CM Mann to flag off bullock cart race at mega Ludhiana event
Chief minister Bhagwant Singh Mann will formally relaunch traditional bullock cart races in the state on Tuesday. The grand event will be held at the football stadium in Mehma Singh Wala village, located in the Gill constituency of Ludhiana. This will mark the beginning of a new era for one of Punjab's oldest sporting traditions, once a staple of rural life and fairs across the state. (HT File) The much-anticipated event follows the passage of the Punjab Prevention of Cruelty to Animals (Punjab Amendment) Act and the Punjab Prevention of Cruelty to Animals (Conduct of Bullock Cart Race) Rules, 2025. These legislative changes have cleared the legal hurdles that had halted bullock cart races for years. On Monday, MLA Jiwan Singh Sangowal and Baltej Pannu, chief spokesperson of the Nasha Mukti Morcha, visited the venue to review preparations. They described the upcoming event as a celebration of Punjab's cultural roots and expressed gratitude to chief minister Bhagwant Singh Mann for restoring the pride of traditional rural sports. 'This is a historic moment for Punjab. The CM has not only revived a cherished tradition but also shown his connection with the people and culture of the state,' said Pannu, adding that Mann will also hold an interaction with participants and enthusiasts of bullock cart racing during the event. The district administration, under the supervision of senior officials, is leaving no stone unturned to ensure smooth conduct of the event. Thousands are expected to attend the event, which will feature races, traditional performances, and cultural displays. The Punjab Vidhan Sabha had passed the amendment bill earlier this year, after which President Droupadi Murmu gave her assent on February 27. With this, Punjab joined a select list of states that have legislated for the revival of such traditional sports under regulated conditions. With the return of bullock cart racing, the state aims to strike a balance between tradition and regulation, giving rural youth an opportunity to reconnect with their roots while ensuring animal welfare norms are strictly followed.

City gears up to thank CM Mann for reviving bullock cart race in Pb
Ludhiana: MLA Jiwan Singh Sangowal and chief spokesperson for the Nasha Mukti Morcha, Baltej Pannu, Monday reviewed preparations for an event to thank CM Bhagwant Singh Mann for reviving traditional bullock cart races in Punjab. It will be held at Mehma Singh Wala Football Stadium on Tuesday (July 29) and presided over by the CM. As per an official statement, the event follows the state govt's approval of the Punjab Prevention of Cruelty to Animals (Punjab Amendment) Act and the Punjab Prevention of Cruelty to Animals (Conduct of Bullock Cart Race) Rules, 2025, paving the way for the resumption of bullock cart racing in the state. "It is a historic step taken by the Punjab govt," Sangowal and Pannu said, adding that the CM will also hold deliberations with those engaged in bullock cart races at the event. An official in the district administration said it is a thanksgiving function and bullock cart races are not expected at the venue. The district administration will ensure meticulous arrangements to make the event a success, celebrating the cultural significance of bullock cart races in Punjab. Prominent amongst those present on the occasion included ADC Amarjit Bains, SDMs Jasleen Kaur Bhullar, Upinderjeet Kaur Brar, and others.

Ludhiana: 2 families told to leave Narangwal village over theft by kids
The Narangwal village panchayat has asked two families of migrant labourers to leave the village in 48 hours after their two minor children were caught stealing money from a religious place. The panchayat also announced that the migrant people, who will arrive in the village after April 30, would not be allowed voting right here. The matter grabbed the attention after the announcement's video went viral on social networking sites. The development received a sharp reaction from opposition parties. When contacted, Narangwal sarpanch Manjinder Singh said two children of labourer families were caught by the villagers. He added that the boys were earlier caught in June 2022 for a similar crime. At that time, the panchayat had levied a fine on the families on June 19, 2022. A stern warning was also issued to the families. The sarpanch added that as the boys were again caught red-handed, the panchayat passed a resolution to oust the families from the village, instead of lodging an FIR against the minors, as it would ruin their future. He also added that the landlord of the families has already asked them to vacate the house. The sarpanch also added that the panchayat has passed a resolution that the migrant families coming to village would not get voting rights. 'We are not against migrant labourers. Over 100 migrants are living here in the village and they have right to vote. We have a strong bond with the migrants as they are also Indians and they have contributed to the development of Punjab,' the sarpanch said. When asked if the panchayat has taken similar action against the others involved in criminal activities, the sarpanch replied that no such action has been taken against any other village resident so far. Aam Aadmi Party's (AAP) MLA from Gill constituency Jiwan Singh Sangowal said he is not aware about such a resolution passed by the panchayat, but he would check the matter. BJP's Punjab general secretary Anil Sareen said that instead of pushing anyone out of the village, let the law take its course. He added that it was a sorry state of affairs that such practices are going on in Punjab. He also added that no panchayat could deter anyone from getting his or her right to vote. Former MLA Kuldeep Vaid, who represents Gill constituency, condemned the action. He said that pushing the families out of the village for the deeds of children is wrong. He also added that the Constitution of India gave right to votes to the citizens and no panchayat can deny that. Narangwal village had hit the headlines after a video of a woman 'drug peddler' went viral on social networking sites in which she was seen arguing with the sarpanch when she was confronted over the allegations. A day after the video went viral, the authorities had razed her house under 'Yudh Nasheyan Virudh' drive.
