Preliminary hearing set for 20-year-old airman involved in fatal shooting of another airman

CHEYENNE — A 20-year-old airman from F.E. Warren Air Force Base is being held without bond on a charge of involuntary manslaughter after police say he fired a gun through an apartment wall, resulting in the death of another airman from the base. Airman 1st Class Jadan Orr was taken into custody following the fatal shooting at around 3:21 a.m. Saturday at Apartment C206 of Sundance Apartments, located at 215 Walterscheid Blvd. Orr is an airman assigned to the 90th Missile Security Forces Squadron at the 90th Missile Wing at F.E. Warren Air Force Base. He is accused of firing the round that caused the death of 23-year-old Senior Airman Joshua Aragon, a security forces specialist assigned to the 790th Missile Security Forces Squadron, 90th Missile Wing. Aragon joined the Air Force on April 19, 2022, and he had been assigned to the local base since Oct. 19 of that same year, according to a Tuesday news release from the 90th Missile Wing. 'We are deeply saddened by the tragic loss of Senior Airman Aragon,' said Col. Terry Holmes, 90th Missile Wing commander, in the release. 'He was a valued member of our defender team, and his passing leaves a tremendous void. Our thoughts are with his family, friends, and fellow Airmen as we grieve this heartbreaking loss.' It's unknown if anyone else involved in the incident, aside from Orr and Aragon, were airmen or members of the local base community. This incident comes about one week after it was announced that another airman had been arrested on suspicion of involuntary manslaughter, obstructing justice and making a false statement in connection with the July 20 shooting death of a fellow airman. The victim of that incident was 21-year-old Brayden Lovan of the 90th Security Forces Squadron, 90th Missile Wing. Saturday's incident According to an affidavit of probable cause written by Cheyenne Police Detective Jeffrey Cover, upon arriving at the scene, CPD found Orr and a friend, 23-year-old Filipo Sualevai, standing next to Orr's car in front of apartment building C, which is where Sualevai and the victim, Aragon, lived. Orr and Sualevai had Aragon leaned against the car as they attempted to help him after he'd been shot. CPD officers took over first aid measures until an American Medical Response ambulance arrived on the scene. Aragon was pronounced dead by AMR at that location at approximately 3:40 a.m. Prior to CPD being called, Sualevai told Detective Cover that he and Orr had gone out with their friends, 21-year-old Jasmine Yzaguirre and 20-year-old Kaylie Simmons, before heading back to his and Aragon's apartment to continue drinking. Aragon didn't go out with them. Sualevai said that he, Orr and Simmons wanted to grab fast food at around 3 a.m., but Yzaguirre declined to go with them because they had all been drinking. When Sualevai, Orr and Simmons got to their vehicle, they decided against going out because they'd all been drinking and returned to the apartment. Once they arrived back inside, Sualevai, Simmons and Orr noticed Yzaguirre and Aragon sitting on the couch in the living room together. According to Sualevai, Orr was upset that Yzaguirre was talking to Aragon, and wanted to vent about it to Simmons and Sualevai. The three of them went to Sualevai's bedroom while Yzaguirre and Aragon remained on the couch in the living room. According to court documents, Orr told police that while they were in Sualevai's room, Sualevai handed him his (Sualevai's) AK-47-style pistol for an unknown reason. Orr then pulled the bolt carrier group back, looked for a round in the chamber, said he didn't see any, closed the chamber and then pulled the trigger, discharging a round through the bedroom wall, which is shared with the living room. Simmons and Sualevai both told police that Orr had picked up the pistol, but didn't mention if Sualevai had handed the pistol to him. Simmons was sitting on the bed during the incident and said that the muzzle of the pistol was facing her and was near her face when Orr fired the round. Simmons was not injured. Orr said he expected to hear a click, as he assumed the gun wasn't loaded, but instead heard a loud bang and watched the round he fired go through the wall into the living room. He also explained that the way he 'cleared' the pistol was the way he was trained to clear an AR-15-style rifle in the Air Force, but he wasn't very familiar with the AK-47 style pistol. However, he said he'd previously fired that very pistol with Sualevai the weekend prior to the incident. Orr told Detective Cover that he didn't intend to fire the pistol or kill Aragon. After the shot was fired, Orr, Sualevai and Simmons went into the living room and found that Aragon had been struck by the round fired by Orr and was bleeding. Yzaguirre called 911, and Sualevai and Orr carried Aragon out to Orr's car because Sualevai wanted to take Aragon to the hospital. Based on the statements made by Orr, Sualevai, Simmons and Yzaguirre, along with evidence collected at the scene, CPD determined that there was probable cause that Orr committed the crime. He was arrested and charged by the Laramie County District Attorney's Office with involuntary manslaughter. He is being held at the Laramie County jail without bond, according to Laramie County Circuit Court staff. Orr's case is still under investigation by CPD, and his preliminary hearing is scheduled to take place at 10:30 a.m. Monday. If a circuit court judge determines at that time that there is enough evidence to proceed with the case against Orr, it will be 'bound over' or transferred to Laramie County District Court.

Wyoming airman accused of manslaughter after fatal shooting

CHEYENNE, Wyo. — A second airman in a month at a U.S. Air Force base in Wyoming stands accused of involuntary manslaughter for a shooting death. F.E. Warren Air Force Base Airman First Class Jadan Orr, 20, remained jailed on Monday after he allegedly shot a man in a Cheyenne apartment early Saturday, according to police and sheriff's officials. Orr and several friends had been drinking at the apartment for most of the night when Orr and two others went into another room and Orr began handling an AK-47 rifle, according to a Cheyenne Police Department statement. Orr allegedly fired the weapon through a wall, hitting the 23-year-old in the torso. Police arrived to find several people outside trying to help the man, who died at the scene, the statement added. Orr was charged with involuntary manslaughter, according to Laramie County Circuit Court. He did not have an attorney on file to comment on his behalf. Neither Cheyenne police nor the Laramie County coroner had publicly identified the victim as of Monday. Police referred questions about the victim's identity to Coroner Rebecca Reid, who did not immediately return a phone message. Officials at the base just outside Cheyenne announced on Aug. 12 that an airman had been arrested on suspicion of involuntary manslaughter, obstructing justice and making a false statement in connection with the July 20 shooting death of another airman. The victim was identified as Brayden Lovan, 21, of the 90th Security Forces Squadron, 90th Missile Wing. The shooting led the U.S. Air Force Global Strike Command to suspend use of Sig Sauer's M18 handgun. The weapon has been the subject of lawsuits in which plaintiffs allege the gun is susceptible to firing without the trigger being pulled. Other military branches have continued to use the gun. Unlike in the latest case, the airman stood accused in military, as opposed to civilian, court. The Air Force had not yet released the identity of the accused airman and other details of the earlier shooting, saying Monday it was still under investigation.
