OPEN// PM directs officials to intensify efforts to implement signed agreements between Egypt, Jordan

CAIRO, Aug 13 (MENA) - Prime Minister Mostafa Madbouli instructed ministers concerned with joint cooperation files with the Jordanian side to intensify efforts to implement signed documents and turn them into concrete plans and programs in order to strengthen cooperation framework between Egypt and Jordan in a way that would serve the interests of the two countries' peoples. During the Cabinet meeting Wednesday, at its headquarters in the New Administrative Capital (NAC), the prime minister reviewed positive outcomes of meetings held in his visit to Jordan to head Egypt's delegation to the 33rd session of Egyptian-Jordanian Joint Higher Committee in Amman. Madbouli pointed out that the meetings witnessed highly fruitful discussions with Jordanian Prime Minister Jaafar Hassan and ministers from both sides on possible opportunities to advance bilateral cooperation, reflecting consensus between Egypt and Jordan on making optimal use of all opportunities. At the onset of the meeting, the primer took up the most prominent presidential activities, referring to the meeting held Tuesday between President Abdel Fattah El Sisi and Ugandan President Yoweri Museveni at Al-Ittihadiya Palace to discuss ways to advance and strengthen bilateral relations between the two countries and exchange views on a number of regional and international issues of mutual interest. Madbouli praised highly important messages in President Sisi's speech during the press conference following the talks between the Egyptian and Ugandan sides, as President Sisi highlighted the two countries' agreement that optimal interaction among Nile Basin countries must be based on the need to enhance efforts for mutual benefit and joint action, with a view to preserving and developing this vital resource. He also stressed Egypt's total rejection of unilateral measures in the Eastern Nile Basin. Egypt will not turn a blind eye to any existential threat to its water security, said the premier, highlighting Egypt's full support for development efforts in Uganda and the rest of the southern Nile Basin countries. An economic perspective on the Jordanian–Egyptian partnership agreements

Raad Mahmoud Al-Tal The recent signing of nine agreements and memoranda of understanding between Jordan and Egypt, at the conclusion of the Joint Higher Committee meetings, represents more than a routine step in bilateral relations. It is a strategic repositioning of the two economies within a highly volatile regional landscape. Both countries recognize that future growth cannot rely solely on traditional trade flows; it requires deeper integration in sectors capable of generating higher value-added, enhancing competitiveness, and expanding access to regional and global markets. In the energy sector, the emphasis on electricity interconnection and gas supply reflects a deliberate move toward establishing a regional energy market. Such a market would enable flexible, two-way exchange of power and fuel, mitigating risks from global price volatility or sudden supply disruptions. For Jordan -facing challenges in its energy mix and a reliance on imports- interconnection with Egypt offers a pathway to greater energy security and lower industrial production costs. For Egypt—now a major regional gas exporter following the development of its Mediterranean fields—these links create new export channels, boosting foreign currency earnings and advancing its ambition to become a regional energy hub. This initiative is aligned with global trends toward diversification of energy sources and greater regional cooperation as insurance against geopolitical shocks. The transport and transit agreements form another pillar of strategic integration, aimed at knitting together regional trade corridors. Jordan, serving as a key land bridge between the Gulf and the Levant, can leverage improved connectivity with Egyptian ports—particularly Aqaba and Suez—to offer competitive alternatives to longer or risk-prone maritime routes. This enhanced logistical network will strengthen supply chain resilience, lower transport costs, and open broader markets for both countries' producers. Such connectivity gains are particularly valuable in light of the structural disruptions to global trade caused by recent crises. On the industrial and investment front, the agreements create a framework for complementary production rather than duplicative competition. Jordan's strengths in pharmaceuticals, fertilizers, and select light industries can dovetail with Egypt's capabilities in heavy manufacturing, textiles, and petrochemicals. Joint industrial zones or distributed production chains could give both countries preferential access to European and African markets under existing trade agreements, improving competitiveness while lowering tariff and logistical barriers. Tourism offers another avenue for synergy. By integrating their diverse tourism assets—Jordan's historical and religious sites with Egypt's coastal and leisure attractions—the two countries can create joint packages for long-haul markets in Asia and Latin America. Supported by coordinated marketing and affordable air connectivity, this approach could transform tourism from a competitive to a complementary sector, expanding total market share. At the macroeconomic level, the close political alignment between Amman and Cairo provides a rare element of institutional stability in the region. This enhances the likelihood of translating agreements into concrete outcomes. Yet real economic impact will depend on moving from protocol-level commitments to measurable implementation such as agreed targets for trade growth over the next three years, or defined increases in joint investment over the medium term. The agreements also resonate strongly with Jordan's Economic Modernization Vision, particularly its capital expenditure priorities in infrastructure, energy, transport, tourism, and industry. Initiatives like electricity interconnection, expanded logistics corridors, and industrial partnerships align directly with the Vision's goal of raising economic efficiency and productive capacity. Allocating a portion of public capital spending to activate these agreements could amplify their returns, using public funds as leverage to attract joint private investment from both countries. This multiplier effect would not only stimulate growth and job creation but also accelerate progress toward the Vision's quantitative targets whether in GDP expansion or in strengthening Jordan's regional and global competitiveness. If managed with precision and follow through, the Jordanian–Egyptian partnership could evolve into a leading model of regional economic integration leveraging geographic position, existing infrastructure, and political stability to reduce external vulnerabilities and enhance competitiveness in an increasingly volatile global economy.

