In a joint communique between the three Foreign Ministers after holding their Tripartite Neighboring Countries Mechanism on May 31, 2025, they reaffirmed the importance of safeguarding the interests of the Libyan people, preserving the nation's resources and wealth, and fostering consensus among all Libyan factions. This process, they emphasized, must occur under the auspices of the United Nations, with the support of Libya's neighboring states, to bring an end to division and move forward toward unifying state institutions and holding simultaneous presidential and parliamentary elections. The Ministers stressed the urgency of resolving the Libyan crisis and ending political fragmentation to prevent further escalation, the spread of violence and terrorism, and the widening of internal conflict. They underscored that Libya's security is an integral part of the security of neighboring countries. The Ministers affirmed the necessity of ensuring that the political process is fully Libyan-owned, emphasizing that any sustainable solution must emerge from inclusive national dialogue reflecting the will and consensus of all Libyan components. They emphasized the importance of pursuing this process without exclusion and with international support, particularly from the United Nations. The Ministers firmly rejected all forms of foreign interference in Libya, noting that such actions only serve to deepen internal divisions and prolong the crisis, thereby undermining security and stability in Libya and the broader region. They reaffirmed their support for the efforts of the 5+5 Joint Military Commission to consolidate the existing ceasefire, facilitate the withdrawal of all foreign forces, fighters, and mercenaries within a defined timeframe, and unify Libya's military and security institutions. These goals, they stressed, must align with ongoing efforts under UN, African Union, Arab League, and Mediterranean frameworks. The Ministers agreed to maintain regular coordination among the three countries, in collaboration with the United Nations, to monitor developments in Libya, exchange views on the evolving political landscape, and identify avenues for regional cooperation to promote security, stability, and development. The Tripartite Neighboring Countries Mechanism aimed at discussing the latest developments in Libya and advancing the political process toward a comprehensive resolution of the crisis. The tripartite mechanism between Egypt, Algeria, and Tunisia was launched in 2017 and ceased in 2019. Today's meeting in Cairo aimed at reactivating this joint mechanism, based on the three countries' commitment to supporting security and stability in sisterly Libya. Since the overthrow of former Libyan leader Muammar Gaddafi in 2011, Libya has been plagued by conflict and political division. The country is currently split between two rival governments: the U.N.-recognized Government of National Unity in Tripoli, led by Abdulhamid Dbeibah and supported by allied armed factions; and a rival administration, based in Benghazi and backed by forces loyal to retired General Khalifa Haftar. Heavy and intense clashes have erupted since May 13, 2025 following the killing of Field Commander Abdul Ghani al-Kikli—also known as "Ghaniwa"—a prominent figure who led the Stability Support Apparatus and served as head of the Presidential Council's security unit. On May 30, Libyan protesters set fire to car tires and closed the main roads in Tripoli, calling for ousting the government led by Dbeibah, BBC reported.

Morocco, Spain Discuss Reinforcing Military, Security Cooperation
Rabat – Rabat hosted the 11th meeting of the Morocco-Spain Joint Military Commission today, where Moroccan and Spanish military representatives reiterated their determination to boost security cooperation at all levels. The meeting focused on reviewing the achievements of the 2024-2025 period and included discussions covering what activities will be planned for next year's program. Both the Moroccan and Spanish delegation emphasized their shared commitment to strengthening cooperation between the two countries' armed forces. As part of the meeting, Mohammed Berrid, Inspector General of the Royal Armed Forces (FAR) and Commander of the Southern Zone, received General of the Army Corps Fernando Jode Lopez del Pozo, Director General of Defense Policy at the Spanish Ministry of Defense. The two officials welcomed the cooperation between the two countries, which focuses on military training in the field, exchange of expertise, and visits, among other avenues. Spain and Morocco share good diplomatic ties, with the two countries determined to cooperate at all levels, including security. The Spanish government frequently stresses the importance of Morocco as a strategic ally, contributing to the region's security and stability. Morocco's security services constantly hand over intelligence to Spain, enabling the European country to safeguard its borders from different security challenges, including irregular migration and terrorism threats. Recently, the Spanish police dismantled several terrorist cells in coordination with Morocco's security services, including the General Directorate of Territorial Surveillance (DGST). Collaboration between the two countries also covers joint military training and more. In March, Spanish news outlet OKDiario reported on data compiled by the Spanish Ministry of Economy, showing that Spain has increased its arms exports to Morocco by 1,264.77% in 2024 compared to the previous year, reaching a total value of €21 million – up from €1.5 million in 2023. The data also shows that rifle, gun, and spring pistol exports to Morocco increased by 10% in 2024, reaching €205,564. The majority of the exports also covered bombs, grenades, and torpedoes, with the total export value jumping from €1 million in 2023 to €12.8 million in 2024. Spain's arms imports from Morocco remained minimal, totaling only €1,277 in 2024, with €660 spent on rifles and spring pistols, and €617 on sabers, swords, and bayonets.

