J&K HC quashes FIR against sportswoman Bilquis Mir, says case a ‘witch-hunt desite bringing laurels to India'
The High Court of Jammu and Kashmir on Friday (July 25, 2025) quashed the First Information Report (FIR) against ace water sportswoman Bilquis Mir, questioned the investigation agency's role and described the case as a 'witch-hunt'. 'The attitude of the Investigating Agency in criminalizing non-acquisition of a technical qualification by the petitioner when she has brought laurels to the Country all over the world speaks volumes about the manner in which we are treating our sporting heroes,' Justice Sanjay Dhar observed, while quashing the FIR. The Anti-Corruption Bureau (ACB) in 2023 filed an FIR against Ms. Mir, Executive Director, Water Sports Centre, J&K Sports Council. The ACB launched a verification process to look into allegations if she was appointed as Physical Education Teacher (PET) in relaxation of required technical qualification and if she underwent the Bachelor in Physical Education course. Quashing the FIR against Ms. Mir, Justice Dhar said, 'This is a fit case where this Court should exercise its powers under Section 528 of BNSS to quash the impugned FIR and the proceedings emanating therefrom so as to secure the ends of justice.' The court said the attitude of the Investigating Agency in criminalizing non-acquisition of a technical qualification, when she has brought laurels to the Country all over the world, 'speaks volumes about the manner in which we are treating our sporting heroes'. 'While going through the Case Diary, (the court) was alarmed to note that the probe agency has even tried to go into the issue as to whether the answer scripts of the petitioner in her graduate examination have been properly evaluated by the examiners. This attitude clearly smacks of wreaking vengeance. The present case appears to be nothing but a witch-hunt launched by vested interests,' justice Dhar observed. Ms. Mir earned laurels for India in 2024 when she became the first Indian woman on the Paris Olympics jury. She was also the Chief Finish Line Judge at the 2025 Asian Championship held in Nanjing, China. 'This Country has produced very few sports personalities and coaches of the level of the petitioner and instead of honouring them and celebrating their achievements, it seems that the people at helm of affairs are leaving no stone unturned in harassing such talented people. No surprise that even after more than 75 years of independence, this Country has failed to develop a sporting culture, as a consequence whereof, we have failed to produce sportsmen/women of international standards in proportion to our population,' the court observed . The ACB had filed a case against Ms. Mir under Section 5(1)(d) and 5(2) of J&K Prevention of Corruption Act and Section 120-B of the Ranbir Penal Code.

Mumbai police arrest brother-in-law, book father for sexually assaulting 16-year-old girl
The Mumbai police Thursday arrested the brother-in-law and booked the father of a 16-year-old girl on charges of sexually assaulting her, and threatening her with dire consequences last year. The police said they registered a child sexual abuse case, and arrested her sister's husband from the area after the girl lodged a complaint Thursday. They said her father has been absconding, and they are trying to trace him. According to the First Information Report (FIR), filed on the basis of the girl's police complaint, her father allegedly raped her in April last year, and that her elder sister's husband groped her a month before that. She told the police that her father also threatened her, saying he would kill her and her mother if she told anyone about the crime against her. Her brother-in-law also threatened the girl not to tell her sister about the incident, or else she would face dire consequences. The girl said she did not tell anyone about the sexual assault as she was scared. The police charged both men under sections 64(2)(f) (rape by relative or guardian), 75(1) (sexual harassment), 115(2) (voluntarily causing hurt), 351(2) (criminal intimidation), and sections 4, 8, and 12 of the Protection of Children from Sexual Offences (Pocso) Act.

