Representative Image Panaji: The Goa electricity department has almost negligible automation in its power distribution system to enable it to quickly identify and rectify faults, the department said. It is in talks to implement a supervisory control and data acquisition system (Scada) up to the 33kV substation level, the department submitted to the Joint Electricity Regulatory Commission, which regulates the power sector in Goa. Automation will be the next step, the department said. The lack of the Scada hampered the effort to automate the distribution activities, the department said. Once the system is adopted, it will enable the department to have advanced data collection capabilities and hence play a significant role in power system operation. It will enable the department to do more than just collect data. The Scada will automate the entire distribution network by facilitating remote monitoring, coordinating, and controlling the power distribution to consumers. The system will replace manual labour to perform distribution tasks and manual processes in distribution systems with automated equipment, the department said. The department also has plans to implement central govt's revamped power distribution scheme, which includes the installation of prepaid smart meters for all consumers along with a unified billing and collection system. Other infrastructure works to strengthen and modernise the system and measures for loss reduction are envisaged by the scheme. These and other measures will help the department optimally utilise its employee resources, especially the ones at the site level — contractual staff, meter readers, line staff, and data entry operators.

Chandigarh: To ensure uninterrupted power supply, Chandigarh Power Distribution Limited (CPDL) has introduced the Voluntary Declaration Scheme (VDS) for both domestic and commercial connections. The power discom has asked consumers to declare their actual electricity load under the scheme. This is a one-time opportunity for the consumers to avail themselves of the benefits of the scheme, as per the Joint Electricity Regulatory Commission (JERC) regulations 2018. Over the years, the power load of many domestic and commercial connections has increased manifold. However, consumers did not put in an application to enhance their sanctioned load accordingly. CPDL officials said through a simple and easy process, consumers can now share details of their load or demand to get it enhanced, enabling the utility to plan, augment, and manage the power distribution system more efficiently. Arun Kumar Verma, director, CPDL, said, "By declaring their actual power load, consumers can support us in optimising electricity distribution infrastructure, reducing disruptions, and maintaining a steady supply to their premises." Officials said the process for declaring the actual power load has been made more consumer-friendly. All they need to do is fill out a form online at the CPDL website, Upon completing all the required steps, they will receive an acknowledgment on their mobile phones. The form can also be submitted offline by visiting the respective SDO office. The officials clarified that no penalty will be imposed on the consumer for the declaration of excess load, and the declared load will be deemed to be regularised from the date of application. Also, there will be no need to submit a test report. The validity of the scheme will be for a month from July 1 to July 31, 2025. The officials said after the closure of the VDS, CPDL will conduct a survey to identify domestic and commercial establishments where the actual power load exceeds the sanctioned limit. Appropriate action will be taken against the owners of establishments found to violate the prescribed norms based on the survey findings, they added. Once accurate information about the actual power load is available, power distribution arrangements will be optimised accordingly. This will help reduce breakdowns and faults, ultimately ensuring a more seamless and reliable power supply. Panaji: To improve electricity reliability, the Joint Electricity Regulatory Commission (JERC) has notified guidelines to help power distribution companies plan power purchases better and avoid shortages. These rules, known as the Joint Electricity Regulatory Commission (Framework for Resource Adequacy) Regulations, 2025, are designed to ensure that there is enough electricity available to meet the growing demand, especially during peak seasons like summer. According to the guidelines, electricity distribution agencies like the Goa electricity department will be required to forecast how much power will be needed on a monthly, seasonal and yearly basis. Department officials must plan for any gaps in power requirements and contract additional power if needed. This will help avoid sudden power cuts or blackouts during high-demand periods, the guidelines stated. These penalties cannot be passed on to the consumers. It is expected to hold the Goa electricity department accountable and prevent mismanagement. The new rules also make it mandatory for electricity providers to publicly share how much power they are buying or selling. This data must be uploaded to their websites regularly. Consumers will now be able to access information on power availability, giving them greater visibility into how their electricity is being managed. These guidelines also apply to state transmission companies and full, open access consumers that are connected to the power grid. The JERC guidelines push for improved coordination among power companies, load management centres, and govt bodies. All electricity providers will have to work together to share data on power demand, availability and consumer usage patterns. The Goa electricity department will have to set up two dedicated teams — one for long-term planning and another to manage day-to-day electricity buying and selling of power. The Chandigarh Power Distribution Limited (CPDL) has launched a Voluntary Declaration Scheme (VDS), offering consumers a final opportunity to admit to tampered electricity meters without facing legal action. The scheme is specifically designed for consumers who have tampered with their electricity meters and now wish to regularise their connections. In accordance with the 2018 regulations of the Joint Electricity Regulatory Commission (JERC), CPDL is offering consumers a one-time chance to admit their wrongdoing and rectify it. According to CPDL, no complaint or police case will be registered in connection with meter tampering as long as the disclosure is made before June 9. Moreover, the penalty — a 12-month assessment fee — will be halved to a six-month fee. CPDL has clarified that this is a one-time opportunity, and after this period, strict action will be taken under regular rules if meter tampering is found. Therefore, consumers are urged to take advantage of this scheme within the stipulated time and regularise their electricity connections. New meter's cost to be borne by the consumer Under this scheme, consumers will be required to get a new meter installed and the cost of the new meter will have to be borne by them. The electricity meter and service cable will be provided and installed by CPDL, eliminating unnecessary delays, and making the entire process seamless and convenient. Panaji: The Goa electricity department 's business plan reveals a stark mismatch in sectoral earnings and equitable power supply. According to the plan presented before the Joint Electricity Regulatory Commission (JERC), industrial users form only 1% of the consumer base but generate 49% of the revenue for the department. In contrast, domestic users constitute 79% of the consumer base but contribute just 31% of total revenue to the department. 'Despite this, industrial consumers are often the first to face supply curtailments during load restrictions. This approach appears inequitable and calls for a more balanced load management strategy that considers the disproportionate contribution of industrial consumers to the overall system revenue,' said Goa Chamber of Commerce and Industries (GCCI) director general Sanjay Amonkar . The electricity department gave its business plan and tariff proposals to JERC. however, the JERC came up with a new supply tariff structure and told the department to amend its business plan and tariff plans. The GCCI also urged govt to explore alternate sources of power generation to meet the deficit in power supply during peak hours. These initiatives could include battery storage for renewable power, pumped storage, mini and small hydro units, and long-term power purchases. 'Goa is short of peak power, and it procures it at a high cost. A few options for Goa may involve R&D, but it is worth having a look at,' said Amonkar. The GCCI said that the electricity department has not created contingency plans for power supply during an emergency. 'This has not been explicitly provided for in the business plan. Goa needs to have a backup supply plan to cater to crisis situations,' said Amonkar.