As for Libya, both sides said they are welcoming efforts by the 5+5 Joint Military Commission (JMC) to unify military and security institutions in Libya. They asserted the need to achieve progress at both the political and security levels including the withdrawal of all foreign forces and mercenaries. The two sides emphasized the necessity of finding a new, unified executive authority in Libya and holding presidential and parliamentary elections. Shifting to Africa and security of the Red Sea, Egypt and Spain reiterated commitment to maintaining ongoing cooperation in food and security. They also stressed the importance of cooperation in transboundary water management in accordance with the international law. The two countries asserted the importance of stability in Africa, particularly the Sahel region and the Horn of Africa. They agreed on the need of maintaining the safety of international navigation movement in the Red Sea as a vital corridor to global trade with respect to its direct impact on the Suez Canal and vital supply chains. Additionally, the two sides discussed the situation in Sudan with Spain appreciating the Egyptian efforts to achieve stability in the country. Both sides asserted the necessity of respecting the unity and safety of Sudan and maintaining the national institutions in the country. They underlined the importance of launching a comprehensive political process without any foreign dictations along with achieving democratic aspirations for the Sudanese people. The two parties are urging countries and donors to honor their pledges they made at the conferences in Geneva on June, 2023 and in Paris on April, 2024 to support Sudan and neighboring states hosting Sudanese fleeing war back home. Lieutenant-General Ahmed Khalifa, chief of staff of the Egyptian Armed Forces, participated on Wednesday in the opening session of the Libyan 5+5 Joint Military Commission (JMC) meetings, which Egypt is hosting as part of its continued efforts to support the Libyan people. This aligns with Egypt's commitment to creating a supportive environment for dialogue, promoting consensus among all parties, prioritizing Libya's national interest, and backing the United Nations mission in preserving Libya's unity and stability, the Egyptian military spokesperson said The 5+5 JMC meetings are taking place nearly a month after Egyptian President Abdel-Fattah El-Sisi met with Field Marshal Khalifa Haftar, commander-in-chief of the Libyan armed forces, in Cairo, where Egypt reaffirmed that Libya's stability is closely connected to its national security. During Wednesday's opening session, the meetings addressed various shared concerns, aiming to unify perspectives that strengthen Libya's stability and implement consensus-driven measures to preserve its social fabric and maintain sovereignty over its territory. In his opening remarks, the Chief of Staff of the Egyptian Armed Forces emphasized Cairo's appreciation for the deep-rooted historical ties and strong relations between both nations. He also commended Libyan representatives' ongoing efforts to foster rapprochement and unify the country's military and security institutions while reaffirming their commitment to the ceasefire agreement to ensure Libya's security and stability. For their part, members of the Libyan delegation expressed deep gratitude to Egypt for hosting the 5+5 JMC meetings, which enabled ongoing dialogue and discussions and presented practical proposals and actionable ideas to the negotiation council for the Libyans' benefit. Libya's 5+5 Commission, established in 2020, was one of three key tracks in the UN-backed settlement process to ensure the withdrawal of all foreign fighters, previously deployed by various foreign powers, from the oil-rich country.