Supreme Court Orders CBI Investigation Into Alleged Custodial Torture Of J&K Constable
The Supreme Court has directed the Central Bureau of Investigation (CBI) to look into serious allegations of custodial torture involving a Jammu and Kashmir police constable at the Kupwara Joint Interrogation Centre. The constable, in his petition, claimed he was subjected to brutal torture and mutilation while in custody. Responding to these grave claims, the apex court not only ordered a CBI probe but also instructed the J&K administration to pay Rs 50 lakh in compensation to the victim. The petitioner had urged the court for a First Information Report to be registered against the individuals responsible and sought either a CBI or Special Investigation Team (SIT) to lead the inquiry. He also requested that an FIR registered under Section 309 of the Indian Penal Code—attempt to die by suicide—be quashed, arguing it was a consequence of the trauma he suffered. The Supreme Court emphasized the seriousness of the allegations and demanded a status report on the investigation by September. This case has drawn fresh attention to human rights concerns in the region, coming just months after another controversial incident in which a Gujjar youth allegedly died by suicide in police custody in Kathua's Billawar area after being accused of terrorist links. By entrusting the probe to the CBI and offering financial redress, the court has sent a strong message about accountability and the need to uphold constitutional rights even in sensitive areas like Jammu and Kashmir.

NSUI's Odisha unit head arrested for ‘raping' 19-year-old student
The Odisha Police late Sunday night arrested Udit Pradhan, the state unit president of the National Students' Union of India (NSUI), for allegedly raping a 19-year-old student. He will be produced in court on Monday. According to police sources, the survivor alleged that Pradhan raped her on March 18 after giving her some intoxicated substance at a hotel. On the basis of the survivor's statement, a First Information Report (FIR) was registered and the accused was arrested, a police officer said. Pradhan has been booked under sections 64 (1) (rape), 123 (causing hurt by means of poison), 296 (obscene acts and songs), 74 (use of criminal force against a woman), and 351(2) (criminal intimidation) of the Bharatiya Nyaya Sanhita (BNS). The arrest comes at a time when the Congress party has stepped up its attack against the BJP government in Odisha over recent issues of crime against women, including the death of a student at a leading college in Balasore. The Congress is yet to issue a statement on the latest development.

'Strangled, Hair Cut To Look Less Attractive': Kerala Woman's Mother On Her Suicide In Sharjah
The mother of the Kerala woman, who died by suicide in Sharjah with her daughter, has alleged her daughter was strangled and kicked, and her hair cut. The Kollam Police in Kerala have registered a case of murder under the Dowry Prohibition Act against a man after his wife and their child were found dead in Sharjah after alleged dowry-related harassment. In a suicide note, which was recovered from her Facebook account, the woman, Vipanchika (32), had claimed that her husband and other in-laws had been subjecting her to mental and physical abuse over dowry demands. Subsequently, a case was registered under Sections 85 (cruelty by a husband or his relatives towards a woman) and 108 (Abetment of suicide) of the Bharatiya Nyaya Sanhita (BNS), along with Sections 3 and 4 of the Dowry Prohibition Act, 1961. According to the details, a case has also been filed under Sections 118(1) and 103(1), after a complaint was lodged by the woman's mother, Shyamala. In her complaint, the woman's mother alleged that Vipanchika was regularly harassed over dowry, humiliated over her appearance, and isolated by her husband and in-laws. Shyamala alleged that Vipanchika's hair was cut to make her look 'less attractive", as she was fair-skinned while her husband and his family were dark-skinned, the complaint mentioned. She alleged her daughter was tortured for more dowry, as her husband stated that what he got during marriage in 2014 was insufficient. According to the First Information Report (FIR), a two-wheeler and some gold was given as dowry. The complaint mentioned that the accused strangled the woman, kicked her in her stomach and hit her head with a plate. The mother also alleged that her one-year-old granddaughter, Vybhavi, was physically harmed after Vipanchika opposed her husband's alleged relationships with other women. A legal notice for divorce was later sent to Vipanchika. Unable to bear the ongoing harassment, Vipanchika took the extreme step, according to the complaint. In her complaint, Shyamala accused her daughter's husband, his sister Neethu Beni, and their father of abetment to suicide. The three were named as the accused in the case. The woman from Kottankara allegedly died by suicide, and her one-year-old daughter also died under tragic circumstances, raising suspicions that the child may have been killed before the mother took the extreme step.
