over, Sharath was put in charge of the tribal welfare department as its secretary in January 2024. 'In the first collectors' conference too, as he introduced himself to the new CM, Sharath tried to extol him saying things like him becoming the CM is the state's great fortune. Revanth cut him short, asking him to stick to the point,' a senior IAS officer told ThePrint. 'I don't know if he harbours some political ambitions.' 'After the Monday incident, the CM conveyed his displeasure to the CS, making it clear that he does not approve of such deeds which belittle the AIS, violate the code of conduct, and also put him in discomfort,' said the officer. CM Revanth's stand, the officer quoted above said, is in stark opposition to KCR's 'who blessed the IAS officers falling at his feet'. On the same day as Sharath, on 20 June 2021, another collector Venkatarami Reddy, of Siddipet district, also touched KCR's feet during the new collectorate complex opening there, sparking a statewide outrage. Venkatarami Reddy, also a conferred IAS officer from the state cadre and accused of operating in BRS' interests by the opposition parties, quit the service later that year to join the ruling party. Nominated by KCR, he was elected as an MLC under the MLA quota elections in November 2021. Sharath and Venkatarami Reddy's gestures attracted severe criticism on social media then. They were also censured by Congress leaders like Uttam Kumar Reddy and Ponnam Prabhakar, who are now ministers in the Revanth-led government. At that time, Shabbir Ali, a senior Congress leader from Kamareddy, wrote to then president Ram Nath Kovind and demanded the centre take action against the two district collectors for touching CM KCR's feet in full public view. Ali, in his letter to Kovind, said Venkatrami Reddy and A Sharath have violated the All India Services (Conduct) Rules, 1968. Now, while the opposition BRS is largely silent on the matter, the state government has moved to put an end to 'such disgraceful acts' by AIS officers. 'In recent times, several instances have come to the government notice where All India Services officers are indulging in acts and gestures unbecoming of a member of the service in public meetings and gatherings. Such acts and gestures in public reflect poorly on All India Services Officers and impact the image of the service, undermining the public's faith in the individual's ability to serve,' Chief Secretary Rao said in the memo. Rule 3(1) of the AIS (Conduct) Rules, 1968, stipulates that every member of service shall at all times maintain absolute integrity and devotion to duty and shall do nothing which is unbecoming of a member. 'All India Services officers are expected to maintain a high-level of professionalism, integrity, and decorum, both in their official capacity and in public interactions to uphold the trust and confidence of the public they serve,' said the CS in the notice. Speaking to ThePrint, Telangana BJP spokesperson Kishore Poreddy said such acts of 'abject deference' towards those in power hurts the dignity of public servant's office, erodes people's faith in the officer's ability to act impartially. 'Such gestures also contribute to the public's growing negative perception of the politician-bureaucrat nexus.' CS asks babus to maintain dignity while on duty
Hyderabad: Taking serious note of an instance where an IAS officer tried to touch the feet of Chief Minister A Revanth Reddy, Chief Secretary K Ramakrishna Rao issued specific orders to all bureaucrats to maintain dignity and integrity while discharging their duties. The top official's instructions came in the light of an incident during the launch of Indira Soura Giri Jala Vikasam scheme on May 19. As per these special instructions on Tuesday, All India Services (AIS) officers shall refrain from indulging in acts and gestures which are unbecoming of a Member of the Service in public meetings and gatherings. Any member of Service who is violating the instructions is liable for disciplinary action. The Memo issued by GAD referred to Rule 3 (1) of the AIS (Conduct) Rules, 1968 and emphasised that the rule stipulates that every Member of Service shall at all times maintain absolute integrity and devotion to duty and shall do nothing which is unbecoming of a Member of the Service. 'AIS officers are expected to maintain a high level of professionalism, integrity, and decorum, both in their official capacity and in public interactions to uphold the trust and confidence of the public they serve,' it noted. Similar instructions were also issued to other officials. A separate memo pointed out that these acts would impact the image of a public servant, besides undermining the public's faith in the individual's ability to serve.

CM Revanth Reddy unveils Nallamala Declaration to empower scheduled tribes
HYDERABAD: Chief Minister A Revanth Reddy on Monday unveiled the Nallamala Declaration at Macharam village in Amrabad mandal of Nagarkurnool district. The declaration is aimed at the development of Scheduled Tribes (ST). During the unveiling, the chief minister stated that his government was committed to the development of the Nallamala region and the welfare of STs in the state. Under the declaration, the government would implement the Indira Soura Giri Jala Vikasam scheme, provide Indiramma houses to all Particularly Vulnerable Tribal Group (PVTG) families and extend assistance to one lakh ST youth with a subsidy of Rs 1,000 crore under the Rajiv Yuva Vikasam scheme. The declaration stated that the government will sanction houses under the Indiramma Housing Scheme to all PVTG families on a saturation basis. The government would provide financial assistance to one lakh unemployed ST youth with a subsidy of Rs 1,000 crore for their self-employment under the Rajiv Yuva Vikasam scheme. The government will also implement the Indira Soura Giri Jala Vikasam scheme, aimed at holistic development of RoFR lands.

HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka on Monday declared that the Congress must remain in power for the next 20 years to turn its slogans into lasting laws. He said: 'Our struggle for water, forests, land and livelihood — 'Jal, Jungle, Zameen and livelihood' — requires sustained governance to achieve true results.' Vikramarka joined Chief Minister A Revanth Reddy to launch the Indira Soura Giri Jala Vikasam scheme in Macharam village, Amrabad mandal. Speaking at the public meeting, he hailed the scheme's launch as 'a historic milestone, worthy of being etched in India's history in golden letters.' He described it as 'a visionary, nation-worthy initiative born from the heart of the Chief Minister and his dedicated ministers.' Vikramarka spoke passionately about the centuries-long struggles of tribal communities, who 'fought and bled for forests yet reaped no rewards.' He announced that the Nallamala Declaration, introduced under Reddy's leadership, will extend benefits to all tribal regions in Telangana. 'We will implement it with utmost sincerity, delivering tangible outcomes within four years,' he vowed, crediting Reddy's deep commitment to uplifting backward communities. He said that the Rs 12,600 crore Soura Giri Jala Vikasam Scheme is a bold move to empower tribals who are historically left behind. Vikramarka revealed that tribal farmers will now grow high-value crops like avocados, previously exclusive to wealthy farmers. These crops will yield profits within two years, with the Horticulture Department providing free saplings for intercropping to ensure interim income. Condemning past injustices, he said, 'Under the previous regime, tribal women were tied to trees and beaten for farming, while men faced false charges. Such atrocities will never be forgotten.' He warned that any criticism or conspiracy against the government would be treated as a conspiracy against Telangana's people.
