Civil servants must have the courage to speak the truth and report any wrongdoing without fear or favour, says Juanda. – The Borneo Post photo KUCHING (July 9): Civil servants must break the culture of silence and report misconduct in the workplace to uphold integrity and transparency in the public sector, said Deputy Minister in the Sarawak Premier's Department (Integrity and Ombudsman) Datuk Dr Juanda Jaya. According to a Sarawak Public Communications Unit (Ukas) report, Juanda said civil servants must have the courage to speak the truth and report any wrongdoing without fear or favour. 'We must also reject the culture of keeping silent that allows misconduct to continue without action, because whatever process we create, whatever system we create, if people are not honest, unethical, and unintelligent, the system will not succeed. 'Indeed, we must take firm action on the 'cancer', because when cancer reaches the fourth stage, there is nothing more that can be done. 'That is why in all agencies, if there are problematic officers identified from the beginning, take action,' he said when officiating at the Natural Resources and Environment Board (NREB) Integrity and Innovation Day here today. He also reminded civil servants that negative reports should not be seen as a reflection of a department's weakness. Highlighting the importance of environmental transparency, Juanda said open reporting fosters public trust and encourages community involvement in conservation. 'Transparency in reporting allows the people to evaluate and participate in conservation efforts. 'Accurate information will definitely build trust in the government and ensure that all of our actions are transparent and with integrity,' he said. Integrity summit to gather 800 reps from across Borneo

KUCHING (July 4): The inaugural Borneo International Integrity Summit (BIIS) 2025 will be taking place at the Borneo Convention Centre Kuching (BCCK) from July 29 to 30, bringing together over 800 participants from across the region in a collective effort to promote good governance and ethical leadership. Organised by the Sarawak Integrity and Ombudsman Unit (Unions) under the Sarawak Premier's Department, in collaboration with Universiti Putra Malaysia (UPM) Sarawak and the Konsortium Universiti-Universitas Borneo (KUUB), the event will focus on fostering integrity as a cornerstone of sustainable development. Held under the theme 'Driving Innovation, Transparency and Ethical Leadership for a Sustainable Future', BIIS 2025 will record participation from academics, civil servants, students from 31 universities and colleges across Malaysia, Indonesia, Brunei and Singapore, as well as representatives of secondary schools and several government departments and agencies. According to Deputy Minister in Sarawak Premier's Department (Integrity and Ombudsman) Datuk Dr Juanda Jaya, BIIS 2025 is a strategic platform meant to elevate transparency, drive innovation and nurture ethical leadership across Borneo. 'The summit is not just an intellectual event, but a collective movement to embed integrity into our institutions and systems. 'Through KUUB and Unions, we are uniting voices across sectors to build a more transparent, fair and accountable future for Borneo,' he told a press conference on the event today. He stressed that the summit should reflect Sarawak's long-term vision of instilling integrity as a shared responsibility among leaders, educators, civil servants and youth. 'Integrity is not optional. It is the foundation of a progressive and just society. 'We are investing in a generation of leaders who are not only innovative and capable, but also guided by strong moral values and a sense of accountability,' said Juanda. Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg is scheduled to officiate at the opening ceremony this July 29. According to Juanda, the programme is aligned with the Sarawak government's commitment to cultivating a culture of integrity and ethical governance. 'This is how we build trust in public institutions, by showing that we are willing to be accountable, to collaborate, and to lead by example,' he added. He also said Sarawak would host BIIS every two years. 'As the permanent secretariat of KUUB, UPM Sarawak plays a central role in regional collaboration. 'The KUUB network currently includes 16 universities from Brunei, Indonesia (including Kalimantan), Sabah, Sarawak and Labuan,' he added. In conjunction with the summit, an 'Innovation Exhibition' will be set up, showcasing research works and products by local institutions of higher learning that have the potential to enhance socio-economic development and global well-being. Among the participating institutions are Centre of Technology Excellence (CENTEXS), Sarawak Skills, i-CATS University College, University Technology Sarawak (UTS), University Malaysia Sarawak (Unimas), Universiti Teknologi Mara Sarawak (Samarahan Campus), and Curtin University Malaysia. A memorandum of understanding (MoU) between KUUB and Unions will also be signed during the summit, aimed at strengthening the cooperation in enforcing integrity values across the region. The summit is supported by Business Events Sarawak (BE Sarawak) and the Ministry of Tourism, Creative Industry and Performing Arts Sarawak (MTCP). BINTULU (July 3): Deputy Minister in the Sarawak Premier's Department (Integrity and Ombudsman), Dato Dr Juanda Jaya, has urged all levels of government administration to uphold integrity and accountability, stressing that playing the 'blame game' will never solve systemic issues. Speaking at the Sarawak Forest Department Integrity Day 2025 event here today, he cited a past case involving the Welfare Department that became problematic due to negligence and a lack of proper scrutiny. 'Integrity issues involve all parties. Blaming one another will not solve the problem,' he said. 