Egypt's planning minister and her Jordanian counterpart have discussed joint efforts to achieve economic development and enhance growth and employment policies during the 33rd session of the Egyptian-Jordanian Joint Higher Committee in Amman. Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat, met with Zeina Toukan, Jordan's Minister of Planning and International Cooperation, to discuss strengthening the partnership between their ministries, the Egyptian ministry said in a statement. The ministers discussed activating an executive programme signed between Egypt's Institute of National Planning (INP) and the Jordanian Ministry of Planning and International Cooperation. Al-Mashat highlighted the pivotal role of the Joint Higher Committee, the oldest of all Arab bilateral higher committees, in supporting and strengthening joint economic, trade, investment, and cultural relations. She welcomed the cooperation and exchange of expertise in development planning and sustainable development, noting that a Memorandum of Understanding signed in August 2023 covers areas such as strategic planning, governance, and competitiveness. The two ministers also discussed the possibility of exchanging expertise on their efforts to implement the recommendations of the 'Public Governance Review,' which was launched by both countries in cooperation with the Organisation for Economic Co-operation and Development (OECD). Additionally, they discussed joint coordination in international forums to advance global efforts to implement the outcomes of the 4th International Conference on Financing for Development, especially regarding reforms of the global financial architecture and the United Nations system.

Prime Minister Hassan described Jordan-Egypt relations as a benchmark for Arab cooperation, highlighting that regular committee meetings since 1985 have deepened collaboration across numerous fields. Addressing economic challenges common to both countries, he stressed that creating job opportunities for youth is a top priority underpinning the Economic Modernisation Vision, which seeks to attract investment, stimulate growth, and boost employment, the statement said. On regional matters, Hassan affirmed that Jordan and Egypt stand united on key challenges, foremost the Palestinian cause and the ongoing Israeli war on Gaza. Both prime ministers condemned the "brutal" conflict, called for intensified efforts to end the aggression, ensure the delivery of humanitarian aid, reject starvation tactics in Gaza, and oppose provocative actions in the West Bank and Jerusalem. Hassan lauded Egypt's significant role in Gaza, noting ongoing coordination at leadership and ministerial levels, according to the statement. Regarding Syria, Hassan reaffirmed Jordan's support for the new Syrian government's efforts to restore security, stability, and prosperity, and to address pressing challenges through cooperation. Madbouly highlighted the deep-rooted bilateral relations and voiced Egypt's eagerness to remove obstacles hindering economic cooperation, citing energy, gas supply, and electricity interconnection as exemplary areas of partnership. He also affirmed both countries' rejection of any attempts to alter the demographic or geographic status in Gaza or the West Bank. Madbouly stressed that Egypt and Jordan maintain full coordination on developments in Gaza, the West Bank, and other regional issues. The agreements signed include an executive programme for scientific cooperation between Jordan's Ministry of Planning and International Cooperation and Egypt's National Planning Institute; an executive programme between Jordan's Free and Development Zones Group and Egypt's General Authority for Investment and Free Zones and a memorandum of understanding on consumer protection, according to the statement.
