Tanger Med Engineering to Modernize Liberia's Strategic Ports

Doha – The Liberian government signed an agreement with Tanger Med Engineering last week to modernize the ports of Monrovia and Buchanan, according to Liberian media reports. The Moroccan firm will implement a comprehensive master plan to revitalize these vital maritime gateways into economic development drivers. Led by Liberia's National Port Authority (NPA) under Director General Sekou Hussein Dukuly, the project aligns with President Joseph Nyuma Boakai's ARREST agenda, which prioritizes agriculture, roads, reconciliation, education, health, and technology. The plan specifically targets infrastructure renewal, regional integration, and sustainable growth. The collaboration follows months of technical exchanges between the two parties. 'This agreement goes beyond a simple infrastructure project: it's a national milestone,' Dukuly told local media. 'By investing in world-class port facilities, we are laying the foundations for job creation, capital attraction, and sustainable growth.' The modernization plan encompasses rehabilitation of container terminals, upgrade of cargo berths, modernization of warehouses, deployment of smart logistics platforms, installation of advanced security systems, and integration of environmentally responsible energy solutions. Dredging operations will increase the ports' capacity to accommodate larger vessels, potentially boosting trade volumes along the West African maritime corridor. The program also anticipates substantial improvements in the country's logistics performance. The plan aims to reduce clearance times, increase operational capacity, and digitize port and customs services. These changes are expected to create a more transparent and efficient business environment that could stimulate economic activity. Additionally, the master plan positions Monrovia to serve as a transit corridor for neighboring landlocked states. Mali and Guinea would benefit from improved access through Liberian ports, potentially strengthening the country's position within West Africa's economic structure. This agreement deepens commitments established in November 2024 between the NPA and Marsa Maroc. That memorandum of understanding defined two main projects: creating a multipurpose terminal at Monrovia port through a public-private partnership, and rehabilitating the Buchanan port terminal, including its design, financing, construction, and management. Liberian officials present at the signing included Senator Momo T. Cyrus, chairman of the national security commission, Representative Austin B. Taylor, chairman of the maritime commission, and Representative Sekou Kanneh, chairman of the executive commission. The collaboration with Tanger Med Engineering represents another step in the North African country's expanding maritime influence in Africa. In January, Marsa Maroc established a subsidiary, Marsa Maroc International Logistics, to manage investments and operate new ports in East and West Africa. This subsidiary has already made important moves, investing in Damerjog Oil FZE, which plans to build an oil and gas port on Djibouti's Gulf of Aden coast. Additionally, it created Marsa Benin to operate terminals 1 and 5 at Benin's port of Cotonou in West Africa. Once completed, the modernized ports could help redistribute commercial flows along the Atlantic coast and potentially capture substantial transshipment traffic from more congested regional ports. The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai, Sr., has sent two separate messages of congratulations to the President of Sierra Leone and the King of the Kingdom of Netherlands on the occasions marking those nations' Independence and National Day Anniversaries, respectively. Coincidentally, these great nations celebrate this very important Day on Sunday, April 27, 2025. According to the Foreign Ministry release, President Boakai has on behalf of the Government and people of the Republic of Liberia and in his own name, extended heartfelt felicitations to His Excellency Mr. Julius Maada Bio, President of the Republic of Sierra Leone, on the momentous occasion commemorating the 64th Independence Anniversary of that sisterly country, the Republic of Sierra Leone. The Liberian leader stressed that as the two nations continue to collaborate in advancing the principles of the Mano River Union (MRU), the Economic Community of West African States (ECOWAS), the African Union (AU), and the United Nations (UN) which are dedicated to fostering peace, security, and cooperation among all nations, he is confident that the aspirations of Sierra Leone will be realized. 'May the strong and historic ties between Liberia and Sierra Leone continue to grow for the mutual benefit of our two nations and peoples', President Boakai stated. To His Majesty Willem-Alexander, King of the Kingdom of the Netherlands, President Boakai extended warm congratulations and best wishes to the people of the Kingdom of the Netherlands on the occasion of that great country National Day on behalf of the Government and People of Liberia. President Boakai stated that this landmark day does not only mark the rich heritage and resilience of the Dutch people but also serves as a moment to reflect on the strong and enduring bonds between the two nations. He added that Liberia and the Netherlands have share a historically significant relationship that is rooted in shared values of diplomacy, economic cooperation, and mutual respect. The Foreign Ministry release further stated that the Liberian leader recognized and applauded the Netherlands' forward-thinking approach, particularly at this critical juncture in the geopolitical relations. The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai, Sr., has, by proclamation, declared Friday, April 25, 2025, as " World Malaria Day," and is to be observed throughout the Republic as a Working Holiday. According to a Foreign Ministry release, April 25, 2025 is the 18th World Malaria Day, which will be celebrated under the global theme: " Malaria Ends with Us: Reimagine, Reignite," and the local slogan ' Zero Malaria Starts with me." The Government of Liberia, realizing the significance of protecting the wellbeing of its citizens and foreign residents, has ratified the Convention on the Right of the Child to good health and nutrition and, as a member of the World Health Organization (WHO), will join other global health partners in supporting all health programs aimed at achieving Universal Health Coverage (UHC), with the guiding principle to Leave No One Behind. The proclamation has called upon the Ministry of Health and other Government Agencies, as well as International Organizations concerned to initiate and execute programs to mark the commemoration of the day. The proclamation says the 2024 Malaria Report shows about 94% of the estimated 263 million malaria cases and 95% if the estimated 597,000 malaria-related deaths occurred in the WHO/AFRO Region, and with under-five years accounting for 76% of