Absenteeism, unapproved leave top offenses among civil servants, says Chief Secretary
KOTA KINABALU (May 9): Absenteeism, unauthorized leave and uncertified sick leave are among the most common offenses committed by civil servants, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar revealed. Speaking at the Jelajah Taat Setia MADANI Sabah programme on Friday, Shamsul Azri warned that department heads who fail to address or conceal integrity violations will face disciplinary action, including demerit points. 'Governance-related offenses, for instance, carry a 15 per cent demerit penalty,' he said. 'However, the number of offenders remains low — less than 10 per cent of civil servants. The most frequent violations include unauthorized overseas travel and uncertified sick leave.' The Jelajah Taat Setia MADANI initiative, a nationwide effort to strengthen loyalty and integrity in the civil service, drew over 2,000 federal and state public sector employees in Sabah — the second state to host the programme after Negeri Sembilan. Jointly organized by the Malaysia Nationhood Academy (AKM), the Chief Secretary's Office (KSN), and the Sabah State Government, the event aligns with the Malaysia MADANI philosophy, emphasizing efficiency, accountability and loyalty among civil servants. Shamsul Azri stressed the need for tailored approaches to Sabah's unique logistical challenges under the Public Service Reform Agenda. He also urged civil servants to uphold trust in government services, stating, 'Strong loyalty ensures effective policy implementation.' Chief Minister Datuk Seri Panglima Haji Hajiji Noor echoed the sentiment, reminding public servants that they represent the government. 'The people observe our every action. We must maintain high standards to preserve trust in the MADANI government,' he said. The event featured a keynote talk by AKM Director-General Datuk Dr Roslan Hussin on embedding MADANI values in civil service. A Malaysia MADANI video was also launched as an educational tool for AKM's outreach efforts. The programme included government agency exhibitions and a 'Jualan Rahmah' initiative offering affordable goods and services. AKM plans to expand the tour nationwide to reinforce loyalty and service excellence among civil servants.

Govt eyes alternative rice supply
PARIT BUNTAR: The government has not ruled out the possibility of increasing rice imports from several regional countries following the ongoing conflict involving India and Pakistan, says Datuk Seri Mohamad Sabu ( pic ). The Agriculture and Food Security Minister said the turmoil in both countries is expected to affect Malaysia's rice import supply. 'Yes (import supply could be affected), because these two countries export about 38% of rice to Malaysia. I hope and am confident that both sides do not want war. 'However, we will cooperate with countries such as Thailand, Vietnam and Cambodia to ensure sufficient rice supply in the country,' he told a press conference after the official opening of the Perak Farmers' Organisation's Certified Padi Seed Production Centre here yesterday, Bernama reported. Earlier, the Sultan of Perak, Sultan Nazrin Muizzuddin Shah graced and officiated the event. The Raja Permaisuri of Perak Tuanku Zara Salim and the Raja Di Hilir of Perak Raja Iskandar Dzurkarnain Sultan Idris Shah also attended the event. 'It's just a projection. Similar concerns have arisen in the past, such as when chicken prices fluctuated, but they ultimately remained stable. 'With global feed costs like soy and grain corn on a downward trend, we hope egg prices will also remain steady,' he said. The Federation of Livestock Farmers' Associations of Malaysia was quoted as saying that egg prices could increase if production costs remain at the current rate of 38sen per egg after the subsidy removal. On another matter, Mohamad Sabu said the Certified Padi Seed Production Centre of the Perak Farmers' Organisation is expected to produce about 250,000 bags of certified padi seeds annually, with a total production capacity of 5,000 tonnes. He said the centre would benefit 16,000 padi farmers across Perak and serve as a reference point for quality-certified padi seeds that meet the needs of the farming community. 'I believe that with the setting up of this production centre, development in this district will follow. 'Economic and social development are among the benefits that will be enjoyed by the community, either directly or indirectly,' he said. Mohamad said three other centres for producing certified padi seeds have been set up in Penang, Selangor and Kedah to complete the value chain of the padi industry. He said the ministry is focusing on two main agendas: reforming the national padi and rice industry and increasing ruminant productivity, particularly in the production of beef and buffalo meat. 'The reform of the padi and rice industry is not only aimed at supply self-sufficiency but also at elevating the industry to a higher level and increasing the income of our padi farmers,' he added.

Mohamad Sabu: Egg prices unlikely to spike despite subsidy removal
KUALA TERENGGANU: The Ministry of Agriculture and Food Security (KPKM) will increase the production of lower-priced special grade chicken eggs following the government's decision to end egg subsidies from Aug 1, said its minister Datuk Seri Mohamad Sabu. He said the move aims to offer the public more affordable options while helping to stabilise market prices. "We also plan to raise the supply of special grade eggs similar to those sold during Ramadan (March) at RM5 per tray. "This time, we're unsure of the exact price, but we are confident it will not spike uncontrollably," he told reporters after attending Terengganu Pakatan Harapan's Aidilfitri open house here today. On April 30, KPKM announced the subsidy removal and outlined several intervention measures, to be implemented jointly with the Ministry of Domestic Trade and Cost of Living (KPDN), to cushion the impact on consumers. Among the measures is the industry's commitment to introducing special grade eggs at reasonable prices. Mohamad said, aside from special grade eggs, consumers can obtain competitively priced eggs through nationwide initiatives such as Jualan Agro MADANI and Jualan Rahmah. He stressed that the decision to end both the egg subsidy and price controls—as well as the reduction in subsidy rate from RM0.10 to RM0.05 per egg effective May 1—was made through stakeholder consultation. "The decision was reached via engagement. We negotiated first with egg producers and industry players. The removal was done in a soft-landing manner, not abruptly. Therefore, I believe egg prices will not surge," he said. Meanwhile, he encouraged the cultivation of local young coconuts, especially aromatic varieties such as pandan coconuts, to meet rising demand from China. "This presents an opportunity, particularly for Terengganu with its vast land, to focus on a crop that can generate strong returns. China has a population of over 1.4 billion, with more than 800 million having spending power… this is a real economic opportunity," he said. On April 19, Agriculture Department director-general Datuk Nor Sam Alwi said the opening of the fresh coconut market to China under the Phytosanitary Requirements Protocol marked a strengthening of biosecurity measures and the establishment of a more systematic traceability framework for quality young coconut production.
