ICJS 2.0 launched for speedy delivery of criminal justice

Vijayawada: State police department launched the Interoperable Criminal Justice System (ICJS) 2.0, a transformative initiative with a budget of Rs 88.03 crore, on Saturday. This project aims to modernise the criminal justice system by deploying advanced hardware and infrastructure across its core pillars: police, prisons, prosecution, forensics, and courts. ICJS 2.0 facilitates seamless, paperless data exchange and technological integration to ensure swift and transparent justice delivery. DGP Harish Kumar Gupta inaugurated the initiative, which includes the procurement of critical equipment such as 4,575 All-in-One PCs, 1,259 webcams, 520 high-end laptops, 1,483 multifunction printers, 2,264 mobile data terminals, 5,510 integrated security solutions, 6,792 SD scanners, 1,051 QR code readers and printers, 1,109 fingerprint enumeration devices, and 208 biometric attendance devices. These resources are distributed strategically: four desktops per police station, two per court complex, five for the State Forensic Lab, three per Regional Forensic Lab, and additional units for prisons and prosecution offices. Webcams support video conferencing and evidence recording, while laptops equip public prosecutors, assistant public prosecutors, and field officers. Biometric devices enhance security and transparency in district and central jails. All equipment comes with a three-year onsite warranty and dedicated OEM support at district headquarters for operational reliability. ICJS 2.0 introduces a unified digital ecosystem to streamline criminal justice processes, leveraging advanced technology for efficiency and security. Rugged mobile data terminals enable investigative teams to use tools like eSakshya for recording witness statements and eSummons for delivering summons and warrants, integrated with CCTNS, ICJS, and court platforms. Next-generation security measures in prisons include end-to-end protection with continuous trust verification, centralized monitoring, agile cloud policy management, and real-time AI-based threat detection to safeguard endpoints and sensitive data. The launch of ICJS 2.0 positions Andhra Pradesh as a leader in India's digital justice transformation. By securing high-quality equipment at competitive prices and deploying innovative solutions across all pillars, the state sets new benchmarks for transparency, security, and efficiency in the criminal justice system, fostering stronger inter-pillar collaboration and faster justice delivery for its citizens.

Vijayawada: In a step towards modernizing the criminal justice system, Andhra Pradesh police has formally launched the Interoperable Criminal Justice System (ICJS) 2.0 — a nationwide digital initiative approved by the ministry of home affairs. Director general of police (DGP) Harish Kumar Gupta said that the initiative is aimed at creating a paperless, seamlessly integrated, and technology-driven ecosystem to enhance transparency, coordination, and efficiency across departments handling criminal cases. By investing in advanced equipment and cybersecurity systems, the state is expected to accelerate investigation and trial processes, improve evidence management, and ensure secure data exchange among institutions. "AP police department has also set a benchmark in cost-effective procurement by acquiring best-in-class devices at the most competitive prices nationally — saving substantial public funds. As part of the rollout, the state has procured 4,575 all-in-one desktops for police stations, court complexes, forensic labs, prisons, and prosecution offices, along with 1,259 webcams to enable video conferencing and digital evidence recording," the DGP added. To strengthen field-level operations and digital documentation, 520 high-end laptops have been distributed to public prosecutors and other key personnel, while 2,264 rugged mobile data terminals (MDTs) are being provided to crime scene responders for real-time documentation. In addition, 1,483 multifunction printers, 6,792 SD scanners, and 1,051 QR code-based readers and printers have been deployed for high-volume document handling and efficient evidence tracking, he said. All equipment comes with a three-year onsite warranty and dedicated OEM support stationed at every district headquarters, ensuring smooth maintenance and operational continuity. Among the most impactful features of ICJS 2.0 is the integration of MDTs with key applications like eSakshya and eSummons, which allow investigators to record witness statements and serve legal documents digitally. The system is also fully integrated with the crime and criminal tracking network & systems (CCTNS) and MedLEaPR (Medical Legal Examination and Postmortem Reporting), improving collaboration between police, forensic teams, and medical authorities. A QR-code based chain-of-custody mechanism has been introduced to digitally track the movement of evidence, while a next-generation security framework has been embedded across all edge devices. The system enables centralized monitoring, AI-powered threat detection, and real-time trust verification to safeguard sensitive data. "With ICJS 2.0, AP emerges as one of the leading states in adopting digital transformation in criminal justice. By setting high procurement standards and integrating advanced technologies across sectors, the state is redefining justice delivery, reducing delays, and reinforcing public trust in the system," the DGP said. He further added that the initiative reflects the state's commitment to fast, secure, and transparent justice, while promoting inter-agency collaboration and modern governance.

Regularly updating data by using e-court portals, monthly checks by station house officers (SHOs), ensuring adherence to search protocol and arranging training sessions are among the guidelines that have been sent by Delhi Police Commissioner Sanjay Arora to all police stations in a bid to increase overall efficacy in tracing and nabbing wanted criminals, parole jumpers, and proclaimed offenders in the Capital. A total of 1,059 proclaimed offenders have been arrested by the Delhi Police till May 31, as per the official data. The Crime Branch of the Delhi Police traced wanted criminals, parole jumpers, and proclaimed offenders in the last six months by scanning data available on the Interoperable Criminal Justice System (ICJS) and e-prison portals, underlined a recent circular. The latest set of guidelines aims to ensure that these wanted criminals can be traced by local police stations too, and not just the Crime Branch, said officials. As per the guidelines, officers have been told to utilise the e-court portal to obtain the updated orders regarding the criminals. On the search protocol, the officers concerned have been told to search particulars of such criminals on the ICJS portals (Crime and Criminal Tracking Network and Systems, e-court, and e-prosecution) and match the data with police station records to ensure accuracy. In the latest directions, SHOs have been told to ensure monthly checks pertaining to their jurisdiction on the e-Prison and ICJS portals. 'Every SHO must issue a certificate to the District Deputy Commissioner of Police (DCP), confirming the completion of the monthly check, in the first week of the next month, positively. Similarly, all SHOs and inspectors shall share reconciled data of parole jumpers, proclaimed offenders, and wanted criminals with the CRO/Crime Branch every month through the District DCP concerned,' the circular dated June 30, signed by the Delhi Police Commissioner, stated. The police stations that have not created user IDs for the e-Prison and ICJS portals must do the needful, it added. Apart from this, the circular underlined, regular briefings and sensitisation must be done of all officers, IOs, and subordinate staff on updating and uploading details of wanted criminals, furlough jumpers on the Proclaimed Offenders Monitoring System (POMS) portal of CCTNS/ICJS through the National Informatics Centre (NIC). The circular also highlighted the importance of the training sessions.
