Residents break dike wall in flooded Calasiao, Pangasinan
Residents shattered a portion of the wall of a dike in Barangay Talibaew in Calasiao, Pangasinan, believing that it could help mitigate the flood in their area. According to the report of GMA Regional TV's Jasmin Gabriel-Galban on '24 Oras' on Friday, the local engineering office has already stopped the residents from doing further damage. 'Ang pagkakaintindi nila kapag nilagyan nila ng butas yung retaining wall sa dike ay makakatulong mabawasan yung tubig sa kanilang barangay. Pero widespread naman itong pagbaha. Halos yung lebel ng tubig nila sa barangay nila at sa ilog, parehas lang,' said Calasiao MDRRM Officer Freddie Villacorta. (They thought that if they put a hole in the retaining wall of the dike, it would help reduce the water in their barangay. But this flooding is widespread. The water level in their barangay and in the river is almost the same.) There are 23 other barangays in Calasiao that are under floodwaters, the report said. For instance, the floodwaters in Barangays Longos, Lasip, Lumban, and Mancup have already reached the roofs of the houses. Tropical Storm Emong made its landfall over Agno town on Thursday evening. The aftermath of its havoc is evident in the town on Friday morning. Houses and establishments were damaged. Trees and electric posts have fallen on the streets causing power disruption in the town. According to the report, there are 26 towns and cities in Pangasinan that currently have no electric power. Agno and nearby towns are also experiencing disruption in telecommunications. 'Pahirapan kami sa pakikipag-coordinate doon (Agno). Actually, 'yung report nila 'yung situational report nila ay hindi pa kami nakaka-receive dahil walang communication [at] may power outage,' said Pangasinan Assistance PDRRM Officer Avenix Arenas. (We are having a hard time coordinating there (Agno). Actually, we haven't received their report, their situational report yet because there is no communication [and] there is a power outage.) Based on the initial assessment of the provincial government, the estimated cost of damages to infrastructure and agriculture in Pangasinan is around P600 million, the report said.

Evacuation center floods in Dagupan, Pangasinan amid heavy rain
A school building serving as an evacuation center in Dagupan, Pangasinan became flooded following the continuous downpour brought by the Southwest Monsoon and consecutive tropical cyclones. According to Jasmin Gabriel-Galban's Thursday report on '24 Oras,' evacuees of the flooded building were moved to the second floor, while others stayed on the stage of the school's covered court. A force evacuation was implemented in Barangay Lubo, Dagupan amid flooding caused by several day's worth of heavy rain. Over 200 families, or over 500 individuals, are in evacuation centers as floods also hit Calasiao, Pangasinan. The Calasiao Disaster Risk Reduction Management Office said 24 barangays were flooded as of Wednesday, of which 18 reached above head-level flood. Meanwhile, the Calasiao local government unit (LGU) said that rescue operations are ongoing. The LGU also offered libreng sakay or free ride services to affected residents. In the midst of the harsh weather, residents do what they could to help one another. One man tied a rope for others to hold onto while braving the flood while a group of young people cooked arroz caldo (chicken porridge) and distributed the hot food to hungry evacuees. Irrigation gate left open blamed for flashfloods in Umingan
Belen Dano is one of the unfortunate residents who were not able to save anything in their house due to the flash flood. Their car and motorcycles submerged into the waters, and their puppies drowned. Authorities in Umingan, Pangasinan, blamed an irrigation gate left open for the flash floods in the town as Tropical Storm Crising brought rains over Luzon. According to the report of GMA Regional TV's Jasmin Gabriel-Galban in '24 Oras' on Friday, motorists had a hard time traversing the roads due to flood waters. For instance, two motorcycle riders tried to cross, but they fell because of the flood. Residents and rescue personnel joined hands to save the two riders using a rope. The flood waters entered houses in the municipality. Nearly 300 houses in five barangays were affected by the flash flood, the report said. Aside from the open irrigation gate, the municipal authorities also found that the gate of the river system was not immediately opened. This caused the water that was supposed to flow to the river to go to the irrigation canals. 'Since medyo nagkapondo na po ng tubig doon sa ating river, malakas na po yung buhos nun, and then yung nga po nakasara doon sa main gate natin, so lahat ng flow ng tubig ay going sa Masiil-Siil irrigation canals,' said Kennedy Sonaco, research and planning officer of Umingan MDRRMO. (Since the water in the river was already full and the main gate was closed, all the water went straight to the irrigation canals in Masiil-Siil.) Further investigation showed that the barangay officials of Masiil-Siil are responsible for opening and closing the gates of the irrigation canal. The barangay officials said that they did not anticipate the high volume of rainwater; hence, they were not able to immediately open the main gate, according to the report.
