Despite exchanging cross-border airstrikes just a year ago, Pakistan and Iran demonstrated a significant warming of ties, driven primarily by the shared concern over the escalating crisis in Gaza. Pakistan Prime Minister Shehbaz Sharif and Field Marshal Asim Munir- currently in Tehran- engaged in high-level meetings with the Iranian leadership to foster closer cooperation. While Pakistan used the occasion to raise its conflict with India over Kashmir, Iran's Supreme Leader Ayatollah Seyyed Ali Khamenei stressed his hope for the resolution of disputes between India and Pakistan. No Love Lost Between Iran And Pakistan? Israel's counterstrike to the October 2023 Hamas attacks in Gaza has become a powerful catalyst for improved relations between Tehran and Islamabad as Ayatollah Khamenei commended Pakistan for resisting 'temptations" to normalize ties with Israel, calling it a principled stance against 'a blatant betrayal of the Palestinian cause." He asserted that the Palestinian issue remains the 'foremost concern of the Islamic world," criticizing some Islamic governments for aligning with Israel despite the widespread global protests against the situation in Gaza. Pakistan's PM Shehbaz Sharif echoed these sentiments emphasizing the international community's responsibility to bring about a 'lasting ceasefire in Palestine" and affirming Pakistan's solidarity with Iran in promoting regional peace and prosperity. Iran's Balanced Stance On Kashmir During his meeting with Ayatollah Khamenei, Shehbaz Sharif brought up the India-Pakistan conflict, referencing India's recent airstrikes in Pakistan and Pakistan-Occupied Kashmir (PoK) following the Pahalgam terror attack. Shehbaz Sharif also expressed appreciation for Iran's 'positive role" during that period. In a joint press conference with Iranian President Masoud Pezeshkian, Shehbaz Sharif publicly offered to engage in dialogue with India to resolve 'longstanding problems," including Kashmir, water-sharing, and trade. He said, 'We are ready to talk, for the sake of peace… We wanted peace, we want peace and we will work for peace in the region through talks," adding a conditional note, 'But if they accept my offer of peace, then we will show that we really want peace, seriously and sincerely." Iran's response to the India-Pakistan dynamic remained measured as Ayatollah Khamenei expressed on X, 'We are delighted with the end of conflicts between Pakistan and India and and hope that the differences between the two countries will be resolved." Iran-Pakistan Airstrikes In January 2024, Iran conducted airstrikes in Pakistan's Balochistan province, targeting the Jaish al-Adl group. Pakistan swiftly retaliated with its own airstrikes inside Iran, targeting the militant Baloch Liberation Front. Ayatollah Khamenei, in a post on X, reiterated the historically 'warm and brotherly" relations between Iran and Pakistan, recalling Pakistan's 'commendable stance during the war Saddam imposed on Iran." Iran-India Relations India and Iran share a strategically vital relationship, largely centered around energy and connectivity, with the Chabahar Port serving as its cornerstone. Pakistan has hit an Iranian wall with Tehran planning to seal its border with its Eastern neighbour through a wall to prevent cross-border terror. The wall is intended to end fuel smuggling, illegal crossings of terrorists, drug smuggling and will enhance security along the border, ET has learnt. Iran started discussing the construction of barriers last year after the high-profile terrorist attacks in Kerman and Sistan-Baluchestan. Iran has often alleged of cross-border terror from Pakistan impacting its Sishtan Balochistan province. Tehran's opinion is that it wanted to build the fence to prevent terrorist groups from entering from neighboring Pakistan and Afghanistan. According to Iranian security services, Iran's borders with Pakistan and Afghanistan account for 80% of drug trafficking into the country. The wall will be four meters high and almost 300 kilometers long. Construction has already started in the southern part of Sistan and Baluchestan provinces, as well as Razavi Khorasan, it has been learnt. In January 2024 Iran carried out a missile and drone attack in Pakistan along its border against terror group Jaish al-Adl . Pakistan had then said the attack was "illegal" and warned of "serious consequences". The then Iran's Foreign Minister Hossein Amir-Abdollahian, speaking in Davos, had claimed that no Pakistani citizens had been targeted, only members of Jaish al-Adl. Jaish al-Adl is an influential terror group operating in Sistan-Balochistan, according to the office of the US Director of National Intelligence. It is designated as a terrorist group by both Washington and Tehran. Following the Pahalgam terror attacks Iran strongly condemned it and later when its Foreign Minister visited India it was decided to combat terror in the regional context. Shafaq News/ Iranian security forces killed a senior commander of the Jaish al-Adl (Army of Justice) during a counterterrorism raid early Friday in the restive southeastern province of Sistan and Baluchestan. According to the Iranian Tasnim News Agency, units from the Quds Headquarters launched a pre-dawn operation in the Korin district of Zahedan, targeting Vali Mohammad Shahbakhsh, a prominent figure linked to deadly attacks carried out in 2023. The raid, part of the ongoing 'Martyrs of Security' campaign, also led to several arrests and the seizure of weapons and ammunition. One member of Iran's Basij paramilitary force, identified as Es'haq Mokhtari, was killed during the operation. Tehran classifies Jaish al-Adl—also known as Jaish al-Zolm—as a terrorist organization. The group, which operates from Pakistan's Balochistan province, has claimed responsibility for multiple attacks on Iranian security forces in recent years. Founded in 2012 by former members of the disbanded Jundallah group, Jaish al-Adl positions itself as a defender of the Sunni Baluch minority in Iran's southeastern border regions. Its stated aim includes greater autonomy and rights for the Baluch population, which numbers between 4 and 5 million in Iran, mostly concentrated in Sistan and Baluchestan.

Pakistan has been a victim of faceless unscrupulous actors who are out to spoil relations with its neighbours. The mushrooming of extremist elements and their nefarious agenda to breed discontent is now taking a toll. While incursions from the western frontiers of Afghanistan are a new normal, the Iranian southwestern borders are also simmering. The daredevil killing of eight Pakistani nationals near the border in Sistan last Saturday is a case in point, and is solely meant to stir up sectarian-cum-lingual unrest. The modus operandi of the attack hints at ethnic profiling, as the victims are from the province of Punjab. This can be widely deciphered in the context of parochialism that is evident in Pakistan's province Balochistan, now a theatre of foreign and local militancy. This criminal act is surely meant to fracture cordiality between the two countries. The most alarming point, however, is that it has been carried out inside the Iranian province of Sistan-Baluchestan, and this is where the plot thickens. In a damage-control exercise, Iran has already taken a strong exception to this criminal act, and this is where it should closely work with Pakistan to unmask the dreaded elements. An inquiry and arrest of killers, as demanded by Prime Minister Shehbaz Sharif, is the way to streamline state-centric confidence, and to send the right messages that bilateralism cannot be deterred by cross-border terrorism. While the borders with Iran are quite porous and act as a lifeline for the informal economy, a stringent security and intelligence check is inevitably desired. The gravity of confusion at times has even led to flying of missiles and drones on each other, and the January 16, 2024 strikes on Balochistan by Tehran to target Iranian-Baloch militant group Jaish al-Adl is a case in point. The fact that the revulsion was fixed within days and diplomacy worked is a worth-emulating exercise in adversity. One hopes Iran will crack down on the sleeping cells to usher in harmony and regional proactivity.
