Kaipara District Council has completed its deliberations on the future delivery model for water services, following community consultation as part of the Government's Local Water Done Well (LWDW) legislation. After reviewing feedback from 66 submitters, including businesses, organisations, and individuals, elected members agreed to pursue a multi-council controlled organisation as its priority model for water and wastewater services. This approach also received the strongest support from the community, with 60% of submissions favouring a collaborative Northland-wide effort to deliver infrastructure, maintenance, and service delivery for waters. Alternative options considered included a shared service contract model with one or more councils, and an in-house business model. Kaipara District Council Mayor Craig Jepson says collaborating with the other Northland councils is necessary. 'Reliable water services are important for our communities, so we need to make smart choices that keep them as affordable as possible and running smoothly for the long haul,' said Mayor Jepson. 'We know the cost of delivering water services is going to increase but we need to be in a position where we not only maintain efficient and affordable services but still maintain our community input on how these are managed. Representatives of Kaipara District Council are working alongside elected representatives from other Northland councils through a Local Water Done Well Working Group, with the goal of further investigating collaborative opportunities for water service delivery. Kaipara District Council Chief Executive Jason Marris said the decision today means staff will be working to finalise the Water Services Delivery Plan within the legislative timeframes. 'We're working closely with our Northland counterparts to support the working group in shaping a path forward. The decision today provides a good step to achieve what our community has signalled.'

New Targeted Rate To Support Museums

A new targeted rate will be collected to support three of the district's museums, following community consultation and approval by elected members. The decision reflects the strong public engagement, with 388 submissions received during the consultation period. Community input was widespread, with respondents distributed across the district: 35% from Kaiwaka-Mangawhai Ward, 32% from Wairoa, and 31% from Otamatea Ward. While 36% of respondents supported no targeted rate, approximately two-thirds expressed support for a targeted rate in some form. After much discussion, elected members approved to set a targeted rate at $185,000 across the district—equating to $14 for each rateable property paying the Uniform Annual General Charge (UAGC). Some of the community feedback highlighted concerns about the unequal distribution of funding on one of the options. The approved new rate shares the funds equally among the museums, and includes the write-off of the Mangawhai Museum loan of $100,000. Advice to Council indicated that any contribution below $20 per ratepayer could jeopardise the museum's future viability, making the loan write-off a necessary measure under most of the proposed options. Originally, the targeted rate was expected to be on top of the previously signalled rate increases of 8.9% after growth for the coming year. Savings achieved elsewhere mean the projected overall rates increase will be lower than anticipated—now projected at 8.3% and including the new targeted rate. Kaipara District Mayor Craig Jepson thanked the public's involvement in the process. 'There's been a heck of a lot of discussion around this, and all of the insights have been invaluable in shaping this decision,' said Mayor Jepson. 'No doubt that the museums need support, and there also needs to be other avenues of funding for them in the future. We don't want to see the museums fail, and it's clear the community don't want that either.' The Annual Plan for 2025/2026 is scheduled for adoption on Wednesday, 26 June, with the new targeted rate coming into effect on 1 July 2025. USWNT appoints Tottenham assistant Vicky Jepson as under-20 head coach

Tottenham Hotspur assistant Vicky Jepson will leave the Women's Super League club at the end of the season to become head coach of the United States Under-20 women's national team. Jepson joined Spurs from Liverpool in 2021 as assistant to Rehanne Skinner. Following the sacking of Skinner in March 2023, Jepson took interim charge of Spurs for the remainder of the season, helping the club to survival in the WSL. Advertisement The 38-year-old returned to an assistant role upon the appointment of Robert Vilahamn as Spurs' head coach in July 2023, and was a part of the coaching team which led the north London club to its maiden Women's FA Cup final in 2024. Jepson earned her UEFA A License in June 2024. 'It's hard leaving Tottenham Hotspur after four memorable years at the club, but I'm moving on to work for the most progressive organization in the world for women's football,' Jepson said in a statement published Friday. 'Working alongside the incredible leadership of Tracey, (U.S. Soccer Sporting Director) Matt Crocker and of course a serial winner in Emma Hayes is an amazing opportunity. I can't wait to get started.' Jepson will lead the U.S. side ahead of preparations for the 2025 Concacaf Women's U-20 Championship in Costa Rica, which determines qualification for the 2026 FIFA U-20 Women's World Cup in Poland. Hayes has spoken about the importance of the USWNT's youth structure since her appointment in 2024, emphasising the value of repeating January's inaugural Futures Camp to develop a pathway into the senior team, and the necessity for a core group of players to play regularly together from youth level. The U.S. team finished third at the Women's U20 World Cup in 2024 under Tracey Kevins, the U.S. Soccer Head of Development for the Women's and Girls. Kevins said Jepson brings a 'wealth of experience, tactical knowledge and a proven track record of developing talent for the highest levels'. 'Her leadership will be instrumental in driving our U-20 program, which serves as a crucial step in our National Team pathway,' Kevins added. Jepson spent over a decade in Liverpool's coaching set-up and was appointed head coach in 2018. She was in charge during a particular period of under investment for the women's team as the club were relegated from the WSL in 2019-20 on a points-per-game basis following the curtailment of the season due to the Covid-19 pandemic.
