Additional funds to rid S'gor of ‘ikan bandaraya'
SUCKERMOUTH catfish, better known locally as ikan bandaraya (Hypostomus plecostomus), is an invasive species that has been linked to the decimation of local river fish species. It is said to have also affected the river ecosystem and been linked to the erosion of riverbanks by burrowing holes in them. To put a stop to this, Selangor government introduced last September an incentive of RM1 for every kilogramme of suckermouth catfish caught. SPIA members and Universiti Teknologi Mara student volunteers casting a fishing net in a search-and-destroy mission to get rid of 'ikan bandaraya' from Sungai Buloh during the recent initiative. State infrastructure and agriculture committee chairman Datuk Izham Hashim said the state had allocated up to RM50,000 for ikan bandaraya catch, for that specific month. The effort by Selangor Fisheries Department has been effective to the extent that over 20,000 tonnes of the fish was caught. Selangor Fisheries Department director Noraisyah Abu Bakar said the department had been given an allocation of RM120,000 this year to continue the programme. Noraisyah: Our efforts will come to nought if people continue releasing invasive species into our waterways. She advised ikan bandaraya hunters to look out for the department's event announcement on the incentive. 'Claims can only be made for ikan bandaraya caught at where the RM1 incentive programme is taking place. 'The RM1 incentive will be given on the day itself after fisheries staff weigh the catch,' she said during a recent ecosystem conservation programme at Kampung Melayu Batu 13 in Sungai Buloh, Selangor. To indicate how serious the problem of invasive foreign species have become in local rivers, she said over one tonne of the invasive fish was caught within two days by department staff and Universiti Teknologi Mara (UiTM) student volunteers during the programme. Mohd@Manan with the 'ikan bandaraya asam pedas' he cooked for lunch. The search-and-destroy mission was done with help from members of Squad Pemburu Ikan Asing (SPIA), a non-governmental organisation of anglers who caught the fish by casting nets in the river. SPIA chairman Mohd Haziq A. Rahman, 35, described the problem as a serious one, based on the quantity of the catch. 'The distance of Sungai Buloh (the river), which flows into the Straits of Malacca, covers up to 40km. 'However, our catch-radius in the programme held at Kampung Melayu Batu 13 covered a distance of no more than 100m. Mohd Haziq showing the suckermouth catfish haul during the two-day programme. 'It must also be remembered that the duration of the ikan bandaraya-catching exercise was only 1.5 hours per day for the two-day programme,' he said. Under normal circumstances, he said an angler would have to wait at least an hour to land a catch. The fastest would be 30 minutes, if the angler was very lucky. However, in the ikan bandaraya-infested waters near Kampung Melayu Batu 13, three people were able to net up to 661kg on the first day. On day two, the catch was 477kg with help from student volunteers and three SPIA members, Mohd Haziq said. Since last year, the Selangor Fisheries Department has caught about 20,946 tonnes of ikan bandaraya. At the event, department staff said the fish would be turned into compost. Village head Mohd@Manan Awang, who is an eatery owner, cooked ikan bandaraya asam pedas for the volunteers' lunch. One of the volunteers who tried the dish was UiTM Associate Professor Dr Seca Gandaseca from the Faculty of Applied Sciences. 'The texture is similar to stingray, but firmer,' he said. Although several of the fisheries staff said the meat and roe were safe for consumption (provided the head, gills and guts were discarded), the challenge was in cutting through its thick armour. The 100m-catch radius for 'ikan bandaraya' along the river in Kampung Melayu Batu 13, Sungai Buloh. Urging the public to refrain from freeing their aquarium fish into waterways, Noraisyah said the Selangor Fisheries Department had released a million fish fry over the past three years in a bid to repopulate rivers with local species. 'However, our efforts will come to nought if the public continue to pollute our waters with invasive species that will destroy the local fish population and put them in danger of extinction,' she said.