malaria-related deaths in the region. According to the Presidential proclamation, continued investments in Malaria prevention and control will propel malaria-endemic countries, which include Liberia, along the path to achieving the targets of the Global Malaria Technical Strategy and the Sustainable Development Goals, especially those related to improving child survival and maternal health, eradicating extreme poverty, and expanding equitable access to quality health services, specifically for malaria prevention and prompt treatment. Cognizant of the harmful effects and burden malaria places on the human race, particularly in Sub-Saharan Africa, and the World over, a Resolution declaring April 25 of each year as Africa Malaria Day, amended as World Malaria Day was adopted by the Summit of African Head of States and Government held in Harare, Zimbabwe, in 1997, which called on all member states of the then Organization of African Unity (OAU), now African Union (AU), to initiate and implement Plans of Action and make appropriate investments to curtail malaria morbidity and mortality rates in Africa. The 2024 World Malaria Report with the theme addressing inequality in the global malaria response has recognized Liberia effort in the fight against the malaria disease and has congratulated her for the reduction in the malaria burden in the country especially among the venerable population, the proclamation says. It further states that In Liberia, all-cause under-five mortality rate has declined from 94 per 1,000 live births in 2013 to 93 per 1,000 live births in 2019 and hospital admissions for severe malaria has declined from 8% in 2020 to 6% in 2024 and the Government annual expenditure on health has remained steady in the range of 10 to 14% over the past 10 years, in fulfilment of the Abuja Declaration that calls for members states to allocate 15% of national budget to health. President Boakai Declares Friday National Fast and Prayer Day

The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai, Sr., has by proclamation declared Friday, April 11, 2025, as 'National Fast and Prayer Day' to be observed as a National Holiday. According to a Foreign Ministry release, the Day is set aside as a day of supplication, prayer, fasting and meditation so that our efforts, as people, may be crowned with great achievements to the common cause of the Nation, the state and our common humanity. The Proclamation is in consonance with the Act of the National legislature, which was passed into law in 1883 declaring the second Friday in April of each year as a National Fast and Prayer Day for the prosperity of the Nation and in humble supplication to the Almighty God for Guidance and protection as well as for peace in their national life. The Proclamation recalled when the country had extraordinary outbreaks of national phenomena and man-provoked national crises that have caused much harm, devastation and destruction in many parts of the world from which our nation has been spared by the grace of God. That release stated 'There are still large numbers of our Kith and kin living in uncertain conditions in the Diaspora, and the need for remembrance in prayers of those who have made the supreme sacrifice remains unfulfilled'. The Proclamation further calls on all prelates, Priests, Elders, Deacons, Evangelists, Imams and all residents, regardless of religious creed, to gather with one accord in their places of worship, in each city, town, village, hamlet and home, within the territorial confines of the Republic of Liberia, in simple and non-costly apparel to fast, pray and meditate from 8 0'clock in the morning. The Proclamation further orders all public offices, business houses, market places closed during the observance, while all citizens and foreign residents will cease from their usual daily occupations and avocations in further recognition of God's love and Guidance. This initiative aims to provide the public with comprehensive information about services offered at the Ministry, enhance the relationship between the Ministry, the citizens of Liberia, and the international community, and strengthen accountability within the Ministry's operations. The Ministry of Foreign Affairs plays a crucial role in safeguarding Liberia's interests on the global stage. It is responsible for managing the country's diplomatic relations, advancing its economic, political, and social interests abroad, and providing consular services to Liberians living overseas, as well as facilitating foreign nationals wishing to visit Liberia. The Service Delivery Charter is a strategic tool aimed at improving the quality, accessibility, and responsiveness of these essential services. This move aligns with the directives of His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, who was inaugurated on January 22, 2024, under the ARREST AGENDA for Inclusive Development (AAID). As part of his government's commitment to improving service delivery, the President mandated that all government institutions sign performance contracts to ensure the efficient and transparent provision of services. In line with this, H.E. Sara Beysolow Nyanti, Minister of Foreign Affairs, signed a performance contract with the President on October 21, 2024. The contract outlines key performance targets for the Ministry, including the development and publication of the Service Delivery Charter and improvements in the Passport&Visas Division to enhance efficiency and credibility. The SDC will: Ensure Information Sharing: Provide clear, accessible, and accurate information on the services offered by the Ministry. Establish Clear Service Commitments: Strengthen the relationship between the Ministry, Liberians, and the international community by setting expectations for service delivery. Guide Quality Service Delivery: Facilitate high-quality, accessible, and timely services in line with international best practices. Enhance Professional Development: Promote the growth and capacity building of Ministry staff. Strengthen Internal Controls: Establish clear structures and systems to ensure transparency, accountability, and efficiency in operations. The SDC is vital for building trust between the government and the public by ensuring that services are delivered in an accountable, transparent, and efficient manner. It will apply to all units, divisions, bureaus, and departments within the Ministry of Foreign Affairs, including the Home Office and Foreign Missions, which collectively manage Liberia's diplomatic relations worldwide. The Ministry operates through various departments, including the Department of Foreign Affairs, Department of Legal Affairs, and Department of International Cooperation&Economic Integration, alongside bureaus, divisions, and specialized units such as the Division of Passport&Visas and the Travel Unit. Foreign Minister Nyanti expressed her commitment to delivering a service-oriented Ministry: "The launch of this Service Delivery Charter is a pivotal moment for the Ministry of Foreign Affairs.