'Everyone responsible for approving projects must thoroughly read and understand what they are signing. Whether you agree or disagree, your signature reflects your integrity.' Dr Juanda also highlighted a small-scale project, the construction of a food stall costing under RM500,000, as an example of poor planning and oversight. 'We saw a toilet that looked like it came from the Roman era, with flooring built higher than the exterior. When asked about it, the agencies involved began pointing fingers at one another. But all the drawings had been signed off,' he said. As such, he reminded civil servants and officials to take the time to verify if a project is logical and meets specifications before granting approval. 'Once you sign, the Malaysian Anti-Corruption Commission (MACC) will not ask whether it was someone above or below you. Anyone involved in regulatory breaches will be investigated on why it was approved and the justification for it,' he cautioned. Commenting on the event, Dr Juanda praised its theme, 'From Seeds to Canopies Everything Matter', noting that it accurately reflects the importance of nurturing integrity at every level, from the lowest ranks to top management. 'If the foundation is flawed, those at the top will also face consequences. Corruption cases can take years to investigate. Don't assume you'll get away with it, every mistake and wrongdoing carries consequences, whether sooner or later,' he added. Adding on, he also condemned the mindset influenced by false teaching. 'Some believe it's acceptable for the powerful to take more and the small ones to take less. But in Islam, all who commit wrongdoing will face the consequences. Everyone will face judgement,' he said. He emphasised that the Sarawak government is serious about governance reforms, highlighting the establishment of the Integrity and Ombudsman unit as a step towards ensuring compliance with rules and procedures. 'Integrity means following the rules. We want not just the confidence of our people, but also that of foreign investors. We must be the best seeds to help grow Sarawak,' he said. Dr Juanda urged public servants to stay focused on their duties and not be swayed by malicious rumours or envy. 'Don't envy someone else's blessings. Do your job well – God sees everything. Your skills cannot be taken away. A fake will always be fake. Integrity at work is something people will notice and value. A diamond will always shine,' he remarked. He also highlighted the importance of embracing audit findings as tools for improvement. 'Auditor-general reports exist for a reason. They highlight areas where our systems may be outdated or where our work processes need change. Don't resist audit feedback – take it positively and implement improvements,' he added. The RM16.39 million project, implemented using the Design and Build approach and carried out by Bangkit Energy & Pro Logistics (EM) Sdn Bhd, reflects the government's commitment to improving the quality of life for educators in rural areas and supporting the national education ecosystem under the 12th Malaysia Plan. Works Minister Dato Sri Alexander Nanta Linggi, who officiated the handover ceremony today, commended all agencies and stakeholders for their dedication and efficiency. 'This early delivery not only demonstrates the efficiency of our project execution but also reflects the Madani values of well-being, sustainability, and compassion, by ensuring our teachers and staff in rural areas are provided with safe, comfortable, and conducive housing,' he said. Constructed on a 13.554-hectare site located 48km from Mukah, the new facilities comprise several key components, including 17 units of Class F teachers' quarters. The project also features a rainwater harvesting tank, along with elevated and suction water tanks to support sustainable water management. In addition, full electrical, mechanical, and ICT installations have been provided to ensure the functionality and comfort of the housing units. Supporting infrastructure includes open and covered parking areas, concrete pavements, a drainage system, water reticulation, and a sewerage system to complete the development. Nanta also praised the use of modern construction methods such as Building Information Modelling (BIM) and Industrialised Building System (IBS), which utilised prefabricated components like autoclaved aerated concrete (AAC) wall blocks and lightweight steel trusses to expedite the construction process. 'This project is not only a testament to effective inter-agency cooperation but also a reflection of our ability to meet the aspirations of the government to deliver rakyat-centric projects of high quality, on time and within budget,' Nanta added. The completion featured major deliverables such as early Certificate of Practical Completion issuance; handover of As-Built Drawings; final account settlement; zero fatal accidents; and delivery of operations and maintenance manuals—feats Nanta described as an exemplary model for future infrastructure projects. He also reminded the main contractor and stakeholders to maintain their commitment during the Defects Liability Period, and assured that JKR Malaysia would continue to monitor the project to ensure all post-completion requirements are met as per the regulations. Also present at the ceremony were Deputy Minister in the Premier's Department Datuk Dr Juanda Jaya, Education Ministry deputy secretary-general (Planning and Development) Datuk Wan Hashim Wan Rahim, and Sarawak Federal Secretary Datuk Ahmad Nadzri Mohd Hassan. SMK Agama Igan, which was established in 1998 and began operations with its first batch of 180 students in 1999, previously had 24 teachers' quarters that were ageing and no longer sufficient. The additional units are expected to significantly improve teacher welfare and retention, especially in this remote region near Kampung Igan.