Selangor allocates RM6 mln for Aidiladha qurban livestock
SHAH ALAM: The Selangor government has allocated RM6 million to provide 700 cows and 1,000 goats for the qurban ritual at mosques and surau throughout the state in conjunction with Aidiladha next month. Selangor Menteri Besar Datuk Seri Amirudin Shari said the livestock would be distributed to eligible recipients, including senior state government officials, mosques, and local community groups. 'The Selangor Qurban Contribution Programme (PSKNS) is a state government initiative coordinated by the Selangor Agricultural Development Corporation (PKPS) for seven consecutive years, funded through the Trust Fund for Contributions from State-Owned Companies, Statutory Bodies and Agencies of the Selangor state government,' he said. He added that PKPS, as the programme's implementing agency, manages all aspects of procurement, administration, and finance, under close monitoring by the PSKNS main committee chaired by state Infrastructure and Agriculture Committee chairman Datuk Izham Hashim. He said this in a speech delivered by Selangor State Secretary Datuk Dr Ahmad Fadzli Ahmad Tajuddin at the PSKNS official launch and voucher handover ceremony at Dewan Raja Muda Musa, here today. At the same time, Amirudin also reminded PSKNS organisers to ensure that the donated cattle and goats meet the religious requirements for the qurban ritual. He said all donated animals must meet the criteria set by Islamic law, including being free from defects, in good health, and having reached the required age of maturity. 'We do not want last-minute issues where animals are returned to suppliers due to failing to meet the criteria. 'Therefore, I urge all parties, especially mosque and surau committees, to conduct early checks to ensure a smooth qurban process,' he said.

Selangor to be ‘more aggressive' in tackling floods
Residents of Kampung Padang Jawa, in Klang, Selangor were affected by flash floods that struck the districts of Petaling, Klang, Sepang, Hulu Langat and Gombak last month. (Bernama pic) SABAK BERNAM : The unplanned construction of houses and village developments is among the critical challenges faced by the Selangor government in tackling flood problems, according to executive councillor Izham Hashim. He said recent data indicated several villages urgently need flood mitigation measures. 'The state government will take a more aggressive approach. We will proceed with building major drains or water gates if there are no other options,' he said. Izham Hashim. 'We cannot hesitate in making decisions that help people deal with this problem. We cannot wait any longer because the people are suffering severe consequences, made worse by increasingly unpredictable weather patterns,' he told reporters here today. Izham said he would also visit several flood-prone hotspots in Klang on Monday to get a clearer picture of the flood mitigation plans. The visit would involve various related agencies, including the public works department, drainage and irrigation department, and the local authorities. 'While major projects are being completed, I'll go to the ground and check each site before coordinating and implementing early action,' he added. On April 24, the state government approved 11 urgent flood mitigation measures in critical areas statewide, including Taman Sri Muda, Meru and Taman Seri Alam, which frequently experience flooding.

Flash floods: Selangor govt to expedite 17 mitigation projects
KLANG: The Selangor government has identified 17 urgent projects that need to be implemented in the administrative area of the Royal Klang City Council (MBDK) in an effort to overcome the problem of continuous flooding in the area. State Infrastructure and Agriculture Exco Datuk Izham Hashim said the projects would be implemented in 13 identified hotspots, including Meru and Pandamaran. He said the projects to be implemented include drain widening works, installation of culverts for waterways, upgrading bridges involving village areas as well as pocket development. "Some of these projects will be started as early as this week and are expected to be completed by October, with an estimated RM3 million allocated for the implementation of these 17 immediate projects. "The implementation of these 17 projects will be brought to the Selangor Economic Action Meeting (MTES) within two weeks from now there are several projects involving the implementation of state government policies," he told reporters after chairing a Meeting to Discuss Infrastructure Progress for MBDK's supervised areas at the MBDK Headquarters here today. Izham said all the projects would be coordinated by the Selangor Irrigation and Drainage Department (DID) in collaboration with several other agencies including MBDK and the Public Works Department (PWD). He said the projects were an effort by the state government to reduce flood incidents, especially flash floods which frequently occur while waiting for the Flood Mitigation Plan in the Klang area to be fully completed. Apart from the immediate measures project, a total of 15 medium-and long-term flood mitigation projects involving the federal government were also implemented with funds of nearly RM45 million, he said. Meanwhile, Izham said DID also identified more than 300 unmanned catchment ponds and was one of the factors that caused floods to occur due to improper maintenance. He said following this, DID was in the process of taking over the ponds in stages and currently, about 55 ponds have been taken over.
